VACANCY ANNOUNCEMENT
The International Education Division is currently accepting applications for a full-time Regional Senior Finance and Administrative Assistant and Regional Administrative Assistant to support the USAID-funded two-year project the Early Grade Reading Program (EGRP II), to support to improve early grade reading in Nepal. The program works closely with and supports the Government of Nepal’s design and implementation of a national education model that standardizes early grade reading in public schools. The positions are based in EGRP II Janakpur Regional Office.
Period of Performance for both the positions: August 1, 2021, to January 31, 2022
1. Regional Senior Finance and Administrative Assistant – one position
Primary Responsibilities:
ï· Assist in keeping track of expenses and other financial transactions, mainly involving expense entries, journal entries, expenses, tracking and record keeping.
ï· Assist in preparing payment vouchers in support of payments for program activities and suppliers invoices confirming such payments are in accordance with the laid down procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and program code.
ï· Assist in processing payments for staff travel advances/ program advances, ensuring advances are liquidated on time and accurately related to home schooling activities.
ï· Assist in ensuring staff travel/program advance settlement/vendor’s bill/vouchers, workshop bills/vouchers and other financial transactions are compliance with RTI procedures and terms of the agreement and under USAID’s regulation.
ï· Assist in reviewing EGRP II’s regional office’s payment transaction in excel sheet and supporting those transactions are compliance with RTI procedures, Local Government Law and terms of USAID’s regulation.
ï· Support and coordinate in planning and distribution of in-kind supports such as materials, equipment, stationery items to schools and maintain its track record.
ï· Coordinate with district teams to facilitate schools for maintaining the inventory records of in-kind supports and collect the inventory records from schools for filling and reporting.
ï· Coordinate with district teams and collect the teachers and headteachers travel allowance payment request with all required documentations/reports and perform the first review of the documents to ensure/verify the submitted documents fulfill the required quality, meet the payment conditions, and requests fulfill the EGRP II established policy and norms.
ï· Route the schools’ payment requests along with teachers/headteachers' report through the regional technical team for review and verifications as well as for database verification.
ï· Support regional operation team to process and release the travel allowance payment to teachers and headteachers and keep the track record of the payments.
ï· Type/edit project-related documents.
ï· Support to collect project monitoring and cost reporting data including home-schooling related data and ensure the data are collected in line with EGRP II designated tools/templates and requirements.
Required Skills and Qualifications:
ï· Bachelor’s Degree in accounting/finance, business administration, social sciences, or other related fields.
ï· The candidate must have 3 years of experience working with contracts, grant management, finance/ accounting, and administration in International Non-Government Organization.
ï· Strong financial and administrative management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting.
ï· Experience in client relationship management, developing program budgets, financial management of large-scale programs preferably for donor-funded programs.
ï· Understanding USAID contract policies and regulations are an added advantage.
ï· The high degree of proficiency in office procedures, typing, and use of computers including Microsoft Word and Excel programs.
ï· Strong written and oral language skills in English and Nepali.
2. Regional Administrative Assistant – one position
Primary Responsibilities:
ï· Provide logistic and administrative supports to regional and district offices to conduct trainings, workshops meetings, monitoring visits etc. especially for the home-schooling interventions.
ï· Assist in planning and distribution of materials, equipment and stationery items to schools and maintain its track record.
ï· Support to establish the account of teachers and headteachers at the regional office for payment of home-schooling travel allowance.
ï· Coordinate with district teams and collect the teachers and headteachers travel allowance payment request with all required documentations/reports and perform the first review of the documents to ensure/verify the submitted documents fulfill the required quality, meet the payment conditions, and requests fulfill the EGRP II established policy and norms.
ï· Route the schools’ payment requests along with teachers/headteachers reports through regional technical team for review and verifications as well as for database verification.
ï· Assist regional operation team to process and release the travel allowance payment to teachers and headteachers and keep the track record of the payments.
ï· Coordinate internal and external meetings. This may include booking rooms, ordering refreshments, coordinating schedules and meeting invites, preparing agendas, and taking meeting minutes.
ï· Support to collect home-schooling-related data and ensure the data are collected in line with EGRP II designated tools/templates and requirements.
Required Skills and Qualifications:
ï· Bachelor’s Degree in accounting/finance, business administration, social sciences, or other related fields.
ï· The candidate must have 1 year of experience working with contracts, grant management, finance/ accounting and administration in International Non-Government Organization.
ï· Strong financial and administrative management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting.
