Lok Sewa Aayog advertisement for Open and Inclusive Competitive Written Examination for Non-Gazette First Class (Non-Technical) Nayab Subba (NaSu) Posts of Civil and Federal Parliament Services and Assistant First Class Posts of National Human Rights Service
Applications are invited from candidates who meet the following qualifications to fill the positions in the following services, groups, and levels of Civil and Federal Parliament Services and National Human Rights Service through competitive examinations. Candidates who meet the specified minimum qualifications must apply through the Commission's online application system at psconline1.psc.gov.np.

Special Notice Regarding Advertisement:
Following the order of the Honorable Supreme Court on Writ No. 078-WO-0660, the advertisement notice has been published in compliance with the Civil Service Act, 2049, and the federal Civil Service Act, including determining positions for inclusive groups.
Types of Examination:
As specified in the syllabus, written, computer skills test, and interview.
Examination Centers:
First and Second Stage: All offices of the Commission except the central office. Additionally, the examination centers for the posts advertised by the Public Service Commission, Jaleshwor Office, will be in Lahaan, Siraha district, and Birgunj, Parsa district. The examination centers for the posts advertised by the Public Service Commission, Surkhet Office, will be maintained in the headquarters of Dolpa and Humla districts.
Application Fee: NPR 700/- (seven hundred) for each advertisement. Candidates applying for additional advertisements within the same service/group must pay an additional fee of NPR 200/- (two hundred) per group.
Application Deadline: Until 2081/10/15, with a double fee until 2081/10/22.
Age Limit Exemption:
Until 2081/10/15, candidates must be at least 18 years old and not exceed 35 years, and for female and disabled candidates, not exceed 40 years.
The age limit does not apply to permanent civil servants currently holding positions in civil service posts or to permanent National Human Rights Service employees currently holding positions in the National Human Rights Service.
Supreme Court Interim Order:
According to the interim order of the Honorable Supreme Court dated 2079/10/20, until the final decision of the case is made, the age limit does not apply to current government employees recommended by the Local Level Examination held by the Public Service Commission, as advertised on 2076/2/15. Such candidates must upload a related statement in the Experience section of the online application system.
Method and Place for Submission of Application Fees:
Application fees can be submitted through the Commission's online application system via electronic means directly or by printing a bank voucher with the Master ID and transaction reference number and depositing cash at the specified banks.
Period for Submitting Application Fees: The specified exam fee or double fee must be submitted by the end date of 2081/10/23.
Documents to be Uploaded:
Candidates must upload documents related to educational qualifications, training, experience, and inclusive group certificates as specified in the relevant advertisement in PDF format to the designated place in the online application system. All candidates must scan and upload the front part of their citizenship certificate in JPG format. Candidates themselves will be fully responsible for the details mentioned in the application.
Examination Schedule Before the Interview and Interview Dates:
Information will be provided when the results of the written examination are published.
Details of the Work to be Performed in the Position: Service, group-related.
Salary: As per prevailing law.
Service-Related Authority: Relevant commission/ministry/body designated to administer the service and group.
Minimum Required Qualifications:
(a) For Civil Service:
Candidates must not be disqualified under Section 10 of the Civil Service Act, 2049 and must have obtained the minimum educational qualifications specified in Rule 15 of the Civil Service Rules, 2050 as follows:
1. For Justice Service, Justice, Law and Government Attorney Group: Passed proficiency certificate level or equivalent from a recognized educational institution.
2. For Foreign Service: Passed proficiency certificate level or equivalent from a recognized educational institution.
3. For Administration Service, General Administration Group: Passed proficiency certificate level or equivalent from a recognized educational institution.
4. For Administration Service, Accounts Group: Passed proficiency certificate level in management, commerce, economics, mathematics, statistics, or public administration or equivalent from a recognized educational institution.
5. For Administration Service, Revenue Group: Passed proficiency certificate level in management, commerce, law, economics, public administration, mathematics, or statistics or equivalent from a recognized educational institution.
6. For Audit Service: Passed proficiency certificate level in management, business administration, or commerce, or passed grade 10 plus 2 or equivalent from a recognized educational institution.
7. For Federal Parliament Service, Administration Group: Passed grade 10 plus 2 or equivalent from a recognized educational institution in any subject.
(b) For National Human Rights Service:
1. For Assistant First Class, Human Rights Assistant: Passed proficiency certificate level or equivalent from a recognized educational institution.
2. For Assistant First Class Accountant: Passed proficiency certificate level in management, commerce, economics, mathematics, statistics, or public administration or equivalent from a recognized educational institution.
Note:
For certificates of the Secondary Education Examination (S.L.C.E.) issued before 2078/9/7, educational certificates with a minimum D+ in each subject (theoretical and practical) in grades 11 and 12 and a Cumulative Grade Point Average (C.G.P.A.) of 1.6 will be recognized.
Special Notice for Open and Inclusive Examinations
1. To pass the first phase examination, candidates must obtain 45% of the total marks. The marks obtained in the first phase will not be added to the marks obtained in the main examination of the second phase.
2. The written examinations for open and inclusive categories will be held in a single sitting on the same date and time. (Separate examinations for each service/group and open and inclusive categories will not be held.)
3. The results of the written examinations for candidates selected for the computer skills test and interview will be published alphabetically.
4. Candidates selected for the computer skills test and interview from the written examination must complete the service, group, and office preference order before the test and interview. Candidates who do not complete the preference order for service, group, and office will not be allowed to participate in the interview.
5. Candidates selected for the computer skills test and interview from the written examination in the inclusive category will not be able to choose the preference order of the inclusive group. The inclusive group of the candidate will be maintained based on the inclusive group mentioned in the application form as per the prevailing arrangement of the Commission.
6. For candidates selected for the computer skills test and interview from the written examination in both open and inclusive categories and in more than one inclusive group, the program will be set so that they participate in the computer skills test and interview only once. The marks obtained in the skills test and interview will be counted for all groups (open and inclusive) in which the candidate has passed.
Special Instructions Regarding Additional Documents and Experience to be Submitted by Candidates:
Candidates wishing to apply for positions in open and inclusive groups must submit the following documents at the time of application. After being selected for an interview based on the written examination results, candidates must bring the originals and self-certified copies of these documents to the interview. If the documents mentioned are unavailable with the candidate at the time of application, the application can be canceled at any time.
Special Provision for Submitting Application Form Without the Main Certificate of Educational Qualification:
Within the deadline for filling out the application form for the advertisement published by the Commission, if the exam results have been published by the school/college/university but the main certificate has not been issued, the candidate can submit the application form with a letter from the institution stating that the candidate has passed (all years/semesters, thesis, practical exams) along with the mark sheets. Candidates who submit the application form in this manner must upload the main certificates of the required qualifications as soon as they are issued.
Important Points to Consider When Submitting Application Forms for Integrated and Joint Examinations Including Inclusive Groups:
When submitting online application forms for advertisements with integrated and joint examinations, candidates must submit a single application for all services/groups and inclusive groups they wish to apply for.
Additional Documents Required for Candidates Applying for Inclusive Group Positions:
(a) For Indigenous/Janajati: The document must certify the caste listed in the National Foundation for Development of Indigenous Nationalities Act based on the list. Suppose there are multiple surnames within the caste listed in the Act. In that case, the document must be certified by the Chief District Officer based on the recommendation of the head of the concerned local level.
(b) For Madhesi: The document must certify being Madhesi from the institution designated by the Government of Nepal in the Nepal Gazette. Suppose no institution is designated until the publication of such notice in the Gazette. In that case, the document must be certified by the Chief District Officer based on the recommendation of the head of the concerned local level.
(c) For Dalit: The document must certify the caste listed in the National Dalit Commission based on the list. Suppose there are multiple surnames within the caste listed in the Act. In that case, the document must be certified by the Chief District Officer based on the recommendation of the head of the concerned local level.
(d) For Disabled: The disability identity card issued by the Social Welfare Council or the disability identity card issued by the concerned local level as per Sub-section (3) of Section 4 of the Act Relating to Rights of Persons with Disabilities, 2074, mentioning the classification of disability.
(e) For Backward Areas: The citizenship certificate mentioning permanent residence in the districts listed in Section 7, Sub-section (7) of the Civil Service Act, 2049, Section 17, Sub-section (6), Explanation Clause (1) of the Federal Parliament Secretariat Act, 2064, and Section 8, Sub-section (5), Explanation Clause (1) of the Health Service Act, 2053, and a document certifying permanent residence in the same place from the concerned local level within three months before the date of filling out the application form.
Note:
Suppose citizenship is obtained from a district other than the permanent residence district. In that case, a letter mentioning the reason for doing so must be obtained from the district administration office issuing the citizenship. Suppose the candidate has moved or married into a district listed in Section 7, Sub-section (7) of the Civil Service Act. In that case, 2049, or Section 8, Sub-section (5) of the Health Service Act, 2053, documents proving marriage (for marriage) and migration (for migration) must be presented from the concerned local level/body.
(a) For advertisements requiring experience, candidates must have completed the minimum service period specified for the relevant position by the last date for submitting applications. The deadline for double fees will not be counted for age, educational qualifications, experience period, and other qualifications.
(b) Before being adjusted under the Employee Adjustment Act, 2075, civil service employees holding positions equivalent to first-class Gazette or equivalent shall not be eligible to apply for civil service advertisements.
(c) Applications not submitted within the deadline specified by the Commission, do not meet the minimum qualifications, do not contain the specified details, or do not pay the specified fees, etc., will not be accepted.
(d) Candidates requesting a scribe must contact the relevant office of the Commission at least ten (10) days before the written examination begins. Otherwise, the Commission will not be obliged to provide a scribe.
(e) Candidates who pass the written examination must submit the original copy and a copy certified by the head of the relevant office of the permanent certificate of educational qualification, citizenship, service experience (where necessary), and documents mentioned for the inclusive and open category candidates before attending the interview.
(f) The educational qualifications specified must be obtained within the final date for submitting applications for the first publication of the advertisement. Candidates who have obtained degrees from foreign institutions must have their qualifications recognized by the relevant body.
(g) When submitting the online application, Candidates must indicate the type of service, group, and cluster they are applying for.
(h) Once the advertisement number and examination center are selected, they cannot be changed, so candidates must carefully select the advertisement number and examination centers.
(i) Candidates must use black ink only in the examination; otherwise, the answer sheet will be canceled.
(j) Details of the minimum educational qualifications required for the position being applied for can be viewed while filling out the online form.
