Lok Sewa Aayog Vacancy for Prabidhik Nayab Subba and 5th Level Health Services 2081
Lok Sewa Aayog Advertisement for Open and Inclusive Competitive Written Examination for the posts of Non-Gazetted First Class of Civil Service, Federal Parliament Service, Fifth Level of Health Service, and Assistant First Class of National Human Rights Service (Technical).
Applications are invited from candidates who meet the qualifications for services, groups, subgroups, and grades/levels of Civil Service, Federal Parliament Service, Non-Gazetted First Class (Technical), Fifth Level of Health Service, and Assistant First Class of National Human Rights Service. Candidates who meet the prescribed minimum qualifications should apply through the Commission's online application system, psconline1.psc.gov.np.
Special Advertisement Information:
Under the order of the Transmission Writ No. 078-WO-0660 issued by the Honorable Supreme Court, the advertisement notice is now published under the Civil Service Act, 2049 BS, with the number of positions determined as per the provisions of the Federal Civil Service Act, including the rights for the inclusive group.
Type of Examination: Written, practical examination, and interview as prescribed in the curriculum.
Examination Centre:
All offices of the Commission except the Central Office. Additionally, for posts advertised from the Public Service Commission, Jaleshwar Office, examination centers will be established in Lahan of Siraha District and Birgunj of Parsa District, and for posts advertised from the Public Service Commission, Surkhet Office, examination centers will be established in Dolpa and at the district headquarters of Humla, where the examinations will also be conducted.
Application Fee:
An application fee of NPR 700 (seven hundred) must be paid for each advertisement. Candidates must pay an additional fee of NPR 200 (two hundred) per additional group for additional advertisements for the inclusive group.
Last Date for Application Submission:
Until 20th of 2081.11.20, and the payment of the double fee must be completed by 27th of 2081.11.27.
Age Limit for Candidates:
-
As of 2081.11.20, candidates must have completed 18 years of age and not exceed 35 years, while for female and differently-abled candidates, the upper age limit is 40 years.

For posts in the health services, as of 2081.11.20, candidates must have completed 18 years of age and not exceed 45 years.
There will be no age limit for candidates holding reinstated permanent positions in the services mentioned under the Civil Service, Health, and Federal Parliament Services and those holding reinstated permanent positions under the National Human Rights Service posts.
According to the interim order of the Honorable Supreme Court dated 2079.10.20, until a final decision is reached on the said matter, the Public Service Commission will publish an advertisement on 2076.2.15, and candidates who are recommended from the examinations conducted for local bodies and are currently serving as reinstated government employees will also not be subject to the age limit for the advertised Civil Service posts. Such candidates must upload the application for that post in the Experience section of the online application system.
Method and Place for Payment of the Application Fee:
The application fee may be paid directly through the Commission’s online application system via electronic means or by printing a bank voucher that mentions the Master ID and Transaction Code and making a cash payment at the designated banks.
Period for Payment of the Application Fee:
The prescribed examination fee or double fee must be paid by 2081.11.28 at the latest.
Documents to be Uploaded:
Candidates must upload documents in PDF format at the designated location of the online application system, including educational qualifications, training certificates, experience letters, documents related to the inclusive group, and any other documents specified in the related advertisement. They must also scan and upload the front portion of their citizenship certificate in JPG format. Candidates shall be fully responsible for the accuracy of the details mentioned in the application.
Date of Interview:
The interview date will be notified once the written examination results are published.
Pre-interview Examination Program and Job Description for the Position:
Salary: As per the service and group.
Service-Related Authority: As per the prevailing law.
Written Examination Program: The relevant Commission/Ministry/Authority designated to administer the service, group, and sub-group.
Examination Time:
– First Paper: 1:00 PM (45 minutes)
– Second Paper: 2:15 PM (2 hours 15 minutes)
Note: The examinations for the First and Second Papers will be conducted on the same day as the syllabus prescribes.
Minimum Required Qualifications
a) For Civil Service:
– The candidate must not be disqualified under Section 10 of the Civil Service Act, 2049 BS, and must have obtained the minimum educational qualification specified below under Rule 15 of the Civil Service Regulations, 2050 BS.
1. Superintendent, Economic Planning and Statistics: Must have passed a Bachelor's degree or equivalent in any subject, including Statistics or Mathematics, from a recognized educational institution.
2. Sub-Engineering Officer, Engineering, Civil, General: Must have passed at the certificate level or equivalent in Civil Engineering from a recognized educational institution.
3. Sub-Engineering Officer, Engineering, Civil, Highway: Must have passed at the certificate level or equivalent in the relevant Engineering subject from a recognized educational institution.
4. Sub-Engineering Officer, Engineering, Civil, Irrigation: Must have passed at the certificate level or equivalent in the relevant Engineering subject from a recognized educational institution.
5. Hydrology Assistant, Engineering, Civil, Hydrology: Must have passed at the certificate level or equivalent in the relevant Engineering or a science subject from a recognized educational institution.
6. Sub-Engineering Officer, Engineering, Civil, B & A: Must have passed at the certificate level or its equivalent in Civil or Architectural Engineering from a recognized educational institution.
7. Laboratory Technician, Engineering, Civil, Highway: Must have passed at the certificate level or equivalent in the relevant Engineering subject from a recognized educational institution, or for the post of Laboratory Technician, must have obtained a certificate (or equivalent qualification) in Civil Engineering and completed one month of training as a Swail Laboratory Technician.
8. Electrical Technician, Engineering, Electrical, General Electrical: Must have passed a Diploma/Certificate level or equivalent in Electrical Engineering from a recognized educational institution.
9. Mechanical Supervisor/Mechanical Overseer, Engineering, Mechanical, General Mechanical: Must have passed at the certificate level, diploma level, or equivalent in Mechanical Engineering, Automobile Engineering, or Refrigeration and Air Conditioning Engineering from a recognized educational institution.
10. Senior Mechanics/Senior Welder, Engineering, Mechanical, Construction Equipment Maintenance: Must have passed at the certificate level, diploma level, or equivalent in Mechanical or Automobile Engineering from a recognized educational institution.
11. Senior Store Mechanics, Engineering, Mechanical, Construction Equipment Maintenance: Must have passed at the certificate level or diploma level or equivalent in Mechanical or Automobile Engineering from a recognized educational institution and must have received at least 3 months of training in computer operation from a recognized educational institution.

Senior Operator, Engineering, Mechanical, Construction Equipment Maintenance:
From a recognized educational institution, the candidate must have either:

Passed the Proficiency Certificate level (or its equivalent) in the field of Engineering and obtained a license to operate at least one machine among construction equipment such as a loader, grader, dozer, or excavator; OR
-
Passed the TSLC (or its equivalent) from a recognized educational institution and obtained a license to operate at least two machines among construction equipment such as a loader, grader, dozer, or excavator.

Assistant Inspector, Engineering, Metrology:
Must have passed B.Sc. or its equivalent from a recognized educational institution. -
Meteorological Assistant, Engineering, Meteorology:
From a recognized educational institution, the candidate must have either:
-
Passed the Certificate level (or its equivalent) in Engineering; OR
-
Passed the Certificate level (or its equivalent) in a Science subject;
and, in addition, must have received training in the relevant subject or obtained one year of experience.

Surveyor / Land Inspector, Engineering, Survey:
From a recognized educational institution, by taking Mathematics as a subject and passing the SLC (or its equivalent), and by either:
-
Passing a diploma equivalent to a three-year Proficiency Certificate in Survey or Geomatics; OR
-
Passing at the Certificate level in Science (Physical Group) or Geography and obtaining at least one year of junior surveying training.
However, for employees already reinstated in the Engineering Service, Survey Group before the publication of the notification dated Bhadra 12, 2068 BS, the academic qualification specified for entry into that service group shall be deemed the minimum academic qualification.

Assistant Chemist/Sampler, Engineering, Chemistry:
From a recognized educational institution, the candidate must have either passed B.Sc. or its equivalent or passed I.Sc. (or its equivalent) in Food Technology. -
Technical Assistant, Agriculture, Horticulture / Crop Protection:
From a recognized educational institution, the candidate must have either:

Passed the Proficiency Certificate level (ISc Agriculture) in Agricultural Science; OR
-
Passed the SLC or TSLC and completed a minimum three-year diploma in an Agricultural subject (Major in Plant Science); OR
-
Passed the JTA course and completed a one-year JTA course (Technical Certificate) in Agricultural Science.

Animal Health Technician, Agriculture, Veterinary:
From a recognized educational institution, the candidate must have either:
-
Passed the Proficiency Certificate level (I.Sc. Agri) in Animal Science; OR
-
Passed the SLC or TSLC and completed a minimum three-year diploma in Animal Science; OR
-
Passed the JTA course and completed a one-year JTA course (Technical Certificate) in Animal Science.

Overseer, Agriculture, Agri Engineering:
From a recognized educational institution, the candidate must have passed at the Certificate level (or its equivalent) in one of the following subjects: Civil Engineering, Mechanical Engineering, or Agri Engineering. -
Technical Assistant, Agriculture, Food Nutrition and Quality Control: From a recognized educational institution, the candidate must have either:

Passed I.Tech. in Food Technology; OR
-
Passed a three-year diploma level (or its equivalent) in Food Technology.
Note:
As stated in the clarification regarding the minimum academic qualifications for various groups under the Agriculture Service, mentioned in the Government Gazette, Part 5, Section 62, Number 36, published on August 25, 2069 BS, “The academic qualification shall not apply to those civil service employees who entered the service before the publication of this notice, and for such civil service employees, the provisions as stated in the previous rules shall apply.”

Ranger, Forest, National Park, and Wildlife: From a recognized educational institution, the candidate must have passed at the Certificate level (or its equivalent) in Forestry.

Deputy Herdsman, Forest, Elephant Keeper: The candidate must possess knowledge in the following areas:
-
Care and maintenance of elephants, including feeding (grain, water, and grass) and husbandry;
-
Operation of machines such as a quarantine house, weighing bridge, machines for compressing grass into bundles, machines for gathering grains into bundles, and machines for stamping numbers;
-
Familiarity with equipment required for elephant operations;
-
Utilization of elephants for administering treatment to wildlife when ill;
-
Basic knowledge regarding wildlife and their habitats;
-
Techniques for trapping wildlife using elephants;
-
Methods to capture a runaway elephant; and
-
Skills in training both the elephant and its handler.
Additionally, the candidate must have at least three years of experience in a position below the officer level.

Computer Technician, Various: From a recognized educational institution, the candidate must have either:
-
Passed the Certificate level in Computer Engineering or Electronic Engineering and obtained at least six months of training in computer repair from a recognized institution; OR
-
Passed the Certificate level in Mechanical Engineering and obtained at least one year of training in computer repair from a recognized institution.

Computer Operator, Various: From a recognized educational institution, the candidate must have either:
-
Passed the Proficiency Certificate level (or its equivalent) in Computer subject; OR
-
Passed the Proficiency Certificate level (or its equivalent) from a recognized educational institution and obtained at least six months of computer training from a registered institution; OR
-
Passed the Proficiency Certificate level (or its equivalent) from a recognized educational institution and obtained the six-month computer training conducted by the Ministry of Science and Technology for Skilled Manpower.

Technical Assistant, Education, Educational Administration, Inspection: From a recognized educational institution, the candidate must have passed the Certificate level (or its equivalent) in Education (Educational Science).

Senior Printing Assistant, Education, Printing, Printing Management: From a recognized educational institution, the candidate must either:
-
Have passed the Certificate level in the relevant subject (Printing); OR
-
Have passed the Certificate level (or its equivalent) and obtained at least three months of basic computer training along with six months of training in printing (press); OR
-
Have passed the Certificate level (or its equivalent) and obtained at least three months of basic computer training along with two years of experience in printing (covering Pre-Press, Press, and Post-Press).

Assistant Path Guide, Education, Archaeology: From a recognized educational institution, the candidate must have either:
-
Obtained a Bachelor's degree (or its equivalent) in History or Culture; OR
-
Passed the IA (Intermediate of Arts) and obtained a certificate in one of the following languages: French, German, Japanese, Italian, or Spanish.
-
Technical Assistant, Education, Archaeology, Museum: From a recognized educational institution, the candidate must have either:
-
Obtained a Bachelor's degree (or its equivalent) in the core subjects of History and Culture or passed the IA,
and have at least two years of experience in work related to Nepali archaeological currency.
-
Library Assistant, Education, Library Science: From a recognized educational institution, the candidate must have either:
-
Passed at the Certificate level in Library Science or in any subject (or its equivalent) and
-
Obtained at least one month of institutional training related to Library Science.
-
Computer Operator, Federal Parliament, Information Technology: From a recognized educational institution, the candidate must have either:
-
Passed the 10+2 level in the Computer subject; OR
-
Passed the 10+2 level from a recognized educational institution and obtained at least five months of computer training from a registered institution.
-
Photographer, Federal Parliament, Education and Printing: From a recognized educational institution, the candidate must have either:
-
Passed the 10+2 level in Photography (or its equivalent); OR
-
Passed the 10+2 level in any subject (or its equivalent) and obtained at least six months of training in Photography or two years of experience in Photography.

Recording Operator, Federal Parliament, Technical:
From a recognized educational institution, the candidate must have passed the 10+2 level (or its equivalent) and obtained at least three months of basic computer training along with at least one month of training in recording.
For candidates holding the Secondary Education Examination (S.L.C.E.) certificate issued before 7th (2078/9) BS: For each subject of Classes XI and XII (both theoretical and practical), the educational certificate will be recognized if it has a minimum grade of D+ and a Cumulative Grade Point Average (C.G.P.A.) of 1.6.
Health Services: Under the Civil Service Act, 2049 BS, Section 10, the candidate must not be disqualified and must have obtained the minimum academic qualification specified below under Rule 15 of the Civil Service Regulations, 2050 BS.
For Open Category:

Staff Nurse, Health, General Nursing: Must have passed the nursing certificate level from a recognized educational institution.
-
Health Assistant/Senior AHW, Health, Health Inspection: Must have passed the certificate level in General Medicine from a recognized educational institution.
-
Medical Recorder Supervisor, Health, Medical Records: Must have obtained a Bachelor's degree by taking Statistics or Mathematics from a recognized educational institution.
National Human Rights Services:
Under the Civil Service Act, 2049 BS, Section 10, the candidate must not be disqualified and must have obtained the minimum academic qualification as specified below by Rule 15 of the Civil Service Regulations, 2050 BS.

Information Technology Assistant, National Human Rights: Must have passed the proficiency certificate level (or its equivalent) in Computer Science or Computer Engineering or Information Technology as the core subject from a recognized educational institution.
Special Instructions for Open and Inclusive Examinations:
-
The candidate must not be disqualified under the law governing the relevant service/group/sub-group operation.
-
The written examination for both the open and inclusive categories will be held in the same sitting, on the same date, and at the same time. (Separate examinations for each service/group and the open and inclusive groups will not be conducted.)
-
The results for candidates selected for the practical examination and interview from the written exam for both the open and inclusive categories will be published alphabetically.
-
Candidates selected for the practical examination and interview from the written exam must compulsorily fill in their preferences for service, group, and office before participating in the practical examination and interview. Candidates who do not submit their preferences for service, group, and office will not be allowed to participate in the interview.
-
Candidates selected for the practical examination and interview from the written exam for the inclusive category will not be allowed to choose their inclusive group preference. The candidate's inclusive group will be determined based on the inclusive groups mentioned in the application form and under the Commission's prevailing regulations.
-
For candidates selected from the written examination for both the open and inclusive categories, if a candidate is chosen for more than one inclusive group (open and inclusive), the program will be arranged such that the candidate participates in the practical examination and interviews only once. Additionally, the marks obtained in the practical examination and interview will be counted for all groups (both open and inclusive) in which the candidate has passed.
Special Arrangement for Submission of the Application Form Without the Original Certificate of Educational Qualification
Suppose the examination results from the school/campus/university have been released within the application deadline and published in the Commission's advertisement, but the original certificate has not yet been issued. In that case, the candidate may submit the mark sheets (including those for all yearly semester examinations, theses, practicals, etc.) along with a letter from the educational institution stating that the candidate has passed. In such cases, once the original certificates for the required qualifications for the applied post are issued, the candidate must upload them.
Important Points for Candidates When Submitting the Application Form for Integrated and Joint Examinations Including Inclusive Groups
When submitting the application form online for advertisements involving integrated and joint examinations with inclusive groups, candidates must submit a single application covering all the services/groups and inclusive groups for which they wish to apply.
Additional Documents Required for Candidates Applying for the Inclusive Group

For Indigenous/Janajati Rights: A document certifying that the candidate belongs to a caste/ethnic group listed under the Nepal Adivasi/Janajati Uthhan National Foundation Act based on that list must be submitted. However, if more than one surname is within the listed caste, a document certified by the Chief District Officer on the recommendation of the head of the local authority specifying the particular surname among those listed must be submitted.

For Madhesi Rights: A document certified as “Madhesi” by the institution designated by the Government of Nepal and published in the Nepal Gazette. If no institution has been designated in the Nepal Gazette, a document certified as “Madhesi” by the Chief District Officer on the recommendation of the head of the local authority must be submitted.
-
For Dalit Rights: A document certifying that the candidate belongs to a caste listed by the National Dalit Commission, based on that list, must be submitted. However, if there is more than one surname within the listed caste, a document certified by the Chief District Officer on the recommendation of the head of the local authority specifying the particular surname within the listed caste must also be submitted.
-
For Rights of Persons with Disabilities: A disability identification card issued by the Social Welfare Council or a disability certificate issued by the relevant local authority, which states the classification of disability as per Sub-Clause (3) of Clause 4 of the Rights of Persons with Disabilities Act, 2074 BS, must be submitted.
-
For Backward Regions’ Rights: A copy of the citizenship certificate obtained from the relevant district indicating permanent residence in the district specified in:
-
Sub-Clause (7) of Clause 7 of the Civil Service Act, 2049 BS;
-
Explanation Clause (1) of Sub-Clause (6) of Clause 17 of the Federal Parliament Secretariat Act, 2064 BS;
-
Explanation Clause (1) of Sub-Clause (5) of Clause 8 of the Health Service Act, 2053 BS; and
-
Rule 9 (5) and its Explanation Clause (1) of the National Human Rights Commission Employees’ Service, Conditions and Facilities Regulations, 2072 BS.
In addition, a document certified by the relevant local authority stating that the candidate is currently permanently residing at the same location must be submitted. This must be based on a recommendation issued not later than three months prior to the application submission date.
Note:
If the candidate has obtained citizenship from a district other than the district of permanent residence, a letter stating the reason for obtaining citizenship from that other district must be obtained from the district administration office that issued the citizenship. If the candidate has married or migrated to a district mentioned in the above Acts, then in the case of marriage, a marriage registration certificate, and in the case of migration, a document from the local authority certifying the change of residence, must be submitted. -
Additional Provisions
(a) Regarding the Required Duration of Experience: For advertisements that require a minimum period of service experience, the candidate must have completed the minimum required period for the respective post by the final application deadline specified in the advertisement. The deadline for the double fee payment will not be counted for the purposes of age, educational qualifications, experience duration, or other eligibility criteria.
(b) Regarding Eligibility of Current Civil Servants: Candidates who are civil servants holding positions in the First Category (or equivalent) under the Employee Adjustment Act, 2075 BS, and who are appointed prior to adjustment, are not eligible to apply for positions advertised under the civil service.
(c) Regarding Incomplete or Non-Compliant Applications: Applications that are not submitted within the deadline specified by the Commission, or that do not meet the minimum qualifications, or that do not include the required details, or for which the required fee has not been paid, or that do not comply with the prescribed procedures, will not be accepted.
(d) Regarding Candidates Requiring an Assistant Writer: Candidates applying for posts that require an assistant writer must contact the relevant office of the Commission at least 10 (ten) days prior to the commencement of the written examination. Otherwise, the Commission will not be obligated to provide an assistant writer.
(e) Regarding Documents to Be Submitted Before the Interview: Candidates who pass the written examination must, prior to the interview, submit the original documents along with certified copies of:

The permanent certificates of educational qualification,
-
Citizenship, and
-
Service experience (if required) as certified by the respective office head,
as well as all the documents specified to be submitted by candidates applying for the inclusive and open groups.
(f) Regarding the Achievement of Educational Qualifications: Candidates must have achieved the prescribed educational qualifications by the final application deadline specified in the advertisement. Candidates who have obtained academic degrees from foreign educational institutions must obtain an equivalency determination of their qualifications from the relevant authority.
(g) Regarding the Indication of Post Type and Service/Group Cluster: When submitting the online application, candidates must mandatorily indicate the type of post and the cluster of the service/group for which they are applying.
(h) Regarding Advertisement Number and Examination Center Selection: Since the advertisement number and the examination center cannot be changed once selected, candidates must choose the advertisement number and the examination center with full certainty before submitting their application.
(i) Regarding the Use of Ink in the Examination: During the examination, candidates must use only black ink; otherwise, their answer scripts will be canceled.
(j) Regarding the Display of Minimum Educational Qualifications: The details regarding the minimum educational qualifications required for the applied post will also be visible while filling out the online application form.
