Position: Contribute to the effective management of UNFPA supported GBV programme, ensuring a multi-sectoral approach to prevention, mitigation and response to GBV in development and emergency settings.
S/he will provide policy, advocacy and technical support in GBV; engage with local partners and promote effective coordination of GBV activities among key actors; facilitate the delivery of UNFPA's GBV programme including appropriate application of systems and procedures.

Position: Responsible for the liaison, coordination, management, implementation, monitoring and reporting of UNFPA's flagship Gender-Based Violence Prevention and Response programme (Phase II) and realizing the expected programme outputs in the focused districts and municipalities in the assigned province.
S/he will provide policy, advocacy and technical support in GBV; ensure the GBV programme responds to the local context and needs, and support the efficient management and harmonisation of GBV and gender interventions with relevant local partners and Implementing Partners (IPs).
S/he will directly supervise and guide the Local Unit Programme Coordinators under the programme.
Eligibility criteria for the above positions:
- Advanced University Degree in Gender Studies, Public Administration, Social Work, other social sciences, public/community health, the law as it relates to gender and GBV, and development or related field;
- Minimum 2 years' professional experience years (more than 2 years is an advantage) in programme management and coordination in the public or private sector;
- Knowledge and experience working on gender issues in development, particularly GBV prevention, response and referral pathways;
- Experience in working with government institutions, NGOs and donor institutions;
- Understanding of cultural context and social norms influencing the incidence of gender-based violence at the local level;
- Understanding of male engagement and behaviour change approaches including familiarity with SASA! strongly preferred;
- Knowledge of federalism and governance systems in Nepal, with proven knowledge of experience in advocacy with governments and planning processes of local and provincial governments;
- Experience in utilizing any of the following international tools and systems: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Minimum Standards; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies;
- The global Essential Services Package for Women and Girls, an added advantage;
- Demonstrated management and oversight experience with the capacity to lead diverse teams, strongly preferred;
- Strong English speaking, oral and writing skills;
- Fluency in Nepali is required.

Background:
Advancing gender equality and promoting the empowerment of women are key priorities in the UNFPA Strategic Plan 2018-2021. UNFPA is a leading player in Gender-Based Violence prevention and response in Nepal. The Country Office manages a portfolio of Gender-Based Violence (GBV) programmes, focused both on multi-sectoral essential services and on prevention. This includes its flagship GBV Prevention and Response programme (Phase II).
Evaluations and reviews have shown positive results from the first phase of the programme, and there is scope to consolidate and further expand the GBV portfolio through a second phase. The Local Unit Programme Coordinator will be based at the district level and will be responsible for liaison and coordination with the local government and Implementing Partners. S/he will oversee the implementation of the GBV programme activities at the district level and establish strong working relationships with Palika officials and key stakeholders.
Eligibility:
- Master's Degree in Gender Studies, Public Administration, Gender-Based Violence, Development Studies, Social Sciences or relevant disciplines;
- At least 7 years of progressive working experience at the community, district and national levels in programme planning, management, monitoring and evaluation, in a related field preferably within the UN system;
- Good analytical skills and ability to understand and adapt to complex socio-cultural backgrounds in terms of overall programming;
- Excellent command of oral and written English and Nepali are essential;
- Knowledge of other local languages will be an advantage; Demonstrated leadership, facilitation and team working skills and ability to establish harmonious working relations with Government counterparts, 1/NG0s, CSOs and other UN agencies;
- Demonstrated capability and a good understanding of UNFPA's mandate;
- Proficient in the application of computer/office software packages (MS Word, Excel, and PowerPoint etc.);
- Experience of working in the UN will be an asset; Experience in office management and documentation;
- Willingness to travel frequently.

S/he provides effective communications support supports data collection and analysis for programme management and contributes to tracking the progress of the programme implementation.
Eligibility:
- Bachelor degree in Business Administration, Commerce, Accountancy, Chartered Accountancy and related fields are required;
- Minimum of three (3) years of professional experience in a similar role;
- Experience in research assistance and a general understanding of programme support, monitoring and evaluation are desirable;
- Good writing and communication skills with the ability to draft correspondence in a clear, accurate and concise manner;
- Experience and knowledge of working with the United Nations is preferable;
- Good interpersonal, planning, organizational and multitasking skills;
- Ability to work independently and harmoniously in a team environment; Computer literacy -Proficiency in the use of MS Office Packages and ERP systems;
