Technical Assistant Appointment Process in 753 Local Levels:

Subject: Regarding the Technical assistant Appointment Process.

In this regard, under the "Right to Employment Act, 2075" section (10) of the Employment Service Center under the "Transformation Initiative for Youth Employment Transformation Initiative" launched in the current fiscal year to fill the fifth level of local service in each village and municipality. Operation and management. Pursuant to Sub-sections (6), (7), (8), (9), (10) and (11) of Article 13 of the Term of Service 2076, "Procedure for filling the post of Technical Assistant in village and municipality and procedure for filling the post of Technical Assistant in Municipality" It has been approved by the Government of Nepal (Ministerial) decision on 04-11. Accordingly, it is requested to fill the post of Technical Assistant within one month and inform about it.

Process related to filling up of technical assistant posts in village municipalities and municipalities.

Procedure for filling the post of Technical Assistant in Rural Municipality and Municipality as per Transformation Initiative Project (Operation and Management) Procedure for Youth Employment, 2076:

To fill the post of technical assistant in the contract in the village and municipality as per sub-section (6), (7), (8), (9), (10) and (11) of section 13 of the Transformation Initiative Project (Operation and Management) Working Period 2076 for Youth Employment. The following procedure should be followed:

1) To fill up the vacancy committee: -

The vacancy committee will be formed as follows to select the technical assistant and recommend for the vacancy:

(A) Chief Administrative Officer of the concerned local level - Chairman

(B) Subject matter expert-member specified by the concerned local level

(E) Head / Branch Head of the concerned local level - Member Secretary

2) Qualifications and Experience: -

The minimum educational qualification and experience of the Technical Assistant will be as under: -

(A) Passed Proficiency Certificate Level or Overseer or Diploma Level in Civil Engineering

(B) Experience and skill: The following experience and skill will be required in the technical assistant: Basic computer skills with at least 3 months of training, At least 6 months experience in project cost estimation, supervision and preparation, and analysis of final cost details for construction and maintenance of infrastructure, teamwork experience to achieve project goals and results, interpersonal skills.

(C) Age: At least 18 years of age and under 45 years of age

3) Call for Application:

(1) Sample information as per Appendix 1 attached to the local level information board, website, local newspaper, and anyone national level daily newspaper or radio broadcasting across the country, FM. A 15-day time limit will be set for the application and the application form as per Appendix 3 will be made available to the applicant in the application form as per Appendix 2.

4) To publish the list of preliminary qualifications: -

(1) The committee as per section (1) above shall publish the list of preliminary qualifications of 10 candidates if available and if not available within ten days from the date of expiration of the deadline for registration of applications. But if the score is equal then all the candidates with equal score should be included.

(2) The evaluation of the candidates applying for the publication of the list of preliminary qualifications pursuant to Sub-section (1) shall be made on the basis of the following:

A) 70 marks for the percentage of the minimum educational qualification prescribed,

B) 10 marks for higher than minimum educational qualification,

C) Maximum 10 marks at the rate of 2 marks per annum for the experience of working in the program run by the Government of Nepal or in the former local body or at the current local level as prescribed.

D) 10 marks for being a permanent resident of the concerned village municipality or municipality.

(3) As per clause (a) of subsection (2), the marks for the percentage of minimum educational qualification shall be determined using the following formula: Percentage of minimum educational qualification - 70 percent

Total: 100

(4) As per clause (b) of subsection (2), the marks for the percentage of higher educational qualification shall be determined using the following formula: Percentage of higher educational qualification - 10 percent

 (5) In determining the marks as per subsections (3) and (4), the CGPA On the basis of the percentage determined by the concerned university and in the case of those who have a CGPA. If the percentage of CGPA of Tribhuvan University is not determined. It should be done on the basis of the percentage fixed for.

(6) Copies of the certificate of qualification and experience pursuant to Sub-section (2) shall be certified by the candidate himself with his signature and submitted with the application as per Appendix 2.

(7) If any certificate submitted pursuant to Sub-section (6) is found to be false, such candidate shall be removed from the selection process if he/she is in the process of selection and if he/she has been selected for the job, the contract shall be canceled and recommended to the concerned body for legal action.

(8) The list of preliminary qualifications pursuant to Sub-section (1) shall be published on both the website and notice board of the concerned local level. Candidates included in the list of preliminary qualifications should be informed by email, SMS. Or by telephone.

(9) The date, time, and place of the computer selection examination along with the list of preliminary qualifications should be published.

5) Selection Examination:

(1) In order to select a technical assistant from among the candidates in the list of preliminary qualifications, the separate examination will be taken for 50 integer service-related subjects and 50 integer computer-related subjects.

(2) In order to pass the examination pursuant to Sub-section (1), the candidate shall obtain at least 40 percent marks in each subject.

(3) The examination time of each subject pursuant to Sub-section (1) shall be 30 minutes.

(4) Candidates participating in the selection examination shall bring with them the admission card as per Appendix 3.

(5) The syllabus of the examination pursuant to Sub-section (1) shall be as per Appendix-4.

6) To publish the list of final qualifications:

(1) The vacancy committee shall publish the list of final qualifications of the candidates who have passed on the basis of the marks obtained by the candidates participating in the selection examination.

(2) For the post of Technical Assistant, the candidates who get the highest marks shall be selected from the list published pursuant to Sub-section (1).

(3) In case the candidates get equal marks in the selection examination, the final qualification order shall be determined on the basis of the percentage of marks mentioned in the certificate of minimum educational qualification. In case the percentage is equal, then the period of experience, a higher level of educational qualification, a higher percentage of marks obtained in a higher level of educational qualification and age seniority should be taken as the basis respectively.

(4) After selecting the candidate for the vacant post from the list of final qualifications, all the remaining candidates shall be on the alternate list.

7) To be assigned to work by contract agreement:

The candidate selected by the concerned local level should be assigned to work in the employment service center in the post of a technical assistant with the contract agreement as per appendix-1 and service contract as per appendix-6.

The details including the name, mobile number and email address of the technical assistant assigned by the local level pursuant to Sub-section (1) shall be sent to the Ministry and the Ministry in charge of employment in the State within seven days.

8) Assignment of Alternate Candidates:

(1) If the selected candidate does not come to sign the contract within seven days from the date of publication of the notice of selection, he/she shall be assigned to work on the contract list with the candidate who is at the top of the list.

(2) The Technical Assistant assigned pursuant to Sub-section (1) shall be required to appear within seven days from the date of the assignment. Otherwise, he/she will have to be removed from the list of qualifications and the candidate who is at the forefront of the list of candidates in the alternate list will have to be assigned to work in accordance with Article (7).

(3) If the post of Technical Assistant becomes vacant within one year, those in the alternative qualification order shall be employed.

9) Performance Agreement and Details:

The Technical Assistant assigned to the work shall be assigned by the Chief Administrative Officer to perform the performance agreement as per Appendix 7 and the responsibilities of the Technical Assistant regarding the Prime Minister's Employment Program and Transformation Initiative for Youth Employment Project as follows: -

  1. To Coordinating between employment service centers and employment consumer groups,
  2. To prepare the details of the physical progress of the project and the remuneration received by the beneficiaries.
  3. To support the local level in creating public employment,
  4. To make pre-feasibility, feasibility, design, detailed cost estimate and final evaluation of the project to be implemented for job creation through public infrastructure,
  5. To maintain the specified quality by technical monitoring and supervision of the project,
  6. To provide orientation or training to the workers and employment consumer committee for the technical aspects of the employment projections for the operation of the employment project.
  7. The following activities will be implemented to assist the local level in the management and implementation of employment projects:
  8. Beneficiary Attendance
  9. To facilitate the payment of wages through banks.
  10. To assist in the process of preparation of annual financial plan and budget, review of the plan, and selection of an employment-oriented plan.
  11. To submit reports by monitoring the employment projects as required.
  12. Carry out the following responsibilities to assist the local level in planning, conducting, and managing life skills training and training:
  13. Provide information on training and life skills development to the trainees, a number of workers/trainees, selection of training place/center and date, and place of training to the beneficiaries/trainees.
  14. To ensure that the quality of training conducted through the project management unit is in accordance with the prescribed criteria;
  15. In coordination with the Employment Coordinator and Employment Assistant, the Prime Minister's Employment Program-Employment Management Information System will provide information to the beneficiaries on the basis of the training and life skills development training.
  16. To do other work related to the project as specified by the Employment Coordinator and Chief Administrative Officer.
  17. Related to local level projects for effective implementation of employment projects
  18. To carry out the following additional activities until further arrangements are made to assist in administrative, financial and conservation activities: -
  19. To ensure that environment and social protection activities related to the project are carried out.

10) Contract period: -

The contract period of the technical assistant will be one year. The service contract may be renewed in each fiscal year on the basis of its performance appraisal.

11) Salary Allowance:

(1) The Technical Assistant shall receive a salary equal to the starting salary scale, local allowance, dress allowance, and festival expenses of the same position in the local service.

(2) Pursuant to Sub-section (1), the amount of salary, allowance, and other facilities of technical assistance shall be provided by the Government of Nepal to the concerned local level as a conditional grant.

(3) Sub-section so that the concerned local level can deal with the technical assistant from its own resources (1) may provide additional facilities.

12) Leave:

(1) The Technical Assistant shall receive the following leave:

(A) Home leave: One day after working for twenty-six days on the basis of verified attendance.

(B) Home leave: One day after working for twenty-six days on the basis of verified attendance.

(C) Maternity leave: Ninety-nine days before and after delivery (only in case of a female technical assistant).

(D) Kiriya Bida: A maximum of fifteen days according to one's customs and traditions.

(2) No facility shall be available for accumulation of any kind of leave pursuant to Sub-section (1).

(3) Must have served at least 6 months to get maternity leave.

(4) The leave of one financial year shall have been consumed within the same financial year.

13) Approval of leave:

Approval of leave of technical assistant will be approved by the Chief Administrative Officer at the local level on the recommendation of the employment coordinator.

14) Performance appraisal:

(1) Performance appraisal of the technical assistant is done by the employment coordinator 60 percent as the supervisor and the chief administrative officer as the final appraiser. By maintaining a 40 percent score, it will have to be done semi-annually and annually as per Appendix-8.

(2) The Chief Administrative Officer may remove the Technical Assistant who obtains less than 60% marks in the performance appraisal from the service by terminating the contract with the Chairman of the Village Municipality or the Head of the Municipality. But before being removed from the service in this way, you have to give yourself a chance to clean up.

(3) If the Technical Assistant does not discharge the responsibilities given by the Ministry in a timely, honest and effective manner, the Ministry may direct the concerned local level to terminate the contract with him and remove him from the service. Based on such instructions, the local level will have to remove the technical assistance from the service.

(4) The local level shall give written notice of the reason for the removal of the technical assistance from the service to the Ministry and the Ministry in charge of employment in the state within seven days.

15. To be in accordance with the prevailing law:

Apart from the subjects mentioned in it, other procedures shall be in accordance with the prevailing law.
