Province Public Service Commission, Province No. 1, Biratnagar, Nepal, (Information Communication Technology and Publishing Branch): Since the positions in the following services, groups, sub-groups and levels (open and inclusive) towards the local government services have to be filled through competitive examination; Applications are invited from the qualified candidates as per below.
Candidates who meet the prescribed minimum qualifications will apply through the commission's online application system https://psconline.p1.gov.np. Candidates selected from the competitive examination will be recommended to local level according to the order of preference. Candidates recommended in this way will be given permanent appointment by the concerned local level. The conditions of service and salary and other facilities will be as per prevailing law.
Type of Exam: Written and Interview.

Examination Fee: Assistant level 4th open Rs. 300 (three hundred only) and for inclusive groups additional Rs. 150 (one hundred and fifty only) and for assistant level fifth open Rs. 540 (four hundred only) and for inclusive groups additional Rs. 200 (two hundred only)
Last date for submission of application: 25-08-2079 and double payment till 03-09-2079.
Place and Method of Submission of Application Fee:
Method of Submitting Application Form Online: After submitting the form through the commission's online application system, click on the "Ok" button that appears and click on the "Apply" link in the list you have applied for. Then select the bank you want in the box that appears and select "online payment" and click on "Acco". Then click on ConnectIPS Radio Button from the next screen and click on "Pay Amount" Button. After that, you can log in to the ConnectIPS system from the next screen, select your bank account and pay the bill directly. Before using the service of ConnectIPS, you have to go to www.connectips.com and sign up once, as well as link the account of the bank where you have your account among the banks connected to the system and get verified from that bank.
Method of applying cash draft through bank: After submitting the form through the commission's online application system, click on the "Ok" button that appears and click on the "Apply" link in the list you have applied for. Then select the bank you want in the box that appears and select "online payment" and click on "next". On the page that appears, click on the "Block here to generate voucher" button. Then your voucher will be generated. You can print the voucher and go to the nearest branch of the selected bank and submit the voucher and pay the amount. As the banks will not accept cash without the voucher, it is compulsory to print the voucher and take it with you. Cash can be transferred from all branches of the mentioned banks across Nepal.
Application Fee Submission Period:
After submitting the application through the online mode, the candidate must pay the customs fee along with the voucher stating the Master ID and transaction number, within the office hours of the next day after the last date for submitting the application (if the said day falls on a public holiday, then the first day after the office is open). It should be understood.

Candidate's age limit:- Completed 18 and not exceeding 45 years by 2079-08-25. There will be no age limit in case of permanent employees of Civil Service, State Civil Service and Local Government Service.
Documents to be submitted: Candidates have to upload the minimum educational qualification, training, experience, business permit certificate, inclusive group opening document and other documents specified in the relevant advertisement in the online application area in PDF format. All the candidates have to scan both parts of their Nepali citizenship and upload them in JPEG format at the designated place.

Minimum Educational Qualification Required:
a) For Internal Competition;
1) Having completed the prescribed educational qualification and service period as per Section 26 of Nepal Health Service Act, 2053 (Fourth Amendment) and Rule 81 of Nepal Health Service Regulations, 2055 (with amendments) and Section 27 of the Act
Should not be ineligible. Based on Section 9(1) of the Service Act, there must be health service employees who meet the required minimum qualifications as mentioned in sub-rule 6 and schedule 7 of Rule 74 of Nepal Health Service Regulations, 2055. Applicants must be registered with the relevant Professional Council by the last date of application.
b) For open and inclusive competitions:
1) Health Assistant, Level 5, Health Services, Health Inspection Group: Passed Certificate Level (Health Assistant - HA) in General Medicine from a recognized educational institution.
2) Staff Nurse, Level 5, Health Service, General Nursing Group: Passed Certificate Level (PCL Nursing) in Nursing from a recognized educational institution.
3) Public Health Nurse, Level 5, Health Services, Community Nursing Group: Passed certificate level in Public Health Nursing or nursing from a recognized educational institution.
4) Kaviraj, Level 5, Health Services, Ayurveda Group: Passed certificate level in Ayurveda from a recognized educational institution.
5) Lab Technician, Level 5, Health Services, Medical Lab Technology Group: Passed certificate level in Health Lab from a recognized educational institution or SLC from a recognized educational institution and passed 2 years 6 months course of Lab Technician.
6) Pharmacy Assistant, Level 5, Health Services, Pharmacy Group: Passed Certificate in Pharmacy from a recognized educational institution.
7) Anesthesia Assistant, Level 5, Health Services, Miscellaneous Group: At least three months training in anesthesia after passing Health Assistant, Staffers, AHW or ANM course from a recognized educational institution.
8) Radiographer, Level 5, Health Services, Radiography Group: Certificate in Radiography from a recognized educational institution.
9) Dental Hygienist, Level 5, Health Services, Dentist Group: Passed certificate level in Dental Hygienist from a recognized educational institution.
10) AHW, Level 4, Health Services, Health Inspection Group: Passed AHW / CMA course from a recognized educational institution
11) Health Services, Community Nursing Group: Passed ANM Course from a recognized educational institution.
12) Vaidya, Level 4, Health Services, Ayurveda Group: Passed SLC from a recognized educational institution and passed 1 year Assistant Ayurveda Worker Course.
13) Lab Assistant Level 4, Health Services, Medical Lab Technology Group: Passed SLC from a recognized educational institution and passed 1 year course of Lab Assistant.
Notice for Open and Inclusive Examination:
1) Section 12 of the existing Health Care Act, 2053 should not be ineligible.
2) Applicants must be registered with the relevant professional council by the last date of application.
3) The written examination for open and inclusive side will be held on the same (sitting) date and time.
4) While publishing the results of the selected candidates from the open and inclusive written examination, all the service groups will be published in alphabetical order.
5) Candidates who are selected in the written test must fill the priority check of the local levels before attending the interview. The candidates will not be allowed to participate in the interview in priority order.
6) Based on the inclusion groups mentioned by the candidate in the application form, the inclusion group of the candidate will be formed according to the prevailing rules of the Commission.
7) The program will be determined in such a way that the candidates who are selected in the open and inclusive group and more than one inclusive group for the interview through the written test will participate in the interview only once. The interview score will be calculated in all the groups (open and inclusive) in which the candidate has passed.
8) Recommendations for appointment will be made according to the Merit Order obtained after the examination of all stages and the Priority Order of the local level chosen by the candidate.
SPECIAL INSTRUCTIONS FOR CANDIDATES APPLYING INCLUSIVE GROUP:
Candidates who want to apply for the posts towards the inclusive group should prepare and submit the following documents at the time of application. After being selected for the interview based on the results of the written test, when coming for the interview, you will have to bring the copies of such documents along with self-attested copies. If the mentioned documents are not found to be valid at the time of granting the certificate, the certificate may be canceled at any time.
a) In case of tribals/tribes: In case of castes listed in the Nepal Tribal/Tribal Upliftment National Foundation Act, based on the same list, but if there is more than one surname within the caste listed in the Nepal Tribal Upliftment National Foundation Act, on the recommendation of the head of the concerned local level, the chief district officer within the listed caste A document confirming the surname.
b) In the case of Madhesi: A document certified as Madhesi by the organization specified by the Government of Nepal by publishing a notice in the Nepal Gazette, but a document certified as Madhesi by the chief district officer on the recommendation of the head of the local level until the organization is published in the Nepal Gazette.
c) In the case of Dalits: Based on the same list in the case of the caste listed by the National Dalit Commission, but if there is more than one surname within the caste listed by the National Dalit Commission, a document certified as Dhar within the caste listed by the Chief District Officer on the recommendation of the head of the local level concerned.
Note:
a) In the case of sciences that require a period of experience, the minimum service period should have been completed by the last date of receiving the certificate for the respective post. The double duty period will not be counted for the purpose of age, educational qualification, experience or any other qualification.
b) Documents that are not submitted within the time limit specified by the commission or do not meet the minimum qualifications or other specified details are not disclosed or the specified documents are not submitted will not be accepted.
c) Candidates requesting assistant writers should contact the office of the commission at least 7 (seven) days before the commencement of the written examination. Otherwise, the commission will not be obliged to provide a co-author.
e) Candidates who appear in the written test, before giving the interview, the relevant office where the certificate of educational qualification, training, experience, business permit certificate, certificate of Nepali citizenship, service experience is required.
Duplicate copies of the documents mentioned to be submitted for inclusive and open application candidates must be submitted compulsorily.
e) Should have achieved the prescribed educational qualification within the last date of application. Candidates who have studied in foreign institutions should have the equivalence of the qualification obtained by the relevant body determined.
f) Candidates must clearly disclose the details of the type/group they are applying for in the admit card in the prescribed format otherwise they will not be included in the examination.
g)Candidates have to update their mobile number and email address while filling the form online. The details regarding the acceptance or rejection of the candidate will be informed directly through mobile phone or email, if the candidate is unable to participate in the examination due to wrong mobile number or email address, the candidate will be responsible for it.
h) Once the advertisement number and examination center have been selected, the advertisement number and examination center should be selected confidently as there will be no revision.
i) Candidates must use only black ink in the examination, otherwise the admit card will be cancelled.
j) The details regarding the minimum educational qualification required for the post of applicant can be viewed while filling the online form.
