Nepal Electricity Authority (NEA - Nepal Bidhyut Pradhikaran), Central Office, Kathmandu Notice Regarding Permanent Position Fulfillment through Open Competitive Examination

The following positions at the Nepal Electricity Authority (NEA) are to be filled permanently through an open competitive written examination conducted by the Public Service Commission. Applications are invited from interested Nepali citizens who meet the specified qualifications listed below.

Candidates who meet the minimum qualifications should register a new account on the NEA website career.nea.org.np and apply online. However, permanent employees currently working at NEA can log in at hris.nea.org.np to submit their applications. 

Special Notice Regarding Advertisement:

In accordance with the mandamus order issued by the Honorable Supreme Court on 2079/10/24 in relation to writ number 078-WO-0660 and other petitions, the positions that were effectively lost due to non-inclusion in the inclusive group for the fiscal year 2079/80 will also be filled in accordance with legal provisions to compensate for the resulting loss.

Note:

  1. Type of Examination: Written, Presentation (for positions mentioned to have a presentation exam), and Interview.

  2. Curriculum: Available on the Authority's website www.nea.org.np.

  3. Examination Fees:

Officer Level:

  • For Level 10: NPR 2,000/-

  • For Level 8: NPR 1,400/-

  • For Level 7: NPR 1,200/-

  • Additional fees for candidates participating in more than one group for the same position:

    • Level 8 to 10: NPR 500/- per group

    • Level 7: NPR 400/- per group

Assistant Level:

  1. For Level 5: NPR 800/-

  2. Additional fees for candidates participating in more than one group for the same position:

    • Level 5: NPR 300/- per group

  3. Age:

As of the last application date (2081/09/25):

  • For Officer Level positions of Level 8 or above: Must be at least 21 years old and not exceed 40 years.

  • For Level 7 positions: Must be at least 21 years old and not exceed 35 years. However, the age limit for female and disabled candidates is 40 years.

  • For Assistant Level positions of Level 5: Must be at least 18 years old and not exceed 35 years. However, the age limit for female and disabled candidates is 40 years.

  • No age limit applies to permanent employees working in the Authority.

  • Employees who have completed two years of permanent service at the Nepal Electricity Authority (NEA) and have obtained a Bachelor's degree can apply for Level 7 positions in the Administrative Service, Administrative Group. Employees who have obtained a Bachelor's degree in Commerce or Business Administration can apply for Level 7 positions in the Accounting Group.

  • Candidates must not be disqualified as per the NEA Employee Service and Conditions Regulation, 2075 (with amendments).

  • Candidates for Level 8, 9, and 10 positions must have relevant work experience as follows:

    • Experience must be in an authorized level position in the following entities and must be evidenced by appointment letters or contracts and certified service duration from the concerned entity:

(a) Civil Service and other government bodies

(b) Organized institutions operated under full or partial ownership of the Government of Nepal

(c) Development Committees formed under the Development Committee Act, 2013

(d) Institutions or bodies established by special acts

(e) United Nations and its specialized agencies

(f) Intergovernmental, regional, and international organizations

(g) Constituent campuses of universities

(h) Community schools

    • Experience in entities other than those mentioned above must include additional documents, such as appointment letters or contracts and certified service duration, along with regulations or directives that outline employee recruitment, qualifications, organizational structure, and service conditions.

    • Candidates must fill out the service details form available on the NEA website (nea.org.np) and have their service duration certified by the concerned office.

    • Work experience in any other institution during the same period of employment in a government or public institution will not be recognized.

      • Only full-time experience in one of the entities will be counted if employed by two or more entities simultaneously.

      • Part-time work experience (less than 40 hours per week) will not be recognized.

      • Only periods of work lasting six months or more in the same entity will be counted as work experience.

      • Experience will not be recognized if the appointment letter or contract specifies part-time work.

      • Service in an authorized position while holding an assistant-level position or acting temporarily will not be considered as experience in an authorized position.

      • Only authorized-level experience after obtaining a Bachelor's degree in the relevant field for the respective service, group, and sub-group for Level 10, 9, and 8 positions will be recognized.

  • Application Deadline: Until 2081/09/25, and with double fees until 2081/10/03.

  • Candidates requiring work experience must have completed the specified minimum work experience by the last application date for the respective positions. The extended deadline for double fees will not be considered for age, educational qualification, training, work experience duration, and other qualifications.

  • Salary, Benefits, and Service Conditions: As per the NEA Employee Service and Conditions Regulation, 2075 (with amendments) and other regulations of the Authority.

  • Workplace:

    • For authorized-level positions: Anywhere in Nepal.

    • For assistant-level positions: Various offices under the respective province where the application form is submitted.

    • Employees appointed through provincial advertisements will not be transferred outside the provincial offices for seven years, except for female and disabled employees who can be transferred after five years.

  • Job Responsibilities: Tasks related to the respective service, group, and sub-group.

  • Probation Period: One year, but only six months for female employees.

  • Written Examination for assistant-level positions will be conducted in the respective provincial areas as specified by the Public Service Commission. Written examinations for a position in all provinces may be conducted on the same day.

  • The written examination schedule will be published later in coordination with the Public Service Commission.

  1. Candidates applying under the inclusive category must compulsorily upload and submit the following documents along with their application:

(a) For Indigenous/Tribal: A certificate verifying their caste as listed in the Act of the National Foundation for Development of Indigenous Nationalities, or if there are multiple surnames within a listed caste, a certificate from the Chief District Officer based on the recommendation of the chief of the concerned local level.

(b) For Madhesi: A certificate from the specified institution as per the notice published in the Nepal Gazette, or if not specified in the Gazette, a certificate from the Chief District Officer based on the recommendation of the chief of the concerned local level.

(c) For Dalit: A certificate verifying their caste as listed by the National Dalit Commission, or if there are multiple surnames within a listed caste, a certificate from the Chief District Officer based on the recommendation of the chief of the concerned local level, or a certificate from the ward office as per the decision of the Nepal Government.

(d) For Disabled Individuals: A disability identity card issued by the Social Welfare Council or a disability identity card issued by the concerned local level specifying the classification of disability as per sub-section (3) of section (4) of the Rights of Persons with Disabilities Act, 2074.

(e) For candidates from backward areas: A citizenship certificate stating permanent residence in Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, or Humla districts, and a certificate from the concerned rural municipality or municipality verifying current permanent residence in the same place, dated up to three months before the application form submission date.

  1. Since the provision for paying the application fee through the online system exists, even if the last application day falls on a public holiday, the application must be submitted with the required fee on the same day.

  2. Points to consider while submitting the online application:

(a) Documents to be uploaded: Recently taken passport-sized photograph showing both ears, signature, citizenship certificate in JPG format, inclusive certificate for the inclusive group, educational qualification (only minimum educational qualification), training, experience, character certificate, equivalence certificate for candidates presenting certificates issued by foreign educational institutions, and certificates of registration with the relevant professional council for Chartered Accountants and Engineers (Electrical, Mechanical, Civil, Survey, Computer, etc.) for officer-level positions, along with other documents specified in the advertisement (must be issued by the last application date). Candidates will be fully responsible for the details mentioned in the application.
