RTI International Vacancy for Monitoring, Evaluation, and Learning Specialist (MEL Specialist):

The International Education Division is currently accepting applications for a full-time Monitoring, Evaluation and Learning Specialist (one position) to support the USAID-funded two-year project the Early Grade Reading Program (EGRP II), to support to improve early grade reading in Nepal. The program works closely with and supports the Government of Nepal's design and implementation of a national education model that standardizes early grade reading in public schools.
The position is based in Kathmandu. The Monitoring, Evaluation, and Learning Specialist (MEL Specialist), is responsible for supporting to maintain the Early Grade Reading Program II (EGRP II) MEL system. She/he will also support to compile and analyze the assessment, administrative, and program data including CB-EGRA. IEMIS data. Annual Work Plan (AWP) progress data. CB-EGRA data. The MEL Specialist also supports conducting different studies including baseline, end line studies, and operational research.
Position: Monitoring, Evaluation, and Learning Specialist (MEL Specialist)
Primary Responsibilities:
- Coordinate with Regional MEL Coordinators, central level technical team to collect and compile the program data.
- Support to collect and up to date the IEMIS data Including schools' GPS from the program districts.
- Coordinate with district, regional and central team to collect, clean, and maintain the CB-EGRA data.
- Support to conduct baseline and end-line studies by using EGRA and CS-EGRA tools.
- Support to design and conduct operational research including Integrated Curriculum (IC) Implementation, and Teacher Professional Support (TPS) implementation.
- Support to deliver capacity development sessions and orientations to the local, district, regional and central level team for the utilization of the data for decision making.
- Orient staff at all levels. including the Regional MEL Coordinators. in data collection for MEL indicators reporting and tracking of program outputs.
- Support to design and implement internal learning reviews.
- Maintain the MEL dashboards to visualize the progress of activity, output, and outcome of the project.
- Support in reading benchmarking revision process by reviewing the national and international literature.
- Contribute to quarterly, annual, and final reports, as well as other ad-hoc reporting as required.
- Collect and compile the training data and feed them into the USAID's training tracking system TEAMS.
- Support the central level and regional level MEL team to conduct internal Data Quality Assurance (DOA).
- Perform other tasks as requested by the MEL team.
Required Qualifications and Skills:
Master's degree and 3 years of experience or bachelor's degree and 5 years of experience of M&E experience or equivalent combination of education and experience.
- Demonstrated experience in the monitoring & evaluation of donor-funded international development projects. Part of this experience should have been obtained working on education programs.
- Knowledge of USAID reporting requirements, including experience in designing and implementing Monitoring and Evaluation Plans.
- Experience with the use of IEMIS and GPS data for planning, indicator reporting, and monitoring purposes.
- Knowledge of qualitative implementation research methods.
- Skills in training and capacity development.
- Familiarity with database and statistical applications such as SPSS. STATA, or any other data analysis software.
- Strong interpersonal skills and ability to work as a team.
- Must possess excellent oral and written communication skills and fluency in English and Nepali language.
- Self-motivated and able to work without close supervision.
- Able to prioritize work, multi-task, and meet deadlines.
- Excellent organization and planning skills.
