The Provincial Public Service Commission (Koshi Pradesh Lok Sewa Aayog) is calling for applications from qualified candidates for various positions in the Provincial Civil Service, Technical Forestry Service, General Forestry Group, Assistant Level, Third Class, Forest Guard (Ban Rakshak) posts. Details:

Examination Center: The commission will later publish the examination center for written, physical, and fitness tests.

Application Fee: A fee of NPR 400 (four hundred) must be paid for each advertisement. Candidates applying under the inclusive category must pay an additional fee of NPR 100 (one hundred) for each additional group.

Application Deadline: The last date to apply is 2081/10/20. With double the fee, applications can be submitted until 2081/10/27.

Payment Method: The fee can be paid electronically through the commission's online application system or by printing the bank voucher with the Master ID and transaction number from specified banks.

Age Limit: As of 2081/10/20, candidates must be between 18 and 35 years old. The age limit for women and differently-abled candidates is 40. There is no age limit for permanent civil service, provincial civil service, or local government employees.

Required Documents: Candidates must upload the necessary documents, including educational qualifications, training, experience, and inclusive group-related documents, in PDF format. They must also upload scanned copies of both sides of their citizenship certificate in JPG format.

Practical and Written Exam Schedule: The physical fitness test, written exam, and interview schedule will be published later for approved candidates.

Minimum Qualifications: Forest Guard, Assistant Level, Third Class, Provincial Forest Service, General Forestry Group: Must have passed 10th grade from a recognized educational institution and be physically fit.

(a) Physical Test Requirements:

    • Height: Minimum 5 feet 2 inches for males, 5 feet for females.

    • Chest: 31-33 inches for males.

    • Weight: Minimum 50 kg for males, 42 kg for females.

    • Vision Test: No vision weaker than +2 to -2.

    • Color Vision Test: No color vision defects.

Only candidates meeting these physical criteria will be eligible to apply.

Full Marks:

  • 20 for each event listed above.

  • The events will be conducted sequentially. Candidates who fail in the previous event will not be allowed to participate in the subsequent event.

Note:

  1. All candidates who obtain the minimum passing marks in the first-stage written examination are eligible to take the second-stage physical fitness test.

  2. Candidates must not be disqualified under Section 16 of the Provincial Civil Service Act, 2079.

  3. When applying, candidates must check the box in the online application system that says “I am physically fit” and declare that they meet the minimum qualifications accordingly.

  4. The physical fitness tests for the second stage will only be conducted at the specified location.

  5. Candidates applying for open and inclusive categories or more than one inclusive group will only be required to take the physical fitness test once.

  6. The deadline for double fee payment does not count for age, educational qualifications, experience period, or other qualifications.

  7. Applications that are not submitted within the specified timeframe, do not meet the minimum qualifications, lack required details, or do not have the required fee paid will not be accepted.

  8. When attending the physical fitness test, candidates must bring their original admission card and citizenship certificate. Candidates who pass the written exam must present their educational qualifications, citizenship certificate (original and copy), before attending the interview.

  9. The exams will be conducted in three stages: first stage (written exam), second stage (physical fitness test), and third stage (interview). Only candidates who pass the first stage will be eligible for the second stage, and only those who pass the second stage will be eligible for the third stage.

  10. The first stage's open and inclusive written exam will be conducted in a single sitting on the same date and time.

  11. Candidates must use only black ink in their answer sheets; otherwise, the answer sheet will be canceled.

  12. The results of candidates selected from the open and inclusive written exams will be published alphabetically.

  13. Candidates selected from the inclusive group written exams will not be allowed to choose the priority order of their inclusive groups.

  14. The candidate’s inclusive group will be maintained based on the inclusive group(s) mentioned in the application form, per the commission's prevailing system.

  15. The recommendation for appointment will be made based on the merit order obtained after all stages of the exam.

  16. Applications from candidates not eligible for the same-level position will not be accepted, as per Section 9 of the Provincial Civil Service Act, 2079.

  17. Candidates requiring a scribe must contact the commission office at least 10 days before the written exam starts. Otherwise, the commission will not be obligated to provide a scribe.

  18. Candidates must have achieved the required educational qualifications by the application deadline. Candidates who studied at foreign institutions must have their qualifications recognized by the relevant authority.

  19. When submitting the online application, candidates must indicate the type and cluster of service group they are applying for.

  20. When completing the online form, candidates must update their mobile number and email address. Information regarding the application's acceptance or rejection will be communicated directly via mobile or email. Candidates will be responsible if they cannot participate in the exam due to an incorrect mobile number or email address.

  21. The commission will not be responsible for correcting discrepancies between the advertisement number and the exam center details.

Special Instructions for Candidates Applying for Inclusive Groups:

Candidates wishing to apply for positions in inclusive groups must prepare and submit the following documents at the time of application. Candidates selected for interviews based on the written exam results must bring the original and a self-certified copy of these documents. If these documents are not valid at the time of application, the application can be canceled at any time.

For Indigenous/Janajati:

  • Document certifying the sub-caste listed within the caste listed in the Act, recommended by the head of the concerned local level and approved by the Chief District Officer.

For Dalit:

  • Document certifying the sub-caste listed within the caste listed by the National Dalit Commission, recommended by the head of the concerned local level and approved by the Chief District Officer.

For Tharu:

  • Document certifying the sub-caste listed within the Tharu caste listed in the Act, recommended by the head of the concerned local level and approved by the Chief District Officer.

For Madheshi:

  • Document certifying the sub-caste listed within the caste listed by the relevant institution specified by the Government of Nepal, or if not specified, recommended by the head of the concerned local level and certified by the Chief District Officer.

For Muslim:

  • Document certifying the sub-caste listed within the caste listed by the relevant institution specified by the Government of Nepal, or if not specified, recommended by the head of the concerned local level and certified by the Chief District Officer.

Note:

As per Section 10 of the Provincial Civil Service Act, 2079, Sub-section (4) of Section 10 of the same Act, and Rule 21 of the Provincial Civil Service Regulations, 2081, a person can only avail of the facility at the assistant and officer levels once during their service period.
