
Sudurpashchim Pradesh Lok Sewa Aayog (Provincial Public Service Commission) Advertisement for Internal Competition, Inter-Level, Open, and Inclusive Competitive Examinations for Technical and Non-Technical Positions of Ninth and Eighth Levels under Provincial Civil Service.
In accordance with the Sudurpashchim Pradesh Civil Service (First Amendment) Act, 2079 BS, permanent appointments to the following services, groups, subgroups, and levels of the Provincial Civil Service shall be made through Internal Competition, Inter-Level, Open, and Inclusive Competitive Examinations.
Eligible candidates meeting the specified minimum qualifications are invited to apply. Qualified candidates must submit their applications through the Commission’s online application system at http://ppsconline.sudurpashchim.gov.np.
The Internal Competition, Inter-Level, Open, and Inclusive Competitive Examinations for the Provincial Civil Service will be conducted in an integrated manner at once. Candidates selected through the competitive examinations will be recommended to the Office of the Chief Minister and Council of Ministers for appointment based on their priority ranking.

Application Method
Applications for all advertised positions must be submitted through the online application system. Applications can be submitted through the Commission's online application system at http://ppsconline.sudurpashchim.gov.np, and detailed information about the application procedure/method can be viewed at https://psc.sudurpashchim.gov.np/.
Application Deadline
Until 2081/12/11 (March 24, 2025), and with double fee until 2081/12/18 (March 31, 2025).
Age Limit for Candidates
By 2081/12/11 (March 24, 2025), male candidates must be at least 21 years old and not exceed 45 years of age. Similarly, female or disabled candidates must also not exceed 45 years of age. However, the age limit does not apply to permanent employees currently working in the Federal Civil Service, any Provincial Civil Service of any province, and Local Service. Nevertheless, they must submit proof of their current employment certified by their office head.
Application Fee

For ninth level positions: Application fee is Rs. 1200/-. Candidates applying for additional Internal Competition, inter-level, and inclusive group advertisements must pay Rs. 500/- for each additional group and Rs. 500/- for each additional paper.

For eighth level positions: Application fee is Rs. 1000/-. Candidates applying for additional Internal Competition, inter-level, and inclusive group advertisements must pay Rs. 400/- for each additional group.
Method and Location for Fee Payment
After submitting the form through the Commission's online application system, go to "My Application" and click on "All Application". Then click the "Pay Button" for the advertisement you have applied for. After that, select a bank, choose "Online Payment", select the specified wallets, enter your username and password, and make the payment.
For Offline Payment, go to "My Application", click on "All Application", then click the "Pay Button" for the advertisement you have applied for. After that, select the designated bank, choose "Offline Payment", and click on "Click here" to generate a voucher. With this voucher, go to the relevant bank and pay the specified amount. Once an application has been submitted for any advertisement, it cannot be modified or corrected for the same advertisement.

Period for Paying Application Fee
After submitting an application online, candidates must pay the specified examination fee/double fee with their Master ID and transaction reference number mentioned on the voucher, at the latest by the office hours on the day after the final application date (if that day falls on a public holiday, then on the first working day when the office reopens).
Documents to Upload
Candidates submitting electronic applications must fill in all required details and upload documents in PDF Format in the designated places in the online application system, including educational qualifications, training, experience, professional license (Council) certificates, documents proving inclusive group status, and other documents specified in the advertisement. All candidates must upload the front and back parts of their citizenship certificate, a recently taken passport-sized photo, and signature in JPG Format in the designated places. Since the admit card will not print if documents are not submitted in the specified format, documents must be uploaded in the required format. According to Section 14 of the Provincial Public Service Commission (Operation) Directive (First Amendment), 2080, if applications are not submitted properly or submitted carelessly, they will be rejected during the verification process, and no appeals will be considered for rejected applications under any circumstances, so special attention must be paid when filling out the application form.

Internal Competitive, Inter-Level, Open, and Inclusive Examination Notice:
(a) The candidates should not be disqualified according to sections 17 and 30 of the Sudurpashchim Province Civil Service (First Amendment) Act, 2079.
(b) To apply for the internal competitive examination of the Provincial Civil Service, the candidates must meet the qualifications according to subsection (7) of section 9 of the Sudurpashchim Province Civil Service (First Amendment) Act, 2079.
(c) To apply for the inter-level competitive examination of the Provincial Civil Service, the candidates must meet the qualifications according to subsection (8) of section 9 of the Sudurpashchim Province Civil Service (First Amendment) Act, 2079.
(d) The written examination for the internal, inter-level, open, and inclusive categories will be held on the same date and time (separate exams are not required for each service/group and internal, inter-level, open, and inclusive groups).
(e) The results of the candidates selected from the written examination for the internal, inter-level, open, and inclusive categories will be published in alphabetical order.
(f) Candidates selected from the written examination must fill in the priority order of choice before attending the interview. Candidates who do not fill in the priority order will not be allowed to participate in the interview.
(g) Candidates selected from the written examination for the inclusive group will not be allowed to choose the priority order of the inclusive group. The candidate's inclusive group will be maintained according to the prevailing provisions of the commission based on the inclusive groups mentioned in the application form.
(h) Candidates selected for more than one inclusive group and the open group through the written examination for the open and inclusive groups will be scheduled to participate in the interview only once. The interview score will be calculated in all groups (open and inclusive) in which the candidate has passed.
(i) Recommendations for appointment will be made based on the merit order obtained after all stages of the examination.
Required Experience for Candidates Applying for the Ninth Level Advertisement:
(a) Candidates must submit a certificate of experience working at the officer level in the following organizations, along with the appointment letter or contract and a letter from the concerned organization certifying the service period:

Organized institutions operating under full or partial ownership of the Government of Nepal,
-
Organized institutions operating under full or partial ownership of the Provincial Government,
-
Development committees formed under the Development Committee Act, 2013,

Institutions or bodies established by special acts (Statutory organization / Agency),

United Nations, its branches, and specialized bodies,
-
Constituent campuses of universities,
-
Community campuses and schools.
(b) If candidates submit experience certificates from national and international non-governmental organizations and other bodies not mentioned in section (a), they must also submit the appointment letter or contract and a letter from the concerned organization certifying the service period. Additionally, they must submit the rules, regulations, guidelines, or procedures that include the recruitment process, qualifications, organizational structure, and terms of service for officers in such organizations. Only experience that meets the qualifications specified in such rules, regulations, guidelines, or procedures will be recognized.
(c) If government employees submit experience certificates from other organized institutions, the experience will be recognized only if they attach the government's prior approval letter and the leave approval letter for that period.
(d) If candidates have worked in two or more organizations simultaneously, only the experience from one organization where they worked full-time will be counted.
(e) Experience as mentioned in the appointment letter or contract indicating part-time work will not be recognized.
(f) Temporary or contract service experience of less than one year will not be counted.
(g) Experience working at the officer level on an acting or interim basis while holding a position at the assistant level will not be recognized.
(h) Only officer-level experience gained after obtaining the minimum educational qualification specified for the officer position in the service, group, or subgroup in which the candidate is applying for the ninth level will be recognized.
(i) Candidates must attach a letter certifying the officer level based on the position name mentioned in the appointment letter or contract.
Special Instructions for Candidates Applying for Inclusive Group Advertisements:
Candidates applying for positions in the inclusive group must prepare the following documents at the time of application. After being selected for the interview based on the written examination results, candidates must bring the original documents and a self-attested copy at the time of the interview.
If the documents mentioned are not found valid at the time of application, the application may be canceled at any time.
(a) For indigenous/ethnic groups: Candidates must submit the documents proving the ethnicity listed in the Nepal Indigenous Nationalities Upliftment National Foundation Act based on the recommendation of the concerned local level and verified by the Chief District Officer if there are multiple surnames within the listed ethnic group.
(b) For Madhesis: Candidates must submit documents proving the ethnicity listed by the Madhesi Commission based on the recommendation of the concerned local level and verified by the Chief District Officer if there are multiple surnames within the listed ethnic group.
(c) For Dalits: Candidates must submit documents proving the ethnicity listed by the National Dalit Commission based on the recommendation of the concerned local level and verified by the Chief District Officer if there are multiple surnames within the listed ethnic group.
(d) For persons with disabilities: Candidates must submit the disability identity card issued by the Social Welfare Council based on the recommendation of an approved physician or the disability identity card certified by the concerned local level according to subsection (3) of section 4 of the Rights of Persons with Disabilities Act, 2074, specifying the classification of disability.
(e) For Tharu/Rana Tharu: Candidates must submit documents proving the ethnicity listed by the National Tharu Commission based on the recommendation of the concerned local level and verified by the Chief District Officer if there are multiple surnames within the listed ethnic group.
(f) For economically disadvantaged Khas Arya: Candidates must submit the poverty identity card obtained according to the prevailing law or, if the identity card is not available, a recommendation from the concerned local level stating that the candidate belongs to the economically disadvantaged Khas Arya community with an annual income below the specified limit as per the law.
(g) For Muslims: Candidates must submit documents proving the ethnicity listed by the Muslim Commission based on the recommendation of the concerned local level and verified by the Chief District Officer if there are multiple surnames within the listed ethnic group.
(h) For backward areas: Candidates must submit the citizenship certificate obtained from the concerned district stating permanent residence in the districts mentioned in subsection (7) of section 7 of the Civil Service Act, 2049, and documents certifying permanent residence in the same place from the concerned local level based on a recommendation made at least three months before the date of application submission.
Candidates who have obtained citizenship from a district other than their permanent residence must submit a letter mentioning the reason for doing so from the District Administration Office that issued the citizenship. If the candidate has migrated to the district mentioned in subsection (7) of section 7 of the Civil Service Act, 2049, due to marriage or migration, they must submit the marriage registration certificate in case of marriage and the migration certificate from the local level from which they migrated.
Note:
(a) According to subsection (2) of section (10) of the Sudurpashchim Province Civil Service (First Amendment) Act, 2079, a person can avail of the reservation facility only once during the entire service period.
(b) As per section 10 (a) of the Sudurpashchim Province Civil Service (First Amendment) Act, 2079, candidates cannot apply for positions of the same level/category, and therefore, such candidates will not be allowed to apply.
(c) For advertisements that require a specific experience period, candidates must complete the minimum service period by the last date of application for the concerned position. The double fee period will not be counted for age, educational qualification, experience period, and other qualifications.
(d) Candidates applying for health service positions must be registered with the relevant professional council of their service group and maintain the validity of their registration.
(e) Applications that are not submitted within the deadline set by the commission, do not meet the minimum qualifications, do not contain the required details, or do not include the prescribed fees will not be accepted.
(f) Candidates requesting a scribe must submit an application to the commission's office at least 7 (seven) days before the written examination begins, otherwise, the commission will not be obliged to provide a scribe.
(g) Candidates who pass the written examination must submit the original copies and one self-attested copy of the educational qualification certificates, citizenship certificate, and the documents mentioned for candidates applying for internal, inter-level, inclusive, and open categories before attending the interview.
(h) Candidates must have obtained the required educational qualification by the last date of application submission. Candidates who have studied in foreign institutions must have their qualifications determined equivalent by the concerned body.
However, candidates applying for the prescribed positions by completing the educational qualification determined by Nepal's universities and submitting a single fee by the last application submission date, but unable to submit the minimum educational qualification certificate or transcript due to time constraints, will be considered qualified if the examination results have been published by the concerned university within the single fee submission deadline, and the concerned university or educational institution has verified that the student has passed all examinations (all years/semesters' exams, thesis, practicals, and other requirements) within that period and submitted a letter with the details and all semesters' transcripts.
(i) Candidates must update their mobile number while filling out the online form. Since the details regarding the acceptance/rejection of the form will be directly communicated via mobile, candidates will be responsible if they do not participate in the examination due to mentioning an incorrect mobile number.
(j) Once the advertisement number is selected, it cannot be modified, so candidates should select the advertisement number carefully.
(k) Candidates must use only black ink in the examination; otherwise, the answer sheet will be canceled.
(l) Subjects not mentioned in the notice will be as per the Sudurpashchim Province Public Service Commission Act, Rules, and Directives.
(m) The details regarding the minimum educational qualifications required for the advertised positions can be viewed while filling out the online form.
