Vacancy for Chairperson and Members of the Teacher Service Commission (TSC):

Government of Nepal, Ministry of Education, Science and Technology, For the appointment of the chairperson and members of the Teacher Service Commission

As per Section 11B of the Education Act, 2028 (with amendments), the Teachers Service Commission has a chairperson and one woman, along with two other members. The appointment of the chairperson and other members of the commission is under Article 11B of the same Act. The Government of Nepal has made an arrangement on the recommendation of the recommendation committee constituted pursuant to Sub-section (3) of the Act. In accordance with the Rules of Procedure approved by the Recommendation Committee, 2077 BS, a recommendation will be made to the Government of Nepal for the appointment of a candidate who obtains high marks by determining the qualification order among the candidates who submit an application.

For this purpose, within 15 days from the date of publication of this notice, the following qualified Nepali citizens who have reached the following qualifications, after becoming the Chairperson / Member of the Teachers Service Commission, have submitted a Concept Paper and a five-year Professional Work Plan. The Secretariat of the Recommendation Committee, Ministry of Education, Science, and Technology, Singha Durbar is called upon to submit within office hours.

1) Qualifications and experience:

The following qualifications are required for appointment to the post of Chairperson of the Teachers Service Commission:

(A) Nepali citizen,

(B) have obtained at least a postgraduate degree from a University recognized by the Government of Nepal,

(C) has not been a member of any political party for at least two years prior to appointment,

(D) At least 40 years of age completed and not exceeding 65 years of age,

(E) Gained special category experience of the Government of Nepal for the Chairperson and worked for the member for at least 15 years in the field of law, education, or administration.

2) Documents to be submitted along with the application:

The application should be accompanied by certified documents disclosing the following details:

(A) In the shadow of the certificate of Nepali citizenship.

(B) Self-certified documents related to educational qualifications.

(C) Experience open documents.

(D) Declaration of self-declaration of not being a member of any political party for 2 years.

(E) Application Fee: Rs. 1000 (Bank Voucher submitted to Office Code No. 350003501, Revenue Account No. 14224)

3) Basis of evaluation:

The basis for evaluation of the candidates who have duly applied will be as follows

(A) Experience at the official level in the field of education, law, and administration.

(B) Minimum Educational Qualification - First Class 10, Second Class 8, and Third Class 6 marks) - 10 marks

(C) Concept Paper and Business Action Plan - 40 marks

(D) Presentation of the concept paper and business action plan - 10 marks

(E) Interview - 20 marks

4) If the committee deems it necessary, a shortlist can be made from among the candidates to apply for the interview.

Other details

(A) The Recommendation Committee may cancel such an application if the procedure is not met and if there is the insufficient application, the Committee may call for re-application.

(B) In case of submission of false details or documents, the application will be canceled and action will be taken in accordance with the prevailing law.
