Background:

In response to the outbreak of COVID-19, the cluster approach in humanitarian settings was activated to ensure a coherent and effective response through the mobilization of all key partners in Nepal. UNFPA as the global lead agency for addressing gender-based violence (GBV) in humanitarian settings is co-leading the GBV sub-cluster in Nepal with the Department of Women and Children/MoWCSC.

UNFPA as the co-lead for the GBV sub-cluster is looking for a full-time national GBV sub-cluster coordinator to assist in the coordination efforts at the national and sub-national levels. Core functions include facilitating multi-sectoral collaboration, promoting the use of guiding principles and standards for tools and services, capacity development of frontline workers, ensuring survivor response services are maintained as essential life-saving services in emergency contexts, and information management.

The consultant will work in close collaboration with the UNFPA GBV/Gender team and the Department of Women and Children, under the direct supervision of the UNFPA Representative.

Eligibility:

Advanced degree in social work or other social sciences, gender, public health community health, international relations, international law, human rights, or related field.

Minimum 5 years of experience working on gender-based violence programmes, of which 2 are at the national coordination level, preferably in a humanitarian context. Understanding of country cluster and humanitarian architecture in particular of the protection cluster and GBV sub-cluster.

Awareness and demonstrable knowledge of how GBV manifests in humanitarian and development settings and ability to describe context-specific prevention and response actions. Demonstrable knowledge of humanitarian emergency operations, including the cluster approach and roles/responsibilities of key humanitarian actors, particularly in the context of development/preparedness settings. Proficiency in written and spoken the English language. Excellent analytical, group facilitation skills, and coalition-building skills.
