Lok Sewa Aayog Vacancy for Prabidhik Kharidar and 4th Level Health Service 2081

Internal, Open, and Inclusive Competitive Written Exam Notice for Non-Gazetted Second Class (Technical) and Fourth Level Health Service Positions.

Vacancies will be filled through internal, open, and inclusive competitive written exams for the following services, groups, sub-groups, and Non-Gazetted Second Class (Technical) and Fourth Level Health Service positions under the Civil Service. Eligible candidates are invited to apply through the Commission’s online application system at psconline1.psc.gov.np.

Special Notice Regarding the Advertisement:

In line with the order of the Honorable Supreme Court under writ no. 078-WO-0660, the advertisement has been published based on the Civil Service Act, 2049. The inclusion group positions and seat allocations will align with the provisions that will be incorporated into the upcoming Federal Civil Service Act.

Exam Types:

As per the syllabus, written, practical, and interview-based assessments will be conducted.

Exam Centers:

Depending on the advertisement, exams will be held at the following PSC offices:

  • Dhankuta, Ilam, Khotang, Janakpur (Jaleshwar), Kathmandu, Hetauda, Pokhara, Baglung, Butwal, Dang, Surkhet, Jumla, Dipayal, Mahendranagar.

  • For positions advertised by the Jaleshwar office, exams will also be conducted in Lahan (Siraha) and Birgunj (Parsa).

  • For the Surkhet office, an additional exam center will be established in Humla district headquarters.

  • For the Jumla office, an additional center will be in Dolpa district headquarters.

Application Fees:

  • NPR 500 per advertisement.

  • NPR 150 for each additional inclusive group.

  • For more than one cluster within a service/group, NPR 150 per additional cluster.

Application Deadlines:

  • Regular Deadline: 2082-01-16

  • With Double Fee: Until 2082-01-23

Age Requirements (by 2082-01-16):

  • Minimum: 18 years

  • Maximum: 35 years

  • Women and persons with disabilities: Up to 40 years

  • Health Service applicants: Up to 45 years

  • Permanent civil servants currently in service: No age restriction

Fee Payment Method:

Fees can be paid electronically via the online system or in cash at designated banks by printing a bank voucher containing the Master ID and transaction number.

Deadline for Fee Submission: No later than 2082-01-24, including regular or double fees.

  • Educational qualifications, training, experience, inclusive category proof (as per advertisement) – in PDF format

  • Front side of citizenship certificate – in JPEG format

  • Applicants are fully responsible for the accuracy of the information provided in the application.

Dates for interviews will be published after the written exam results.

Both papers (First and Second) will be conducted on the same day as per the syllabus.

Minimum Educational Qualifications Required:

For Internal, Open, and Inclusive Competition

Applicants must not be disqualified under Section 10 of the Civil Service Act, 2049 or Section 12 of the Nepal Health Service Act, 2053, and must meet the following minimum educational requirements:

  1. Computer (Statistics), Economic Planning and Statistics Group:

    • Passed proficiency certificate level or equivalent from a recognized educational institution with Mathematics or Statistics,

    • or passed SLC or equivalent with Optional Mathematics and received 3 months of training in the relevant field,

    • or passed SLC or equivalent with Mathematics and obtained 6 months of experience in the relevant field.

  2. Assistant Hydrologist, Engineering, Civil, Hydrology:

    • Passed TSLC or SLC or equivalent from a recognized institution and received training or one year of experience in the relevant subject.

  3. Senior Mechanic, Engineering, Mechanical, General Mechanical:

    • Passed TSLC or equivalent in the relevant engineering subject from a recognized institution.

  4. Operator, Engineering, Mechanical, Construction Equipment Maintenance:

    • Passed TSLC or equivalent from a recognized institution and obtained a license to operate one of the following machines: roller, tipper truck, dozer, loader, excavator,

    • or passed class eight or equivalent and received a license to operate any two of the above construction machines from a recognized institution.

  5. Mechanic, Engineering, Mechanical, Construction Equipment Maintenance:

    • Passed TSLC (Auto Mechanics or General Mechanics) or equivalent from a recognized institution.

  6. Electrician, Engineering, Mechanical, Construction Equipment Maintenance:

    • Passed TSLC (Auto Electrical or General Electrical) or equivalent from a recognized institution.

  7. Store Mechanic, Engineering, Mechanical, Construction Equipment Maintenance:

    • Passed TSLC (Auto Mechanics or General Mechanics) or equivalent and received at least 3 months of computer operation training from a recognized institution.

  8. Senior Mechanic, Engineering, Metrology:

    • Passed SLC or equivalent and a certificate level or I.Sc. in Mechanical subject from a recognized institution.

  9. Assistant Meteorologist, Engineering, Meteorology:

    • Passed TSLC or SLC or equivalent and obtained training in the relevant subject or one year of experience from a recognized institution.

  10. Amin (Surveyor), Engineering, Survey:

  • Passed SLC or equivalent with Mathematics and received at least one year of training in Survey or Geomatics subject.

  • However, employees already serving in the Engineering, Survey group before the notice published on Bhadra 12, 2068, will be considered to have met the minimum educational qualification prescribed at the time of their entry into that service/group.

  1. Assistant Technician, Agriculture, Horticulture:

  • Passed SLC from a recognized institution and received at least one-year JTA (Agriculture Science) training,

  • or passed TSLC with Agriculture subject.

  1. Assistant Technician, Agriculture, Fisheries:

  • Passed SLC and received at least one-year JTA (Agriculture or Animal Science) training,

  • or passed TSLC with Agriculture or Animal Science subject.

  1. Assistant Technician, Agriculture, Food Nutrition and Quality Control:

  • Passed SLC with Science or TSLC or equivalent in Food Science subject from a recognized institution.

  1. Assistant Livestock Technician, Agriculture, Livestock Production and Dairy Development:

  • Passed SLC and received at least one-year JTA training in Animal Science, Animal Husbandry, or Animal Health, or passed TSLC with Agriculture (Animal Husbandry or Animal Health) subject from a recognized institution.

     

    Note Regarding Minimum Qualification Exemption:

    The educational qualifications set for various categories under the Agriculture Service, published in the Nepal Gazette dated 2069.8.25, will not apply to civil servants who entered service before the publication of this notice. For such employees, the provisions stated in the earlier rules will remain in effect.

    15. Head Field Assistant, Forestry, Botany:

    Must have passed SLC or equivalent from a recognized educational institution.

    16. Senior Game Scout, Forestry, National Parks and Wildlife:

    Must have passed SLC from a recognized institution, be physically fit, and must have either passed Level 2 Skill Test in Forestry from a government-recognized institution or received at least 30 working days of forest-related training from a Regional Forest Training Centre.

    17. Assistant Computer Operator, Miscellaneous:

    • Must have passed SLC or equivalent with Computer as a subject from a recognized institution,

    • or passed SLC or equivalent and received at least 3 months of computer training from a registered institution,

    • or passed SLC or equivalent and received 3 months of computer training conducted for Semi-Skilled Manpower by the Ministry of Science and Technology.

    18. Printing Assistant, Education, Printing Management:

    • Must have passed SLC/SEE and received at least 3 months of basic computer training and 6 months of training related to printing (press),

    • or passed SLC/SEE and received at least 3 months of basic computer training and gained 2 years of experience (Pre-press, Press, Post-press) in printing.

    19. AHW, Health, Health Inspection:

    Must have completed the AHW or CMA course from a recognized educational institution.

    Note:
    For candidates who passed SLC/SEE or equivalent after the implementation of the grading system, a GPA of 2 or above will be considered as meeting the minimum educational qualification.

    Special Notices for Internal Competition:

    (a) Permanent employees working in non-gazetted third class and classless positions will be eligible to apply for positions filled through internal competition.

    (b) For the position of Non-Gazetted Second Class, the candidate must have:

    • The minimum educational qualification, and

    • Completed a minimum of three years of service as per Section 7, Sub-section (6) of the Civil Service Act, 2049.

      • However, for women, indigenous communities, Madhesi, Dalits, persons with disabilities, and those from remote areas, one year less service is acceptable to be eligible for promotion.

    (c) Candidates employed under the Civil Service Act, 2049 Section 7 Sub-section 14k or under the Nepal Health Service Act, 2053, must meet the required minimum service duration and educational qualifications to apply.

    (d) Previous service duration will be calculated based on Rule 123 of the Civil Service Regulations, 2050. Valid proof of service duration is mandatory.

    (e) In cases where educational qualification equivalency is required, a verified copy of the equivalency certificate must be submitted without fail.

    (f) While filling out the online application, candidates must mention all service-related details.

    Special Notices for Open and Inclusive Competition:

    (a) Candidates must not be disqualified as per Section 10 of the Civil Service Act, 2049 or Section 12 of the Nepal Health Service Act, 2053.

    (b) The written exam for open and inclusive categories will be held on the same day and in the same sitting. Candidates do not need to take separate exams for open and inclusive groups for the same service/group.

    (c) Results of candidates selected from the written examination for practical tests and interviews in the open and inclusive categories will be published alphabetically.

    (d) Candidates selected from the written exam must fill in the priority order of service, group, and office before attending the practical test or interview. Candidates who fail to submit this priority order will not be included in the interview process.

    (e) Candidates selected under the inclusive category will not be allowed to choose priority order. Their group will be fixed based on the inclusive categories they selected in the application and as per prevailing PSC regulations.

    (f) Candidates selected under both open and more than one inclusive category for the computer skill test and interview will only have to take these tests once. The scores obtained will be counted for all categories in which the candidate is selected.

    (g) Final recommendations will be made based on the merit order achieved after all exam phases and the priority order of service, group, and office selected by the candidate.

    Important Instructions Regarding Documents and Experience:

    • Candidates applying for internal, open, and inclusive categories must submit all required documents at the time of application as specified in the notice.

    • If selected for the interview after the written exam, candidates must bring original documents and self-attested copies.

    • If a candidate does not have the required documents at the time of application, the application may be rejected at any stage.

    • For integrated and joint examinations including inclusive group advertisements, candidates must submit applications for all intended service/group and open/inclusive categories at once through the online system.

     

For Candidates Under Inclusive Categories:

(a) For Indigenous/Janajati Candidates:

For castes listed under the National Foundation for Development of Indigenous Nationalities Act, the document must confirm the candidate’s inclusion based on that list.

If there are multiple surnames under the listed caste, a letter from the head of the concerned local level, certified by the Chief District Officer, stating that the surname falls under the listed caste, must be submitted.

(b) For Madhesi Candidates:

The certificate must be issued by the institution designated by the Government of Nepal and published in the Nepal Gazette, confirming Madhesi identity.
Until such an institution is designated, a certificate issued by the Chief District Officer based on a recommendation from the head of the concerned local level is required.

(c) For Dalit Candidates:

Documents must be based on the castes listed by the National Dalit Commission.

If multiple surnames fall under the listed caste, a certificate from the Chief District Officer based on a recommendation from the head of the local level confirming the surname’s inclusion under the listed caste must be submitted.

(d) For Persons with Disabilities:

A disability identity card issued by the Social Welfare Council or a disability identity card issued by the local level, mentioning the disability category as per Section 4, Sub-section (3) of the Rights of Persons with Disabilities Act, 2074.

(e) For Backward Region Candidates:

Citizenship certificate indicating permanent residence in the districts mentioned in the clarification clauses under:

  • Section 7, Sub-section (7) of the Civil Service Act, 2049

  • Section 17, Sub-section (6) of the Federal Parliament Secretariat Act, 2064

  • Section 8, Sub-section (5) of the Health Service Act, 2053

Also, a document from the local level confirming current permanent residence in that location, issued within 3 months before the application date, must be submitted.

If the citizenship certificate was obtained from a district other than the permanent residence district, a letter from the District Administration Office explaining the reason is required.
In case of marriage or migration to one of the listed districts, a marriage registration certificate (for marriage) or documents confirming transfer from the previous and current local levels (for migration) must be submitted.

Notes:

(a) For advertisements requiring a minimum service experience, such experience must be completed by the last date of application submission mentioned in the notice. The extended deadline with double fee will not be considered for age, education, experience, or other qualification purposes.

(b) Civil servants who were in the post of Non-Gazetted Second Class or equivalent before adjustment under the Civil Servant Adjustment Act, 2075, are not eligible to apply for the civil service posts in this advertisement.

(c) Applications submitted without meeting minimum qualifications, missing documents, or without payment of required fees will not be accepted.

(d) Candidates needing a writer (assistant) must contact the relevant PSC office at least 10 days before the written exam. Otherwise, the Commission will not be responsible for providing one.

(e) Candidates who pass the written exam must bring the original certificates of academic qualification, citizenship, and experience (if required) and certified copies for both inclusive and open categories at the time of the interview. Failure to do so may result in cancellation.

(f) Required academic qualifications must be obtained by the last date of application submission mentioned in the advertisement.
Candidates with academic degrees from foreign institutions must have their qualifications officially recognized by the concerned authority.

(g) While submitting the online application, candidates must clearly indicate the type of application and the cluster of service/group.

(h) Once selected, advertisement numbers and exam centers cannot be changed. Choose carefully.

(i) Candidates must only use black ink in the exam. Otherwise, the answer sheet will be disqualified.

(j) Minimum qualification details for the advertised post can be reviewed during the online form submission process.
