Sudurpaschim Pradesh Lok Sewa Aayog Announces Vacancy for 9th Level Officers 2082

Sudurpashchim Province Public Service Commission (PPSC), Dhangadhi, Kailali, (Administration, Planning, and Information Publication Branch), Notice Regarding Internal, Inter-Level, Open and Inclusive Competitive Examination, For the Post of Under Secretary / Provincial Accounts Controller, Service: Administration, Group: Accounts, Level: Ninth.

In accordance with the Sudurpashchim Province Civil Service (First Amendment) Act, 2079, the Commission invites online applications from eligible candidates for the permanent fulfillment of the following positions through internal, inter-level, open, and inclusive competitive examinations. Candidates who meet the prescribed minimum qualifications must apply online through the Commission's application portal: http://ppsconline.sudurpashchim.gov.np

The examinations will be conducted in a unified manner, and candidates selected through competitive examinations will be recommended to the Office of the Chief Minister and Council of Ministers based on their order of merit.

Application Fees

  • For Ninth Level Posts: NPR 1,200

  • For Additional Categories (Internal, Inter-Level, Inclusive): NPR 500 per additional category

Fee Payment Methods

Online Payment:

  1. After submitting the form, go to “My Application” > “All Applications” > click the “Pay” button next to the advertisement.

  2. Select bank and payment method (online).

  3. Choose wallet, enter username and password, then pay.

Offline Payment:

  1. Go to “My Application” > “All Applications” > click “Pay” next to the advertisement.

  2. Select bank > choose “Offline Payment” > click "Click here" to generate voucher.

  3. Submit the amount to the respective bank using the generated voucher.

Note: Once submitted, applications cannot be edited or resubmitted. Payment must be made by the next working day after the final deadline (if the deadline falls on a holiday).

Documents Required

All candidates must upload the following documents in the specified format:

  • PDF Format: Academic certificates, training, experience, council registration, documents for inclusive category, etc.

  • JPG Format:

    • Front and back side of Citizenship Certificate

    • Recent passport-size photo

    • Signature

If not submitted in the correct format, the admit card cannot be printed.

Important Reminder

According to Clause 14 of the PPSC (Operational) Directive, First Amendment 2080, applications not submitted or carelessly submitted will be rejected during review. Rejected applications will not be reconsidered under any circumstances.

Minimum Academic Qualification (for Open and Inter-Level Exams)

Post: Under Secretary / Provincial Accounts Controller (Administration, Accounts)
Master’s degree from a recognized institution in one of the following:

  • Management

  • Commerce

  • Business Administration

  • Economics

  • Mathematics

  • Statistics

  • Public Administration

Notice Regarding Internal Competition, Inter-Level, Open and Inclusive Examinations:

(a) The candidate must not be disqualified as per Sections 17 and 30 of the Sudurpashchim Province Civil Service (First Amendment) Act, 2079.

(b) To apply under the internal competition of the provincial civil service, the candidate must meet the qualifications as per Sub-section (7) of Section 9 of the same Act.

(c) To apply under the inter-level competition of the provincial civil service, the candidate must meet the qualifications as per Sub-section (8) of Section 9.

(d) To apply under the open competition of the provincial civil service, the candidate must meet the qualifications as per Sub-section (10) of Section 9.

(e) Written examinations for internal, inter-level, open, and inclusive categories will be held on the same date and time. Separate examinations for each service/group or category are not required.

(f) The results of the written examinations under internal, inter-level, open, and inclusive categories will be published in alphabetical order.

(g) Candidates selected through the written examination must mandatorily fill in their order of preference before participating in the interview. Those who do not submit their preferences will not be allowed to attend the interview.

(h) Candidates selected under the inclusive category will not be allowed to choose their order of preference. According to the Commission's prevailing provisions, their inclusive group will be determined by the group(s) mentioned in their application form.

(i) Candidates selected under open and inclusive categories, or in more than one inclusive group, will attend only one interview. The marks obtained in the interview will be counted for all categories (open and inclusive) that they have passed.

(j) Final recommendations for appointment will be made based on the merit order after all stages of the examination have been completed.

Experience Required for Candidates Applying for Ninth-Level Advertised Posts:

(a) Candidates must submit proof of having worked at the officer level in the following types of institutions. The appointment letter or contract agreement and a letter from the respective organization certifying the duration of service must be submitted:

  1. Civil service and other government agencies

  2. Organizations fully or partially owned by the Government of Nepal

  3. Organizations fully or partially owned by provincial governments

  4. Development Committees formed under the Development Committee Act, 2013

  5. Statutory organizations or agencies established under special laws

  6. The United Nations, its organs, and specialized agencies

  7. Constituent campuses of universities

  8. Community campuses and schools

(b) For those who have submitted experience from institutions not listed in (a), including national or international non-governmental organizations and others, they must submit:

  • Appointment letter or contract agreement

  • Service certification letter from the respective institution

  • In addition, the institution's rules, regulations, directives, or procedures should show the recruitment process, qualification criteria, organizational structure, and service terms for officer-level employees.

  • Only experience that can be confirmed as officer-level as per the mentioned provisions will be recognized.

(c) If government employees submit experience from other organized institutions, a letter of prior approval from the government and a leave approval letter for that period must also be attached. Such experience will only be recognized if these documents are provided.

(d) If the candidate worked for two or more institutions during the same period, only the experience from one full-time job will be counted.

(e) If the appointment letter or contract mentions part-time employment, such experience will not be recognized.

(f) Temporary or contract service experience of less than one year will not be counted.

(g) Experience gained in an acting or temporary capacity while holding a non-officer position will not be accepted as officer-level experience.

(h) Experience will only be recognized if it is gained after obtaining the minimum academic qualification required for the officer-level post within the same service, group, or sub-group for which the candidate is applying.

(i) A letter certifying that the job title mentioned in the appointment letter or contract is at the officer level must be submitted.

Special Instructions for Candidates Applying Under Inclusive Categories

Candidates intending to apply for posts under inclusive categories must prepare and submit the following documents at the time of application. If selected for an interview after the written exam, they must bring both the original documents and self-attested copies. Failure to have the required documents at any point may result in cancellation of the application.

a) For Indigenous/Nationalities:

If the caste is listed under the National Foundation for Development of Indigenous Nationalities Act, it will be accepted based on that list. Suppose multiple surnames fall within a listed caste. In that case, the candidate must submit a verification from the local level and authentication from the Chief District Officer stating that the surname falls under the listed caste.

b) For Madhesi Candidates:

If the caste is listed under the Madhesi Commission, it will be accepted accordingly. In cases where multiple surnames exist within the listed caste, verification must be obtained from the local authority and certified by the Chief District Officer that the surname belongs to the caste listed by the Commission.

c) For Dalit Candidates:

If the National Dalit Commission lists the caste, it will be accepted according to the list. For castes with multiple surnames under the same listing, a document certified by the Chief District Officer based on the local authority’s recommendation must be submitted confirming that the surname falls under the listed caste.

d) For Persons with Disabilities:

Candidates must submit a disability identification card issued by the Social Welfare Council on the recommendation of an approved physician or a card issued by the local authority as per Section 4(3) of the Rights of Persons with Disabilities Act, 2074, which includes the classification of the disability.

e) For Tharu/Rana Tharu Candidates:

If the caste is listed under the National Tharu Commission, it will be accepted based on that list. For multiple surnames under a listed caste, a document verified by the Chief District Officer on recommendation from the local authority must be submitted confirming the surname is listed.

f) For Economically Disadvantaged Khas Arya Candidates:

If the candidate possesses a poverty identification card per prevailing laws, it should be submitted. If such a card is unavailable, a recommendation from the local authority stating that the person belongs to the economically disadvantaged Khas Arya community with an annual income below the legal threshold must be provided.

g) For Muslim Candidates:

If the caste is listed under the Muslim Commission, it will be accepted based on that list. Suppose there are multiple surnames within the listed caste. In that case, a document certified by the Chief District Officer, based on recommendation from the local authority, must confirm the surname falls under the listed caste.

h) For Candidates from Backward Areas:

Candidates must be permanent residents of a district mentioned under Clause 7(7) Explanation (1) of the Civil Service Act, 2049. They must submit their citizenship certificate issued by that district and a recommendation from the local authority confirming their permanent residence there. This recommendation must be issued within 3 months before the application date.

  • If the citizenship was issued from a district other than the permanent residence, a letter from the District Administration Office stating the reason must be submitted.

  • If residence changed due to marriage or migration, then:

    • For marriage: A marriage registration certificate is required.

    • For migration: Documents from both the previous and new local authorities, indicating the migration, must be submitted.
