The Province Public Service Commission, Koshi Province (Koshi Pradesh Lok Sewa Aayog), invites applications for technical and non-technical positions under the Provincial Civil Service through an internal inter-service competition, inter-level competition, and open and inclusive competitive written examinations.
This notice is published as per Advertisement No. 33/2089-082, dated Monday, 2081/5/31. The positions will be filled through competitive examinations (internal inter-service, inter-local level, open, and inclusive) for the following services, groups, sub-groups, and levels in the Provincial Civil Service.
Candidates who meet the required qualifications are requested to apply through the Commission's online application system at psconline.pl.gov.np. The terms of service, salary, and other benefits will be as per the prevailing laws.
Examination Center: Province Public Service Commission, Koshi Province, Biratnagar
Examination Fees:
- Level: Ninth
- Application Fee: Rs. 2000/-
- For candidates applying for multiple positions in the same service/group or inclusive group advertisements, an additional fee of Rs. 500/- per extra group will apply.
Application Deadline: Until 2081/6/20, with an option to apply by paying double the fee until 2081/6/29.
Fee Payment Location and Method: Application fees can be paid electronically via the Commission's online application system or by printing the bank voucher with a Master ID and transaction reference number. The fees can also be deposited in cash at the specified bank.
Fee Payment Deadline: The examination or double examination fee must be paid by 2081/6/30.
Application Method: Applications for all advertised positions must be submitted exclusively through the online system. Detailed instructions on how to apply online can be viewed at psconline.pl.gov.np.
Age Limit of Candidates: Candidates must be at least 21 years old and not exceed 45 years as of 2081/06/20. The age limit does not apply to permanent employees of the Civil Service, Provincial Civil Service, or Local Government Service.
Documents to be Submitted: Candidates must upload the following documents in PDF format to the specified location in the online application system:
- Minimum educational qualifications
- Training
- Experience
- Professional license
- Documents supporting inclusive group applications
- Both sides of the Nepali citizenship certificate scanned and uploaded in JPG format.
Responsibility: Candidates are solely responsible for the accuracy of the details mentioned in their application.
Interview and Written Exam Schedule: The dates and location for interviews and other exams will be announced when the written examination results are published.
Job Description for the Position: Related to the respective service group.

Required Minimum Qualifications:
- A postgraduate degree in the relevant field
- At least five years of experience in an officer-level position within the Federal Civil Service, Provincial Civil Service, Local Government Service, or any other government service, or seven years in an officer-level position within a registered organized institution or international association.
- For candidates with a Ph.D., four years of experience is required.

Eco. & Marketing Group: Must have completed the minimum educational qualifications required for the seventh level and have a postgraduate degree or equivalent in Agri-Economics, Agri-Business, Agri-Marketing, Agri-Finance, or Resource Economics from a recognized educational institution. Officer, Level 9, Provincial Forestry Service, General Forestry Group:
Must have a bachelor’s degree in Forest Science, majoring in at least three core subjects such as Silviculture, Forest Resource Measurement (Forest Mensuration), Forest Resource Survey, Land and Watershed Management, Wildlife Conservation/Management, or Protected Forest Area Management, from a recognized educational institution. Additionally, the candidate must have a postgraduate degree or equivalent in Silviculture, Forest Resource Measurement, Forest Resource Survey, Land and Watershed Management, Wildlife Conservation/ Management, Protected Area Management, Agroforestry Management, Forest and Environment Management, Forest and Climate Change, Natural Resource Management, or Biodiversity from a recognized educational institution and meet the service duration as specified in Subsection (2) of Section 8 of the Provincial Civil Service Act, or the qualifications and service duration specified in Subsection (3) of the same section. -
Consultant General Physician, Level 9, Provincial Health Service, Medicine Group, General Medicine Subgroup: Must have a postgraduate degree in General or Internal Medicine from a recognized educational institution, and must be registered and renewed with the relevant professional council.

Group: Must have an MBBS or equivalent degree from a recognized educational institution, or a postgraduate degree in Community Medicine, or have completed B.A.M.M.S. and earned a postgraduate degree in Public Health from a recognized educational institution, and must be registered and renewed with the relevant professional council.

Health Education Administrator, Level 9, Provincial Health Service, Health Education Group: Must have a postgraduate degree in Health Education from a recognized educational institution, and must be registered and renewed with the relevant professional council.

Undersecretary or Equivalent, Level 9, Provincial Administration Service, General Administration Group: Must have a postgraduate degree or equivalent from a recognized educational institution, and meet the service duration as specified in Subsection (2) of Section 8 of the Provincial Civil Service Act, or the qualifications and service duration specified in Subsection (3) of the same section.
Additional Information for Inter-Level Examinations:
- Candidates must meet the qualifications specified in Subsection (5) of Section 8 of the Provincial Civil Service Act, 2079.
- The candidate must not be under suspension as per prevailing laws, or the suspension period must have ended.
- The candidate must not have been subjected to departmental penalties that have resulted in promotion restrictions, or the restriction period must have ended.
Information for Internal Inter-Service Examination:
- Employees promoted from the seventh level to the eighth level, currently serving in the respective service, group, and sub-group for the positions to be filled, and who meet the specified educational qualifications, are eligible to participate in the ninth level internal inter-service competitive exam.
- The candidate must not be under suspension as per prevailing laws, or the suspension period must have ended.
- The candidate must not have been subjected to departmental penalties that have resulted in promotion restrictions, or the restriction period must have ended.
- Candidates must have obtained the educational qualifications as per Section 31 of the Act.
Information for Open and Inclusive Examinations:
- Candidates must meet the qualifications specified in Section 16 of the Provincial Civil Service Act, 2079.
- The first phase of the open and inclusive written examinations will be conducted at the same time (single sitting).
- The results of candidates selected from the open and inclusive written examinations will be published in alphabetical order.
- The inclusive group of candidates will be maintained based on the group(s) mentioned in the application form, as per the Commission's prevailing rules.
- For the candidates selected for both open and inclusive categories, In Basket Exercise and interview schedules will be conducted only once, and the scores from In Basket Exercise and interviews will be calculated for all groups (open and inclusive) the candidate has qualified for.
- After all phases of the examination, candidates will be recommended for appointment based on the merit order and the service/group/sub-group preference selected by the candidate.
Special Instructions for Candidates Applying in the Inclusive Group:
Candidates applying for positions in the inclusive group must prepare and submit the following documents when applying. After being selected for an interview from the written examination results, candidates must bring original documents along with self-certified copies for verification. If the required documents are not found valid at any stage, the application may be canceled at any time.
- For Indigenous/Janajati Candidates: Candidates must provide a document verifying their ethnicity as listed in the Nepal Indigenous/Janajati Upliftment National Foundation Act. If there are multiple households within a listed ethnicity, candidates must provide a certificate from the Chief District Officer, as recommended by the local government, verifying the specific household within the listed ethnicity.
Notes:
- For all positions in the Provincial Health Service, candidates must be registered with the relevant professional council, and their professional license must be valid.
- Candidates must have completed the minimum experience required by the relevant advertisement by the application deadline.
- The double fee deadline will not be considered for age, educational qualification, experience duration, or other qualifications.
- Candidates are not allowed to apply for the same level position, and such applications will not be accepted as per Section 9 of the Provincial Civil Service Act, 2079.
- Applications that are incomplete, do not meet the minimum qualifications, or do not include the required documents or fees within the specified deadline will not be accepted.
- Candidates requiring assistance for the written exam must contact the Commission at least seven days before the exam. Failure to do so will not obligate the Commission to provide assistance.
- Candidates selected for the In Basket Exercise and interview must present their original certificates of educational qualifications, citizenship, and other required documents, along with copies, before the exercise.
- Candidates must have met the educational qualification requirements by the application deadline (2081/6/20). For candidates who studied abroad, equivalency must be determined by the relevant authorities.
- If candidates from Nepalese universities are unable to submit the required educational certificates or transcripts due to timing, they must provide a letter from the university confirming the completion of all exams, including theses, practicals, and other requirements, by the single fee application deadline.
- Candidates must ensure to indicate the correct service group cluster when submitting the online application.
- Candidates must update their mobile number and email address while filling out the form online. Failure to receive exam-related information due to incorrect contact details will be the responsibility of the candidate.
- Once selected, the advertisement number and exam center cannot be changed, so candidates must carefully select these options.
- Candidates must use black ink during the exam; otherwise, the answer sheets will be canceled.
