Pradesh 1 Lok Sewa Aayog Vacancy for 6th Level Technical Officer (Prabidhik): Province Public Service Commission, Province No. 1, Biratnagar, Nepal (Information Communication Technology and Publishing Branch) Advertisement for open and inclusive competitive written examination for the posts of technical side in various service groups of local government services
Since the following service, group, sub-group, and level positions (open and inclusive) for the local government service should be filled through competitive examination; Applications are invited from the qualified candidates as per below.
Candidates who meet the prescribed minimum qualifications should apply through the commission's online application system www.psconline.p1.gov.np.
Candidates selected from the competitive examination will be recommended for local-level designation according to the order of preference. Candidates recommended in this way will be given a permanent appointment by the concerned local level. The conditions of service and salary and other facilities will be as per the prevailing law.
Type of Examination:- Written, group test, and interview according to the syllabus.
Examination Center:- Province no. 1, Biratnagar.
Examination Fee:- Application fee for each advertisement is Rs. 1,000 (one thousand) will have to be paid. In the case of candidates applying in additional advertisements for the same service/group of students, Rs. 400 (four hundred) additional fee will have to be paid.
Last date for submission of the application:- 2079/07/20 and the double fee till 2079/07/27.
Method of submitting application fee online:
After submitting the form through the Commission's online application system, click on the 'Ok' button that appears and click on the 'Pay' link in the list you have applied for. Then select the bank you want in the box that appears and select "Online Payment" and click on "Next". Then, from the screen that appears, click on the ConnectIPS Radio Button and click on the "Pay Amount" button. After that, you can log in to the ConnectIPS system from the next screen, select your bank account and pay the bill directly. Before using the service of ConnectIPS, you have to go to www.connectips.com and sign up once, as well as link the account of the bank with which you have an account among the banks connected to the system and get verified from that bank.
Method of payment of cash draft through bank:
After submitting the form through the Commission's online application system, click on the 'Ok' button that appears and click on the 'Pay' link in the list you have applied for. Then select the bank you want in the box that appears and select "Offline Payment" and click on "Next". On the page that appears, click on the "Click here to generate voucher" button. Then your voucher will be generated. You can print the voucher and go to the nearest branch of the selected bank and submit the voucher and pay the amount. Since the banks will not understand the city without the voucher, the voucher must be printed and taken along with it. Deposits can be made from all branches of the mentioned banks across Nepal.
Application fee submission period:- Mention the Master ID and transaction code number received by the candidate after submitting the application through online mode.
The prescribed examination fee/double fee must be submitted compulsorily within the office premises (if the said day is a public holiday, then on the first day after the office is open) on the day after the last date for paying the double fee.
Mode of Application:- For all the advertised posts, the application has to be submitted through the online system only. Detailed information about the method/method of submitting the application online can be seen at www.psconline.p1.gov.np.
Candidate's age limit:- Completed 21 years of age till 2079/07/20 and not exceeding 35 years and not exceeding 40 years in the case of women and disabled candidates. There is no age limit in the case of permanent employees of civil service, state civil service, and local government service.
Documents to be submitted:- Candidates have to upload the minimum educational qualification, inclusive group opening documents including the documents specified in the respective advertisement in the designated place of the online application system in PDF format. All the candidates have to scan both the demands of their Nepali Citizenship Certificates and upload them in the specified location in JPEG format.
The candidate should be fully responsible for the details mentioned in the application.
Pre-Interview Test Program and Date and Place of Interview:- Notification will be published when the results of the written test are published.
Details of Job Descriptions:- According to the local government service law.
Salary:- As determined by the concerned local level.
Minimum Qualification Required:
1) Engineer, Level 6, Engineering Services, Civil Group: Passed in Civil Engineering from a recognized institution with BE or equivalent.
2) Assistant Agricultural Extension Officer, Assistant Crop Protection Officer, Level 6, Agricultural Service, Agricultural Extension Crop Protection Group: Graduated in Agricultural Science (B.Sc.Ag.) or equivalent from a recognized educational institution.
3) Assistant Veterinarian, Level 6, Agricultural Services, Veterinary Group: Passed with BVSc & H, Or BVSC, Or DVM, Or equivalent from a recognized educational institution; and registered with Nepal Veterinary Council.
4) Assistant Animal Development Officer, Level 6, Agricultural Services, Livestock Production and Dairy Development Group: Passed BSc or BTech (Dairy Technology) or BVSc & AH or BVSc/DVM or BTech and (Livestock Extension) or equivalent with Animal Science as a subject.
Note: In the case of applicants who have studied other subjects related to agriculture other than Bachelor's Degree in Agricultural Science (BSc Ag); A certificate of equivalency must be submitted from the relevant university for studying at Bachelor's level (BSc Ag) in Agricultural Science.
Notice for open and inclusive examination:
1) Should not be disqualified according to the prevailing civil service law (Section 10 of the Civil Service Act, 2049).
2) For the posts which will be conducted in two stages i.e. first stage and second stage, only the candidates who have passed the first stage will be allowed to participate in the second stage.
3) The first stage open and inclusive written exam will be held on the same (sitting) date and time.
4) While publishing the results of the selected candidates from the open and inclusive written examination, all the service groups will be published in alphabetical order.
5) Candidates selected from the written test must fill the priority order of the local levels before participating in the group discussion and interview. Candidates who do not pass the priority order will not be allowed to participate in the interview.
6) The candidate's inclusive group will be maintained according to the existing rules of the Commission among the eleven inclusive groups mentioned by the candidate in the application form.
7) The program will be decided in such a way that the candidates who are selected in the open and inclusive group and more than one inclusive group for group discussion and interview from the written test will participate in the group discussion and interview only once. The score of the group discussion and interview will be calculated in all groups (open and inclusive) of the candidate passed.
8) Recommendations for appointment will be made according to the merit order obtained after all the tests and the priority order of the local level chosen by the candidate.
Note:
a) In the case of advertisements requiring a period of experience, the minimum period of service must have been completed by the last date of receiving the application for the relevant post. Double duty period shall not be counted for the purpose of age, educational qualification, experience period and other qualifications.
b) Since there is no provision to become a candidate in the same level of education, the application of such a candidate is not accepted.
c) Applications that are not submitted within the deadline specified by the commission, or that do not meet the minimum qualifications, or that do not disclose other specified details, or that do not submit the specified fee, will not be accepted.
d) Candidates requesting an assistant writer should contact the office of the Commission at least 7 (seven) days before the commencement of the written examination. Otherwise, the commission will not be obliged to provide a co-author.
e) Before the group discussion and interview, the candidates passing the written test must submit the certificate of educational qualification, certificate of Nepali citizenship, certified copy of the relevant office head if necessary and duplicate copies of the documents mentioned for the candidates applying inclusively and openly. Must be submitted.
f) Should have achieved the prescribed educational qualification within the last date of application. Candidates who have studied in foreign institutions must have their qualifications determined by the relevant authorities.
g) The candidate must compulsorily disclose the details of the category/group for which he/she is a candidate in the prescribed format in the admit card otherwise included in the examination.

The rejection details will be communicated directly through mobile phone or email, so if the candidate is unable to participate in the exam due to wrong mobile number and email address, the relevant candidate will be responsible for it.
j) Once the advertisement number and examination center are selected, the advertisement number and examination center should be selected with confidence as there will be no revision.
j) Candidates must use only black ink in the examination, otherwise the answer sheet will be rejected.
