Lok Sewa Aayog Kharidar Vacancy 2081 - Advertisement for Written Examination for the Internal, Open, and Inclusive Competitive Positions of Non-Gazetted Second Class (Non-Technical), Kharidar, or Equivalent Posts in Civil Service and Federal Parliamentary Service

Applications are invited for competitive examination to fill the following service, group, and class positions through Internal Competition, Open and Inclusive recruitment in the Civil Service and Federal Parliamentary Service. Candidates meeting the minimum qualifications specified below must apply through the Commission's online application system, psconlinel.psc.gov.np.

Special Notice Regarding Advertisement

As per the writ of mandamus issued by the honorable Supreme Court on writ number 078-WO-0660, this advertisement has been published in accordance with the Civil Service Act, 2049, with the understanding that positions for inclusive groups will be determined as per the upcoming Federal Civil Service Act.

Type of Examination

Written examination, computer skills test, and interview as specified in the curriculum.

Examination Centers

First and Second Phase: As designated by the Commission's offices in Dhankuta, Ilam, Khotang, Jaleshwar, Kathmandu, Hetauda, Pokhara, Baglung, Butwal, Dang, Surkhet, Jumla, Dipayal and Mahendranagar. Additionally, for positions advertised by the Public Service Commission, Jaleshwar Office, examination centers will also be established in Lahan of Siraha district and Birgunj of Parsa district. For positions advertised by the Public Service Commission, Surkhet Office, an examination center will also be established at the headquarters of Humla district. For positions advertised by the Public Service Commission, Jumla Office, an examination center will also be established at the headquarters of Dolpa district.

Application Fee

  • Rs. 500 (five hundred) for each advertisement

  • Additional Rs. 150 (one hundred fifty) for each additional inclusive group

  • Additional Rs. 150 (one hundred fifty) for each additional service/group cluster beyond the first one

Application Deadline

2081/12/19 (Nepali calendar date), with late applications accepted until 2081/12/26 with double fee.

Age Requirements

As of 2081/12/19, candidates must be at least 18 years old and not older than 35 years. Female candidates and candidates with disabilities must not be older than 40 years. The age limit does not apply to permanent civil servants currently employed in civil service positions. For Federal Parliamentary Service positions, the age limit does not apply to permanent employees currently working in Federal Parliamentary Service and other similar government services (Civil and Health Services).

Fee Payment Method

Application fees can be paid electronically through the Commission's online application system or by printing the bank voucher with the Master ID and transaction reference number and paying cash at designated banks.

Fee Payment Period

Fees or double fees must be paid no later than 2081/12/27.

Required Minimum Qualifications for Internal Competition, Open and Inclusive Positions

Candidates must not be disqualified under Section 10 of the Civil Service Act, 2049 and Section 20 of the Federal Parliamentary Secretariat Act, 2064, and must have obtained the following minimum educational qualifications:

  1. For Justice Service (Justice, Law and Government Lawyer groups), Administration and Federal Parliamentary Service, General Administration group: SLC or equivalent passed from a recognized educational institution.
  2. For Administration Service, Accounts group: SLC or equivalent passed from a recognized educational institution with Mathematics or Ain Shresta or Optional Accounting subject.

Note: For candidates who have passed SLC or equivalent after the implementation of the grading system, a GPA of 2 or higher will be considered as meeting the minimum requirement.

Special Notice for Internal Competition

(a) Permanent employees working in Non-Gazetted Third Class and Non-classified positions can be potential candidates for positions filled through internal competitive examination.

(b) Candidates must have the minimum educational qualification required for the Non-Gazetted Second Class position and must have completed the minimum service period (three years) as per Section 7(6) of the Civil Service Act, 2049. (However, civil servants who are women, indigenous/ethnic groups, Madhesi, Dalit, persons with disabilities, and those with permanent residence in backward areas will be eligible candidates for promotion even if their service period is one year less than the specified service period.)

(c) Employees working in the service as per Section 7(14A) of the Civil Service Act, 2049 and the Federal Parliamentary Secretariat Act, 2064 who have completed the necessary minimum service period and educational qualifications will be eligible to become candidates.

(d) Calculation of previous service period will be as per Rule 123 of the Civil Service Regulations, 2050. The service period must be certified.

(e) In case of educational qualifications requiring equivalency determination, a certified copy of the equivalency determination certificate must be submitted.

(f) When filling out the online application form, service-related details must be mentioned.

Special Notice for Open and Inclusive Examination

  1. Candidates must not be disqualified under Section 10 of the Civil Service Act, 2049 and Section 20 of the Federal Parliamentary Secretariat Act, 2064.
  2. To pass the First Phase examination, candidates must obtain 45 (forty-five) percent of the total marks. The marks obtained in the First Phase will not be added to the marks obtained in the main examination of the Second Phase.
  3. The written examination for open and inclusive categories will be held in the same sitting, on the same date and time. (Separate examinations for each service/group and open and inclusive groups will not be required.)
  4. When publishing the results of candidates selected for computer skills test and interview from the written examination of open and inclusive categories, the results will be published in alphabetical order.
  5. Candidates selected for computer skills test and interview from the written examination must prioritize service, group, and offices before participating in the computer skills test and interview. Candidates who do not prioritize service, group, and office will not be allowed to participate in the interview.
  6. Candidates selected for computer skills test and interview from the inclusive group category will not be allowed to choose priority for inclusive groups. The inclusive group of the candidate will be determined based on the inclusive groups mentioned in the application form, according to the Commission's prevailing arrangement.
  7. For candidates selected for computer skills test and interview from both open and inclusive categories, or more than one inclusive group, the program will be arranged so that they participate in the computer skills test and interview only once. The scores obtained in the skills test and interview will be counted for all groups (open and inclusive) that the candidate has qualified for.

Special Instructions Regarding Additional Documents and Experience to be Submitted by Candidates

Candidates wishing to apply for positions in Internal, Open and Inclusive groups must submit the documents required in the notice at the time of application. After being selected for interview from the written examination results, candidates must bring the originals of such documents along with self-certified copies when coming for the interview. If the candidate does not have the mentioned documents at the time of application, the application may be rejected at any time.

Attention Required When Submitting Application Forms for Integrated and Combined Examinations and Advertisements Including Inclusive Groups

When submitting application forms online for integrated and combined examinations and advertisements including inclusive groups, candidates must submit applications for all services/groups and open and inclusive groups they wish to apply for at the same time.

Additional Required Documents for Candidates Applying for Inclusive Groups

(a) For Indigenous/Ethnic Groups: For ethnicities listed in the National Foundation for Development of Indigenous Nationalities Act, based on that list; but if there is more than one surname within the listed ethnicity, a document certified by the Chief District Officer on the recommendation of the local level chief, confirming that the surname belongs to the listed ethnicity.

(b) For Madhesi: Document certified as Madhesi by an institution designated by the Government of Nepal through notification in the Nepal Gazette; but until such institution is designated, a document certified as Madhesi by the Chief District Officer on the recommendation of the local level chief.

(c) For Dalits: For castes listed by the National Dalit Commission, based on that list; but if there is more than one surname within the listed caste, a document certified by the Chief District Officer on the recommendation of the local level chief, confirming that the surname belongs to the listed caste.

(d) For Persons with Disabilities: Disability identity card issued by the Social Welfare Council or disability identity card issued by the local level as per Section 4(3) of the Rights of Persons with Disabilities Act, 2074, mentioning the classification of disability.

(e) For Backward Areas: For permanent residents of districts mentioned in the explanatory clause (1) of subsection (7) of Section 7 of the Civil Service Act, 2049, explanatory clause (1) of subsection (6) of Section 17 of the Federal Parliamentary Secretariat Act, 2064, and explanatory clause (1) of subsection (5) of Section 8 of the Health Service Act, 2053, citizenship certificate obtained from the respective district indicating permanent residence and a document certified by the local level confirming current permanent residence in the same place, based on a recommendation made up to 3 months before the date of filling the application form.

If citizenship was acquired from a district other than the district of permanent residence, a letter stating the reason for doing so must be obtained from the District Administration Office issuing the citizenship, and if the person has married or migrated to a district mentioned in Sub-section (7) of Section 7 of the Civil Service Act, 2049 and Explanation Clause (1) of Sub-section (6) of Section 17 of the Federal Parliament Secretariat Act, 2064 and Explanation Clause (1) of Sub-section (5) of Section 8 of the Health Service Act, 2053, in the case of marriage, a marriage registration certificate and in the case of migration, a document showing the local level from which the person has left and migrated to.

Note:

(a) In the case of advertisements requiring a period of experience, the minimum period of service specified for the relevant post must have been completed by the last date for submitting applications specified at the time of publication of the advertisement. The period of double duty will not be counted for the purposes of age, educational qualifications, period of experience and other qualifications.

(b) Civil servants working in Non-Gazetted Class II or similar posts before the adjustment as per the Employees Adjustment Act, 2075 BS will not be eligible to be candidates in this advertisement for the Civil Service.

(c) Applications that are not submitted within the deadline specified by the Commission or that do not meet the minimum qualifications or that do not disclose other specified details or that do not pay the prescribed fee, including the prescribed fee, will not be accepted.

(d) Candidates who request a supporting writer should contact the concerned office of the Commission at least 10 (ten) days before the commencement of the written examination. Otherwise, the Commission will not be obliged to provide a supporting writer.

(e) Candidates who pass the written examination must submit the permanent certificate of educational qualification, citizenship, service experience, if necessary, certified by the head of the concerned office, and the original and copy of the documents mentioned as required for candidates applying for inclusive and open categories, before giving the interview.

(f) Candidates must have attained the prescribed educational qualification by the last date specified for submitting the application at the time of publishing the advertisement. Candidates who have obtained educational degrees from foreign educational institutions must have their qualifications equivalency determined by the concerned body.

(g) While submitting the online application, the candidate must mandatorily indicate the type and service, group cluster in which he is applying.

(h) Once the advertisement number and examination center are selected, there is no possibility of revision, so the advertisement number and examination center must be selected with confidence.

(i) The examinee must use only black ink in the examination, otherwise the answer sheet will be cancelled.

(j) Details regarding the minimum educational qualification required for the post applied for can also be viewed while filling the online form.
