In line with the approved permanent staff positions in the annual strategy and budget of FY 2081/82, Agricultural Development Bank Ltd. is inviting online applications from eligible Nepali citizens for the following positions through open and inclusive competition, based on the approval of the Public Service Commission, starting from 2081/12/22.
For candidates currently employed at any government office or institution owned by the Government of Nepal, departmental approval from their current organization must be obtained and submitted along with the application. Applications without the minimum educational qualifications, not within the specified age limit, unpaid exam fees within the given timeframe, or not meeting other outlined criteria will not be processed.
Moreover, any applicant who has been dismissed from service under disqualification from reappointment at government organizations, organized institutions, or banks/financial institutions; found guilty by a court in criminal offenses indicating moral turpitude; declared ineligible for appointment by the guidelines issued by Nepal Rastra Bank; blacklisted for unpaid loans; or mentally unfit, will be held personally accountable for any incorrect or misleading information submitted, and action will be taken under prevailing laws.

Special Notice Regarding Advertisement:
As per the verdict issued on 2079/10/24 by the Honorable Supreme Court in relation to writ no. 078-WO-0660, the recruitment will proceed according to the legal provision following the mentioned directive.

(4) Terms of Service: Employees appointed under this notice will fall under the contribution-based provident fund system.
(5) Nature and Location of Work:
Successful candidates must work in any office as assigned by the bank under the existing law.
(a) Employees appointed under Adv. No. 11/2081-82 (Branch Manager), 12/2081-82 (Business Officer), 13/2081-82 (MIS Officer), 14/2081-82 (Legal Officer), 15/2081-82 (Computer Officer), and 16/2081-82 (Loan Officer) must work at any office designated by the bank.
(b) For Adv. No. 17/2081-82 (Madhesh) for the position of Accountant, the appointees must work for a minimum of five years in any office under Madhesh Province. Transfer to other provinces will not be permitted before completion of the five-year term.
(c) For Adv. No. 18/2081-82 (Bagmati), appointees must serve for at least five years in districts within Bagmati Province excluding Kathmandu, Lalitpur, Bhaktapur, and Kavrepalanchok. No transfer outside the province will be allowed before five years.
(d) For Adv. No. 19/2081-82 (Lumbini), appointees must serve for at least five years in any designated office within Lumbini Province. Transfer outside the province is not permitted before five years.
(6) Minimum Educational Qualification and Experience:
(a) Adv. No. 11/2081-82 – Branch Manager (Level 8, Officer, Administrative Service): Postgraduate degree in Economics, Law, Management, or Information Technology with first division from a recognized university, and at least four years’ work experience as an officer in a Category ‘A’ bank or financial institution licensed by Nepal Rastra Bank.
(b) Adv. No. 12/2081-82 – Business Officer (Level 6, Officer, Administrative Service): Postgraduate degree with a major in Economics from the Commerce, Management, or Humanities faculty from a recognized university.
(c) Adv. No. 13/2081-82 – MIS Officer (Level 6, Officer, Administrative Service): Postgraduate degree in Management with a major in Computer or Information Systems from a recognized university.
(d) Adv. No. 14/2081-82 – Legal Officer (Level 6, Officer, Administrative Service): Bachelor’s degree in Law from a recognized university and a valid Advocate license.
(e) Adv. No. 15/2081-82 – Computer Officer (Level 6, Officer, Technical Service): Bachelor’s degree with a major in Computer Science from the Faculty of Information Technology, Science, or Engineering from a recognized university.
(f) Adv. No. 16/2081-82 – Loan Officer (Level 6, Officer, Technical Service): Postgraduate degree in Agriculture, Forestry, or Animal Science from a recognized university.
(g) Adv. No. 17/2081-82, 18/2081-82, 19/2081-82 – Accountant (Level 4, Assistant, Administrative Service): Proficiency Certificate Level or 10+2 in Management or Humanities with major in Economics from a recognized university, board, or institution, with at least 3 months’ basic computer training.
Note:
The candidate must have obtained a minimum D+ grade in each subject if academic qualifications are based on GPA. Foreign degrees must be equivalent to the relevant level that Tribhuvan University determines.
(7) Online Application Process:
Applications must be submitted online only. Applicants must first register at the bank's portal: https://vacancy.adbl.gov.np. After registration, log in using the User ID/Password to complete the online application form as per the bank's instructions.
The form must include a recent passport-size photo, specimen signature, citizenship certificate, academic degree and transcript of the final qualification required for the applied post, character certificate, equivalency certificate from Tribhuvan University (if applicable for foreign degrees), work experience and training certificates (if required), and inclusive category documents if applicable. These must be scanned and uploaded.
After submission, the system will confirm with messages such as "Form has been Submitted", "Payment Successfully Received", "Form has been approved", or "Form has been rejected", sent to the applicant’s registered mobile number or email. Applicants must verify receipt of such messages.
Admit cards will be provided online, and candidates are responsible for safeguarding their User ID and Password.
(8) Exam Fees:
For each advertisement, applicants must pay the following fees:

Officer Level (Level 6 and 8): NPR 1,000 for open category; NPR 500 additional for each inclusive group.

Assistant Level (Level 4): NPR 800 for open category; NPR 400 additional for each inclusive group.
If applying under one inclusive group only, the fee applicable for the open category must still be paid. Fees for rejected applications will not be refunded.
(9) Exam Fee Payment Method:
After submitting the online form, applicants must go to My Application > All Applications and click the Pay option for the respective advertisement. Payment must be made through ADBL Mobile Banking, Connect IPS, NCHL QR Payment, E-Sewa, or Khalti.
If applying for multiple advertisements, fees must be paid separately for each.
(10) Basis for Inclusive Category Applications:
Applicants applying under inclusive categories must upload the following documents at the time of application and submit verified copies during the interview if shortlisted. All documents must be submitted by 2082/01/11.
(a) Adivasi Janajati/Janajati: Document proving the caste listed under the Nepal Adivasi Janajati Nationalities Act. If multiple surnames exist under one caste, a recommendation from the local authority verified by the Chief District Officer is required.
(b) Madhesi: Certification from an institution designated by the Government of Nepal or a recommendation from the local authority and verification by the Chief District Officer until such an institution is officially designated.
(c) Dalit: Document proving the caste listed by the National Dalit Commission. If multiple surnames exist, a local recommendation verified by the Chief District Officer is required.
(d) Persons with Disabilities: Disability certificate based on a licensed doctor’s recommendation and validated by the Social Welfare Council or per prevailing laws.
(e) Backward Region: Citizenship certificate indicating permanent residence in Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, or Humla districts, and a recommendation letter from the local government confirming permanent residence for at least 3 months before application date. If migrated due to marriage or relocation, include the marriage certificate or proof of migration.
(11) Age Limit:

Level 4: Minimum 18 and not exceeding 35 years as of the deadline.

Level 6: Minimum 21 and not exceeding 35 years.

Level 8: Minimum 21 and not exceeding 45 years.
-
For women and persons with disabilities, the upper age limit is 40 years for Levels 4 and 6.

No age limit for permanent employees currently serving at ADBL.
(12) Application Period:
From 2081/12/22 to 2082/01/11 (21 days).
(13) Late Application with Double Fee:
Late applications can be submitted from 2082/01/12 to 2082/01/18 with double fee.
Qualifications, experience, certificates, or age reached after 2082/01/11 will not be valid.
(14) Selection Method:
Approved applications will be published on the bank’s website.

Level 6 and 8: Selection will be based on written exams and interviews. Only approved applicants can attend the written exam, and only those passing the written exam will proceed to the interview.

Level 4 (Accountant): A preliminary screening exam will be held. Only those who pass this can appear in the second phase written exam, and only those who pass that will attend the final interview. Marks from the preliminary exam will not be counted in the final score.
(15) Written Exam Schedule and Venue:
The Public Service Commission will conduct all written exams. The Commission will publish the date, time, location, and exam center. Further details will be shared after the contact date.
