
Sudurpaschim Pradesh Lok Sewa Aayog Announces Vacancy for 7th Level Officers
Sudurpashchim Province Public Service Commission (PPSC Sudurpashchim), Dhangadhi, Kailali (Administration, Planning, and Information Publication Section), Notice for Internal, Inter-Level, Open, and Inclusive Competitive Examinations for Officer Level-7 (Non-Technical and Education Administration Group).
According to the Sudurpashchim Province Civil Service (First Amendment) Act, 2079, applications are invited from eligible candidates to permanently fill the following posts in the Province Civil Service through internal competition, inter-level, and open/inclusive competitive examinations.
Candidates who meet the minimum specified qualifications must apply through the Commission’s online application system at: http://ppsconline.sudurpashchim.gov.np
The internal, inter-level, open, and inclusive examinations will be conducted as a single, unified process. Successful candidates will be recommended to the Office of the Chief Minister and Council of Ministers based on merit order.

Note: There is no age limit for permanent employees of the Federal Civil Service, any Province Civil Service, or Local Service, but proof of employment must be submitted certified by the concerned office head.

Note: Once you submit the application for any advertisement, changes or modifications (add/remove) are not allowed.
Application Fee Payment Period:
After submitting the application online, candidates must deposit the prescribed examination fee or double fee (if paying late) no later than the day after the final date for double fee submission, within office hours. If that day falls on a public holiday, the fee must be submitted on the next working day. Candidates must include the Master ID and transaction reference number on the voucher.

Documents must be uploaded in the specified format only. If the required format is not followed, the admit card cannot be printed.
As per Article 14 of the Sudurpashchim Province Public Service Commission (Operation) Directive, First Amendment, 2080, any applications not submitted properly or submitted carelessly will be rejected during the verification process. No claims or excuses will be entertained after rejection. Candidates are advised to be cautious while filling the application form.

Guidelines for Internal, Inter-Level, Open, and Inclusive Exams:
-
(a) Candidates must not be disqualified under Articles 17 and 30 of the Sudurpashchim Province Civil Service (First Amendment) Act, 2079.
-
(b) For internal competition, candidates must meet qualifications under Sub-article (7) of Article 9 of the same Act.
-
(c) For inter-level competition, candidates must meet the criteria under Sub-article (8) of Article 9.
-
(d) Written exams for internal, inter-level, open, and inclusive categories will be conducted on the same date and time. Candidates are not required to attend separate exams for each group.
-
(e) Results of written exams will be published in alphabetical order.
-
(f) Candidates selected from the written exam must fill in their order of preference before attending the interview. Those who fail to do so will not be included in the interview process.
-
(g) Candidates selected under the inclusive category cannot choose preference order for inclusive groups. Their inclusive group will be determined based on the group(s) mentioned in their application, following the Commission's procedures.

(h) Candidates selected under both open and inclusive groups (or multiple inclusive groups) will attend the interview only once.
-
(i) Interview scores will be applied to all the groups the candidate has been selected under (open and inclusive).
-
(j) Final recommendations for appointment will be made based on the merit order after all exam stages are complete.
Special Instructions for Candidates Applying Under Inclusive Groups
Candidates applying for posts under inclusive groups must prepare and submit the following documents at the time of application. After being selected for the interview based on written exam results, they must bring original copies and self-attested photocopies of the same documents.
If any document is found missing or invalid at any stage, the application may be cancelled at any time.
Required Documents by Category:
(a) For Indigenous/Janajati:
Must belong to an ethnic group listed under the Nepal Indigenous Nationalities Upliftment National Foundation Act.

If multiple surnames exist under a single listed ethnic group, a recommendation from the concerned local level and verification from the Chief District Officer must confirm the candidate’s inclusion in that specific surname group.
(b) For Madhesi:
Must belong to a group listed under the Madhesi Commission.
-
If multiple surnames exist under a listed group, recommendation from the local level and verification from the Chief District Officer are required, confirming the surname is within the listed group.
(c) For Dalit:
Must belong to a group listed under the National Dalit Commission.
-
If the listed group includes multiple surnames, the candidate must present a recommendation from the local level and verification from the Chief District Officer confirming the specific surname.
(d) For Persons with Disabilities:
Must submit one of the following:

Disability Identity Card issued by the Social Welfare Council based on the recommendation of an approved medical doctor, or
-
Identity card mentioning the type of disability, issued by the local level authority as per Sub-Article (3) of Article 4 of the Act on Rights of Persons with Disabilities, 2074.
(e) For Tharu/Rana Tharu:
Must belong to a group listed under the Tharu Commission.

If multiple surnames are listed, the candidate must submit a recommendation from the local level and verification from the Chief District Officer confirming inclusion in the specific surname group.
(f) For Economically Disadvantaged Khas Arya:
-
Must present a poverty identity card obtained under prevailing law,
or -
If no card is available, a recommendation from the local authority confirming the annual income is below the threshold defined by law for the economically disadvantaged Khas Arya group.
(g) For Muslim:
Must belong to a group listed under the Muslim Commission.

If multiple surnames are listed under the group, a recommendation from the local authority and verification from the Chief District Officer are required to confirm inclusion in that specific surname group.
(h) For Candidates from Backward Areas:
Must meet the definition in Sub-Article (7), Article 7 of the Civil Service Act, 2049, Clause (1) of the Explanation Section.

Required Documents:

Citizenship certificate issued from a district listed under the explanation clause

Recommendation from the local level stating that the candidate currently resides in the same place.
-
The recommendation must be issued at least three months before the application submission date.
-
If the citizenship was issued from a district other than the permanent residence district, a letter explaining the reason must be obtained from the district administration office.
-
In case of migration due to marriage or relocation, relevant documents such as a marriage registration certificate or migration record from the concerned local levels must be submitted.

Important Instructions (Remarks) for Candidates
(a) According to Sub-Article (2) of Article 10 of the Sudurpashchim Province Civil Service (First Amendment) Act, 2079, an individual can only benefit from reservation once throughout their career.
(b) Article 10A of the same Act does not permit application to a position of the same level/grade. Hence, such candidates are not eligible to apply.
(c) For posts requiring work experience, the minimum service duration must be completed by the final application date.
(d) Double fee extension period will not be considered while calculating age, qualification, experience, training, equivalency, professional registration, or other required criteria.
(e) Applicants for health service-related posts must be registered with the relevant professional council and have valid registration at the time of application.
(f) Applications submitted after the deadline, without required qualifications, or lacking necessary details or fee payment will be rejected.
(g) Candidates requesting a scribe/assistant writer must submit a written request to the Commission’s office at least 7 days before the written exam begins. Requests made after this period will not be accommodated.
(h) Candidates selected for the interview must submit original and one self-attested copy of the following:

Documents required for internal, inter-level, inclusive, or open competition, as applicable
(i) The required educational qualification must be completed within the final date of application submission.

Candidates with foreign qualifications must have them recognized by the relevant authority in Nepal.

Candidates who have completed their degree from a Nepali university but are unable to submit the final certificate or transcript by the last day due to timing issues may still be considered if:
-
The university has officially published the results before the deadline, and
-
The candidate provides official confirmation from the institution that they have passed all components (all years/semesters, thesis, practical, and other requirements), along with transcripts of all semesters.

(j) While submitting the form online, candidates must update their mobile number.
-
Approval/rejection details will be sent via SMS. If a candidate misses information due to an incorrect number, they will be solely responsible for the consequences.
(k) Once the advertisement number is selected, it cannot be changed. Candidates must confirm before selecting.
(l) Candidates must use black ink only during the written exam. Use of any other ink will result in disqualification of the answer sheet.
(m) Matters not covered in this notice will be governed by the Sudurpashchim Province Public Service Commission Act, Regulations, and Directives.
