Position Summary:

Winrock is seeking The Chief of Party (COP) who will be responsible for overall project performance, management, and execution, ensuring all project deliverables are accomplished within budget and in compliance with USG rules and regulations. The COP will ensure that technical strategies contribute to Winrock's global quality improvement in equity and inclusion in education programming through documented learning. The coP will forge strong partnerships and collaboration with the Government of Nepal, technical partners, community-based organizations, and the private sector.

Education: Master's degree in education, social inclusion, and equity, international development, or related field.

Technical: Applicants must have a minimum of 10 years of progressive management responsibility in non-profit, development, and/or humanitarian organizations in Nepal or southeast Asia Region.

Position Title:     Chief of Party

UNIT:      Child Labor & Education

Reports to:     Associate Director, Child Labor & Education

Position Summary:

The Chief of Party (COP) will be responsible for overall project performance, management, and execution, ensuring all project deliverables are accomplished within budget and in compliance with USG rules and regulations. The COP will ensure that technical strategies contribute to Winrock’s global quality improvement in equity and inclusion in education programming through documented learning. S/he will forge strong partnerships and collaboration with the Government of Nepal, technical partners, community-based organizations, and the private sector.

ESSENTIAL Responsibilities:

  • Serve as primary liaison to USAID/Nepal on management and strategic issues to maximize impact at scale, minimize costs, and amplify efficiency and sustainability in achieving project requirements. 
  • Provide leadership and direction related to technical implementation, monitoring and evaluation, finance, operations, reporting, communications, and human resources.
  • Lead the coordination of program activities among a diverse group of stakeholders and beneficiaries including the Ministry of Education, provincial- and district-level officials, civil society, and other partners and stakeholders. 
  • Manage technical and operations personnel, as well as subcontractors and grantees in the implementation of the project to improve student learning outcomes.
  • Ensure that all activities conform to the terms and conditions of project requirements, client rules, and regulations, including cost, schedule, and quality parameters. 
  • Provide oversight of financial and other resources for the project and associated subcontracts and grants under contract as needed.
  • Develop and implement practices to ensure inclusivity, a high level of staff morale, and retention.  
  • Foster and disseminate learning and innovation.

Other Responsibilities:

  • Remain in regular contact with the home office, providing presentations and updates about the project’s progress.
  • Other duties as assigned 

Qualifications and Background

Education:          

  • Master’s degree in education, social inclusion, and equity, international development, or related field.

Experience:        

  • Minimum of 10 years of progressive management responsibility in non-profit, development, and/or humanitarian organizations in Nepal or southeast Asia Region.
  • Experience designing, leading and implementing equity and inclusive education programs.
  • Experience with the education system in Nepal preferred
  • Experience managing large, complex USG awards; knowledge of relevant rules and regulations (FAR, AIDAR).
  • Experience working in South East Asia is required, experience in Nepal is preferred.
  • Demonstrated technical experience in education plus any of the following areas: gender, social inclusion, social development, disability-inclusive education, and community engagement initiatives.
  • Experience motivating diverse teams of local and international NGOs to deliver results on time and on budget.

Skills/Knowledge:          

  • Strong communication and analytical abilities.
  • Written and spoken fluency in English, with preference to a candidate with Nepali proficiency.

Other:                  

  • Ability to travel throughout Nepal (in compliance with Covid-19 restrictions).
