Nepal Civil Aviation Authority (CAAN - Nagarik Uddyan Pradhikaran) Notice on Open and Inclusive Competitive Written Examinations. The Nepal Civil Aviation Authority (CAAN) announces vacancies to be filled by open/inclusive competitive written examinations for various services/groups/sub-groups and levels expected to become vacant by the end of Ashad, Fiscal Year 2081/82. Applications are invited from eligible Nepali citizens who meet the minimum qualifications, based on the approval of the Public Service Commission and according to the CAAN Staff Terms and Conditions and Facilities Regulations, 2056.
Applications that are incomplete or submitted after the deadline will not be processed. Applicants who meet the minimum qualifications must apply through the online application form available at the Authority's website: www.caanepal.gov.np.

Appointments will be made in accordance with legal provisions following the order issued on 2079/10/24 by the Honorable Supreme Court in relation to writ petition no. 078-wo-0660.

Candidates applying under inclusive categories must pay an additional 50% of the fee for each additional group.

2. Application and Fee Payment Process:

4. Documents Submitted After the Deadline:
Certificates related to academic qualifications, inclusiveness, council registration, training, experience, and service period obtained after 2082/01/04 will not be accepted.
5. Written Examination:
The Public Service Commission will conduct the written examination. The exam date will be announced later.
6. Age Criteria:

Assistant level: Minimum 18 years

Officer level: Minimum 21 years

For positions at or above Level 8: Maximum 40 years

No age limit for permanent employees of the Authority.

7. Disqualification:
Applicants must not have been dismissed from government or government-owned institutions on grounds of ineligibility for future service.
8. Criminal Record:
Applicants must not have been convicted by a court for crimes indicating moral turpitude.
9. Experience Requirement for Officer Level (Level 8 and Above):
Applicants must have a minimum of 5 years of experience in officer-level positions. Those with a Ph.D. can apply with at least 3 years of experience. Recognized experience must fall under the following:

Civil or other government bodies

Fully or partially government-owned institutions
-
Development committees formed under the Development Committee Act, 2013

Institutions or bodies established under special laws
-
United Nations and its specialized agencies
-
Regional and international intergovernmental organizations

Constituent campuses of universities

Community schools (provided the appointment letter/contract and verified service duration are submitted)
Experience from organizations not listed above must be backed by regulations or manuals that define recruitment, qualifications, organizational structure, and employee service conditions. Only experiences conforming to such regulations will be accepted.
Experience from multiple institutions during the same period will not be considered. Only one full-time experience during that period will be recognized.
Work experience of fewer than 40 hours per week or part-time experience mentioned in the appointment letter will not be accepted.
Experience must be of at least 6 months in one institution to be counted.
Experience as an acting or temporary officer while holding an assistant-level post will not be accepted as officer-level experience.
10. Job Location:
Selected candidates may be assigned to any office under the Authority.

Additional Documents Required for Inclusive Candidates:
a. For Indigenous/Tribal Groups:
A copy of certification confirming the applicant’s caste as listed under the National Foundation for Development of Indigenous Nationalities Act. If multiple surnames exist within a listed caste, certification from the local level and the Chief District Officer verifying the surname must be submitted.
b. For Madhesi Candidates:
Certification issued by an institution specified by the Nepal Gazette confirming Madhesi identity. Until such an institution is specified, certification from the local authority and Chief District Officer is required.
c. For Dalit Candidates:
For castes listed by the National Dalit Commission, submit a certificate based on the list. If multiple surnames are listed within a caste, certification from the local authority and Chief District Officer is required.
d. For Candidates from Backward Areas:
Submit a copy of the citizenship certificate from the concerned district and a certificate from the local level verifying permanent residence within that location, issued no more than three months before the application date.
