Province Public Service Commission, Madhesh Province (PPSC - Madhesh Pradesh Lok Sewa Aayog) Advertisement for Open, Inclusive, and Inter-Service Competitive Written Examinations for Assistant Fifth Level (Non-Technical/Technical) Positions in Province Civil Service
Applications are invited from qualified candidates for the following vacant positions in the Province Civil Service's Assistant Fifth Level (Non-Technical/Technical) through open, inclusive, and inter-service competitive examinations. Candidates who meet the minimum required qualifications should apply through the commission's online application system at ppsconline.p2.gov.np.
Type of Examination: Written, practical, and interview.
Exam Date: Will be announced later.
Exam Center: Janakpurdham.
Application Fee: NPR 400 for Assistant Fifth Level and an additional NPR 200 for each additional category/group.
Last Date for Application Submission: 2081/09/17, and with double fee until 2081/09/24.
Age Limit for Candidates:
- Must be at least 18 years old by 2081/09/17 and not exceed 35 years for male candidates and 40 years for female candidates.
- For Engineering, Agriculture, Forestry, and Health Services, the age limit is 40 years.
- There is no age limit for currently employed permanent civil servants.
Method and Place for Submitting Application Fee:
1. After submitting the form through the Commission's online application system, click on "My Application," then "All Application," and then click on the "Pay" button for the applied advertisement.
2. Choose either Rastriya Banijya Bank or Nepal Bank Limited under the bank options and select either Online or Offline Payment.
For Online Payment:
- Select Online Payment and click Next, then use Connect IPS to make the payment. Candidates can also use any of the specified wallets for instant payment.
For Offline Payment:
- Select Offline Payment and click Next, then click "Click here" to download and print the voucher. Go to the respective bank with the printed voucher and make the payment.
Application Fee Submission Period: The specified exam fee or double fee must be compulsorily paid by 2081/09/24 at the latest.
Documents to be Uploaded:
- Candidates must upload educational qualifications, training, experience (in the form prescribed by the Commission), professional permit certificate, inclusive group-related documents, and other specified documents in PDF format in the designated place in the online application system. All candidates must scan and upload their photo, signature, and citizenship certificate in JPG format. Candidates are fully responsible for the details mentioned in the application.
Interview Schedule and Dates: Information will be provided when the results of the written examination are published.

Minimum Qualifications and Educational Requirements for Open and Inclusive Provincial Civil Service:
Candidates must not be disqualified as per Section 16 of the Provincial Civil Service Act, 2077, and must have obtained the following minimum educational qualifications:
(A) Assistant Fifth Level (Non-Technical/Technical) (Service, Group, Sub-group):
1. Administration Service, General Administration Group: Must have passed the proficiency certificate level or equivalent from a recognized educational institution.
2. Administration Service, Accounts Group: Must have passed the proficiency certificate level in management or commerce, or a proficiency certificate level with a major in economics, mathematics, statistics, or public administration from a recognized educational institution.
3. Engineering Service, Civil Group, General Sub-group: Must have passed the proficiency certificate level or equivalent in civil engineering from a recognized educational institution.
4. Engineering Service, Civil Group, Highway Sub-group: Must have passed the proficiency certificate level or equivalent in the relevant engineering subject from a recognized educational institution.
5. Engineering Service, Civil Group, Irrigation Sub-group: Must have passed the proficiency certificate level or equivalent in the relevant engineering subject from a recognized educational institution.
6. Engineering Service, Civil Group, Building and Architecture Sub-group: Must have passed the proficiency certificate level or equivalent in civil or architectural engineering from a recognized educational institution.
7. Engineering Service, Civil Group, General Sub-group (Lab Technician Position): Must have passed the proficiency certificate level or equivalent in civil engineering from a recognized educational institution and have received one month of soil laboratory technician training.
8. Engineering Service, Mechanical Group, General Mechanical Sub-group: Must have passed the proficiency certificate level or diploma level or equivalent in mechanical engineering, automobile engineering, or refrigeration and air conditioning engineering from a recognized educational institution.
9. Forestry Service, General Forestry Group: Must have passed the proficiency certificate level or equivalent in forestry science with a major in silviculture, forest mensuration, and forest management from a recognized educational institution.
(B) For Inter-Service:
As per Section 9(17) of the Provincial Civil Service Act, 2077, "Employees who have completed at least seven years of service in a position one rank or level below the position to be filled in the federal civil service or local service and have obtained the prescribed educational qualification for the position to be filled can be candidates."
Special Instructions Regarding Additional Documents and Experience to be Submitted by Candidates:
Candidates wishing to apply must prepare and submit the following documents at the time of application. After being selected for an interview from the written exam results, candidates must bring the original documents along with self-certified copies to the interview. If the mentioned documents are not available with the candidate at the time of application, the application may be canceled at any time.
Additional Documents and Experience Required for Candidates Wishing to Apply for Inclusive Quota:
(A) For Madhesi Candidates: Documents certifying the candidate as Madhesi from an institution specified by the provincial government and published in the provincial gazette. Until such an institution is specified, documents certifying the candidate as Madhesi from the Chief District Officer based on the recommendation of the head of the concerned local level.
(B) For Dalit Candidates: Documents proving the candidate belongs to a listed caste under the National Dalit Commission. If there are multiple surnames within a listed caste, a document from the Chief District Officer certifying the surname within the listed caste based on the recommendation of the head of the concerned local level.
(C) For Muslim Candidates: Documents proving the candidate belongs to a listed caste under the National Muslim Commission. If there are multiple surnames within a listed caste, a document from the Chief District Officer certifying the candidate as Muslim based on the recommendation of the head of the concerned local level.
(D) For Indigenous/Janajati Candidates: Documents proving the candidate belongs to a listed caste under the National Foundation for Development of Indigenous Nationalities Act. If there are multiple surnames within a listed caste, a document from the Chief District Officer certifying the surname within the listed caste based on the recommendation of the head of the concerned local level.
Notice:
(A) For candidates requiring experience, the minimum service period must be completed by the last date for application submission for the relevant position. The double fee period will not be counted for age, educational qualifications, experience period, and other qualifications.
(B) Applications not submitted within the specified period by the commission, not meeting the minimum qualifications, lacking specified details, or not paying the specified fee will not be accepted.
(C) Candidates requesting a scribe must contact the Province Public Service Commission, Madhesh Province, Janakpurdham, at least 7 (seven) days before the written exam. Otherwise, the commission will not be obliged to provide a scribe.
(D) Candidates who pass the written exam must submit the original and self-certified copies of educational qualification certificates, citizenship, service experience (if required), and other specified documents for open and inclusive group applications before the interview.
(E) Candidates must specify the details of the category/groups they are applying for in the prescribed format on the admit card; otherwise, they will not be included in the exam.
(F) Candidates must have obtained the specified educational qualifications by the last date for application submission. Candidates who have studied at foreign institutions must have their qualifications equivalence determined by the concerned authority.
(G) Candidates must use only black ink during the exam; otherwise, the answer sheet will be canceled.
(H) The syllabus can be obtained from the commission's website ppsc.p2.gov.np.
