The SN highlights the structural causes of gender inequality and inter-sectional social exclusion as bound up in its social norms. UN Women believes in a holistic approach to tackling structural gender inequality, transforming discriminatory social norms and ending harmful practices. UN Women pursues transformative change in social norms across its programming areas namely gender responsive and inclusive governance (GRIG), ending gender based violence, humanitarian action, DRR and climate change, as well as women’s economic empowerment (WEE). Further, the UN Women Strategic Note underscores the need for programming across the post-conflict, humanitarian and development continuum. UN Women is currently implementing a longer term initiative on storytelling to understand pathways for social norm change and the factors that spur transformative shifts toward gender equality.

Reporting to the Head of Programmes, Communication for Development Analyst will offer technical support and will help design, form, manage, execute, monitor and evaluate a behavioral change and social mobilization strategy, plan of action, and programme activities to support the overall country programme. This includes organizing the research, development, pre-testing, and production of culturally relevant communication materials; developing and enhancing strong partnerships with community groups, leaders and civil society partners; and developing training materials and activities.

The C4D Analyst works in close collaboration with the Programme, Operations and technical teams in the CO, HQ/Regional offices, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

Provide programme development and management for social norm change related Initiative:

•     Provide substantive inputs to the design and formulation of the programme initiatives on social norm change translating UN Women’s priorities stated in the SN to local interventions.

  • Lead the design and development of C4D approaches across programming interventions for social norm change related initiative, building on lessons/good practices and challenges/limitations of existing/past UN Women’s programmes.
  • Coordinate programme implementation with the executing/partner agencies: support initiation of a project, entering project functions into UN Women’s online financial and programme management systems, finalization of contribution agreement,  determination of required revisions; coordination of the mandatory and budget re-phasing exercises and closure of project upon reporting and review.
  • Provide oversight and quality assurance for all knowledge products, research studies, training packages, communication and advocacy materials developed under the Storytelling Initiative.
  • Conduct financial and substantive monitoring of the project partners, identification of operational and financial problems, development of solutions.
  • Follow up on audit recommendations and ensure that all exceptions are reported timely.
  • Provide inputs UN Women quarterly and annual reports.
  • Preparation of donor reports.

  • Lead development of culturally relevant quality programme communication materials for behavioural change.
  • Monitor and evaluate programme activities and evaluation reports. Exchange findings, experiences, lessons learned and new methods with partners.
  • Participate in and contribute to the budget planning and ensure the compliance and the optimal appropriation of allocated programme funds.
  • Conduct monitoring of field interventions in close collaboration with other programme colleagues and partner organizations/service providers, particularly focusing on changes in social norms and people’s behaviours.
  • Lead the design and development of C4D approaches across programming interventions for social norm change related initiative, building on lessons/good practices and challenges/limitations of existing/past UN Women’s programmes.

Partnership building and mobilization:

  • Foster and strengthen partnerships with community groups, leaders, media and other partners in the community and civil society to promote participation in social and behavioural change.
  • Lead the design and implementation of capacity development initiatives on C4D with partners and government at various levels.
  • Provide effective coordination and technical support to government counterparts and other partners in the development and strategic use of communication for social development.
  • Contribute to office wide effort on resource mobilization, including to take forward Storytelling Initiative.
  • Support establishment of non-traditional partnership on addressing discriminatory social norms.

Inter-agency coordination:

  • Provide programme support to the UN Women Representative/Deputy Representative and Head of Programmes on inter-agency coordination related activities.
  • Provide inputs for the country level Comprehensive Country Assessment (CCA)/UNSDCF processes and similar exercises related to the RC system by ensuring that gender concerns are clearly reflected.
  • Contribute to CCA/ UNSDCF processes and other documents by collecting substantive inputs form the Programme Unit and analyzing and researching the political, social, and economic situation in the region.
  • Synthesize analytical and regular progress reports on UN Women´s program experiences (stand-alone and joint programme initiatives) in support of UN women inter-agency coordination role.

Advocacy support and facilitation of knowledge building and management:

  • Under the guidance of the supervisor, supports the establishment of GEWE advocacy networks for social norm change at the national and district levels.
  • Support relevant, high-impact advocacy activities and campaigns with key partners.
  • Collect knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches, and ongoing experience for lessons learned, best practices.
  • Contribute to knowledge networks and communities of practice.
  • C4D Capacity Building Support

  • Lead the development of capacity building initiatives in participatory and behaviour change communication for key stakeholders including the government, civil society, and development partners, in support of programme sustainability.
  • Lead internal dialogues on social norm change with the NCO team.
  • Ensure the development of communication materials such as human-interest stories, videos and briefs showcasing the impact of Storytelling Initiative for visibility and resource mobilization efforts.
  • Supports in establishing partnerships with training institutes to develop culturally appropriate yet globally recommended C4D materials to be used at national and sub-national level.
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices.
  • Collaborates with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.
  • PSEA and child safeguarding should be addressed in all UN contexts.
  • Familiarity with child safeguarding principles including PSEA, and incorporating safeguarding consideration into the programming cycle/operation process/HR management/M&E process/Media, etc.
  • Maintain higher sensitivity while working with children, people living with disability, LGBTIQ + and the members of vulnerable and excluded groups.

Functional Competencies

  • Knowledge of current developments in the fields of communication theory, motivational psychology, adult learning theory, indigenous media, community organization and participation, strategic communication planning, behaviour analysis, formative research and evaluation of communication interventions.

Education and certification:

  • Master’s degree (or equivalent) in the social/behavioural sciences, (Sociology, Anthropology, Psychology) and relevant fields with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

  • At least 2 years of professional work experience at national or international level in in the development, planning and management of social development programmes with practical experience in the adaptation and application of communication planning processes to specific programmes.
  • Demonstrated professional experience in managing and coordinating communication for development (C4D) programmes/interventions is a must. Applicants are required to articulate her/his C4D experience in application documents.
  • Demonstrated professional working experience in the fields of gender equality and women’s empowerment is a strong plus.
  • Experience coordinating and liaising with government agencies, donors and/or civil society partners and stakeholders is an asset.
  • Experience working in the UN System is an asset.

Language Requirements:

  • Fluency in English and Nepali is required.
  • Working knowledge of the other local languages of Nepal is an asset.
