It promotes health, specifically in making the country free of leprosy and inclusion of persons affected by Leprosy by enhancing their ability. NLR going to replicate PEP++ Research project in Dhanusha & Mahottari of Province 2 of Nepal.for this NLR requires:

1. Project Coordinator, 1 (MD, MBBS with MPH)

  • This position will have overall responsibility for project management.

2. Finance admin officer, 1 (MBA or equivalent with experiences)

  • This position will have responsibility for financial management.

Background: 

NLR, as an INGO, has been active in Nepal, for the treatment and elimination of leprosy working closely with the government, ministry of health and population for more than 40 years.  NLR is now in  transition process to be a national organisation from an international organisation with a vision of Leprosy Free Nepal.  

NLR Nepal has been registered as a not-for-profit national organisation under Company Registration Act of Nepal in 2018. It is  a member of NLR Alliance led by NLR Netherlands. The other NLR Alliance members are NLR India, NLR Indonesia, NLR Brazil and NLR Mozambique. NLR Netherlands as a lead/chair is responsible for overall co-ordination, providing technical and financial support to leprosy and disability programmes in member countries including Nepal

NLR Nepal works closely with the government and non-government stakeholders and partners to eradicate leprosy from the country and to make all development initiatives inclusive to people affected by leprosy and disability. NLR Nepal consists of 20 staff members and located at Sankhamul Marga, New Baneshwor Kathmandu with its field offices in Biratnagar and Dhangadhi covering two provinces: province one and Sudur Pashchim Pradesh.

NLR Nepal initiated SDR PEP/LPEP in Nepal from 2015 as a tool to prevent leprosy. PEP – post-exposure prophylaxis is preventive antibiotic treatment given after exposure to an infectious pathogen. PEP++, as an enhance way of SDR PEP/LPEP, is an enhanced regimen for post-exposure prophylaxis, To achieve SDG 3, a 90% reduction in the number of people requiring treatment for neglected tropical diseases [including leprosy], it is essential that the new case incidence is greatly reduced. PEP++ project is running in leprosy endemic three countries of the world, India, Indonesia, Brazil. NLR Nepal with close collaboration with NLR IO (International Office) and scientific committee of PEP++, is going to replicate this international research in two leprosy endemic districts, Dhanusha and Mahottati of Province 2 in Nepal. 

Main Responsibilities

The main responsibility of a project coordinator is overall management of the project including monitoring of day to day activities of the research project and to ensure the project is running smoothly, on time and to budget. In proper coordination & cooperation with Technical Manager (TM), main duties typically include planning of the project, monitoring its progress, coordinating meetings and overseeing members of the project team. Due to the nature of this project as “International Research”, PC will ensure that every step and component of the project t matches with international standard without any consideration for emerging contextual factors.

Specific Responsibilities

  • will be responsible for the functioning of the PEP++ in all its aspects ensuring proper project management
  • will adhere to the laws and regulations and to the technical guidelines from the Government of Nepal as well as NLR Nepal as an organization and PEP++ as a research project
  • is responsible for supervision and support to the PEP++ project staff and proper mobilization of the resources. 
  • makes sure that the Research project is moving towards the accomplishment of predefined objectives
  • is responsible for a proper management of allocated funds to the different districts of PEP++ after getting approval from Technical Manager
  • produces annual plans, budgets and reports for NLR Nepal, PEP++ Donor and the Board in a timely manner
  • gets all office equipment up to date and properly maintained
  • will be responsible for leading and supervising the development and delivery of high quality, innovative, cost effective and sustainable programmatic and clinical interventions.
  • regularly assess the effectiveness of the delivery of the services to the targeted stakeholders
  • leads the project technically, ensures quality services delivery with proper documentation and dissemination of innovation and good practices

Representation of the Organizations

  • officially represents the organization in contacts with authorities like Provincial Health Directorate, ILEP/Non ILEP partners in province 2 on technical, programmatic as well as organizational issues
  • participate in technical, programmatic as well as organizational meetings related to the work of the PEP++ project
  • ensures effective collaboration and coordination with stakeholders, partners and Government-departments at all levels

Governance

  • creates a working mechanism ensuring the PEP++ project actively participates in NLR Nepal programs and activities
  • maintains a proper working relationship with Technical Manager, Board and its Chair

Human Resource Management

  • supervise and guide the staff and/or coach in the management of their projects / teams for timely accomplishment of project objectives
  • ensures that for each staff member job descriptions are appropriate and up to date
  • carry out staff performance appraisal on a regular basis through staff performance assessments procedures of NLR Nepal
  • elaborate professional development plans for staff
  • conduct regular program performance reviews and address the challenges that arise.

Admin and Financial Management

The PC will ensure that the financial and administrative procedures and regulations will be properly maintained. For this he/she will:

  • establish good internal control system and actively monitor the financial reports adhering to compliance requirements of the government of Nepal are adhered
  • produce annually the required documentation and justification of the organization’s activities as per regulations of the Nepal Rastra Bank and other Federal Government Institutions
  • be responsible for maintenance of a proper and transparent administrative and financial system, in compliance with national and international standards and donor requirements;
  • ensure all relevant staff are adequately trained in financial management and that they can follow the donor’s rules and regulations. 
  • arrange for a proper internal/external auditing of the office- and project- administration.

Program Management

  • develop a framework for planning, monitoring and evaluation of the projects and ensure that there is a proper project-management system to meet the requirements of partners and donors
  • ensure that the organisation’s project documents, procedures and processes are in place
  • arrange for and participate in the regular monitoring of the projects to assess progress and compliance to approved Plans of Activities and allocated budgets
  • assist projects with the formulation of Annual Plans of Activities and related budget requests
  • verify and screen reports from all projects and take remedial action when and where required;
  • arrange for project reviews and evaluations

Requirements:

  • MD or MBBS & MPH from recognized universities. 
  • At least five years’ experience in public health, leprosy and/or other health sectors.
  • Verifiable and successful track record in leading role in a development  organization .
  • Extensive management experience and skill in overall project/organizational management.
  • Excellent interpersonal and professional relational skills with proven ability to sustain the relations with stakeholders such as NGOs, private sector and other donors.
  • Competent and proficient with good understanding of national and international health and development platforms.
  • Ability to build performing/functional relationships with Provincial health offices, Ministry of Health Directorates, and institutions that implement activities across technical areas and at facility and community levels.
  • Ability to use technology-friendly work procedures to establish digitized records in the organization.
  • Fluent in English and Nepali language, both verbal and writing.
  • Ability to travel frequently.

NLR Nepal aims to recruit a Finance officer in the PEP++ project to undertake overall accounting and financial responsibilities of the PEP++ project, coordinating with the Project Coordinator and Central finance team of NLR Nepal. Under overall guidance of Technical Manager and Project Coordinator, the Finance Officer will be responsible to ensure the operation financial system of the project is smooth and all good governance requirements are effectively fulfilled. The Finance Officer will provide additional responsibilities of providing needful support to Central Office (CO) in the areas identified as and when required.

Roles and responsibilities:

  1. Maintain books of account and ensure standard documentation of each of project’s transaction.  
  2. Carry out budget preparation and revision, monitoring, and analysis on a periodical basis. 
  3. Assist the external auditor during organization and project audit and follow up the auditor's recommendation.  
  4. Undertake monitoring and provide necessary support to Central Office for the effective and efficient financial management of the project in the district, province and center;
  5. Support procurement management process through development of annual procurement plan and maintaining documentation process;
  6. Support for the management of project activities through timely release of funds, confirmation of accuracy of documentation and timely settlement of advance;
  7. Manage assets register, carrying out physical verification of assets according to financial management rules and regulations and ensure accuracy of non- recurring items stock book;
  8. Support in staff management including preparation and maintenance of personal file of each of project’s staff members and manage leave record accordingly;
  9. Support for the preparation of periodic financial report and its presentation in the organization;
  10. Support in the management of routine organizational financial task through verification of invoice payment and accuracy, and salary disbursal, etc as and when required;
  11. Develop and maintain relationships with donors/partners, banks, vendors, line agencies, communities, organizational staff, central and district committee members in order to facilitate good financial management systems and practices.
  12. Provide day-to-day project administrative support to Project Coordinator. 

Reporting

The Finance Officer will report directly to the Project Coordinator, Technical manager and central finance officer of NLR Nepal. 

Requirements:

  • Bachelor degree in Management/Commerce (preferences for Master’s degree) or equivalent and 3 years’ experience
  • Minimum of 3 years of work experience in Financial Management ideally in Health sector
  • Understanding of GON rules and regulations, acts and policies regarding non-profit/social sector associations and good knowledge of non-profit sector financial management
  • Able to use a computer to run office application software packages
  • A willingness to travel frequently to remote areas.
  • Excellent written and spoken in English and Nepali. 
  • Good communication and negotiation skills, with an aptitude for external representation and networking.
