Information, Communication Technology, and Publication Branch Advertisement for Written Competitive Examinations for Technical and Non-Technical Posts of Officer Level (Eighth and Seventh Level)

The Provincial Civil Service and Local Government Service positions for various technical and non-technical service groups and levels (Eighth and Seventh) are to be filled through competitive examinations (internal, open, and inclusive). Therefore, eligible candidates are invited to apply for the positions listed below. Candidates meeting the specified minimum qualifications must submit their applications through the Commission's online application system at psconline.pl.gov.np.

Exam Center: Provincial Public Service Commission, Koshi Province, Biratnagar

Level: For Seventh / Eighth Level

Application Fee:

  • Exam Fee: Rs. 1,200/-
  • For candidates applying for additional posts in the same service/group or for inclusive groups, an additional Rs. 400/- per group is required.

Final Date for Application Submission: 2081/7/20, with a double fee till 2081/7/27.

Application Fee Payment Location and Method: The application fee can be paid electronically via the Commission's online application system or by printing the bank voucher with the Master ID and transaction reference number and submitting cash at the designated bank.

Fee Payment Deadline: The specified exam fee or double fee must be paid by the deadline of 2081/7/28.

Application Method: Applications must be submitted online for all advertised positions. Detailed instructions on how to submit online applications can be found at psconline.pl.gov.np.

Age Limit for Candidates:

  • Must be at least 21 years old and not exceed 35 years by 2081/7/20.
  • For female and disabled candidates, the maximum age limit is 40 years.
  • For health services, candidates must be at least 21 years old and not exceed 45 years.
  • There is no age limit for permanent employees of the Civil Service, Provincial Civil Service, and Local Government Service.
    Required Documents: Candidates must upload the following documents in PDF format in the specified section of the online application system:
  • Minimum educational qualifications, training, experience, professional license, and documents for the inclusive group as specified in the advertisement.
  • Scanned copies of both sides of the Nepali citizenship certificate in JPG format.
    Candidates will be fully responsible and accountable for the information provided in the application.

Interview and Exam Dates and Location: The exam schedule and interview dates will be announced after the written exam results are published.

Salary: As per the relevant service rules.

Minimum Required Educational Qualifications:
For Internal Competitive and Open/Inclusive Examinations:

  1. Environmental Engineer (Seventh Level, Forest and Environment Service): Must have completed at least a four-year Bachelor's degree in Environmental Engineering or equivalent from a recognized institution.
  2. Internal Audit Officer (Seventh Level, Local Administration Service, Internal Audit Group): Must have a Bachelor's degree in Management, Business Administration, or Commerce from a recognized institution.
  3. Economist (Seventh Level, Provincial Administration Service, Miscellaneous Group): Must have a Master's degree in Economics or an equivalent qualification from a recognized institution.
  4. Legal Officer (Seventh Level, Local Law Service, Law Group): Must have a Bachelor's degree in Law from a recognized institution.

For positions not listed above, the minimum educational qualifications will be as per Schedule 4 of the Provincial Civil Service Regulation, 2081.

Additional Information for Internal Competitive Exams:

  1. Candidates must meet the qualifications as per Section 8, Subsection (5) of the Provincial Civil Service Act, 2079 (with the second amendment).
  2. The candidate should not have been suspended, or if suspended, the suspension period must have ended.
  3. The candidate should not be subject to departmental penalties that prevent promotion, or such penalties must have been completed.

Information for Open and Inclusive Exams:

  1. Candidates must meet the eligibility criteria according to Section 16 of the Provincial Civil Service Act, 2079, and Section 16 of the Local Government Service (Formation and Operation) Act, 2080.
  2. The first phase of the open and inclusive written exams will be conducted on the same date and time in a single sitting.
  3. The inclusive group will be determined based on the group indicated by the candidate in the application form, as per the Commission's existing regulations.
  4. For candidates selected in multiple groups (open and inclusive) from the written exam, computer skill tests, group tests, and interviews will be conducted once. The marks obtained from the computer skill test, group test, and interview will be calculated for all groups (open and inclusive) the candidate has passed.
  5. After all stages of the exam, candidates will be recommended for appointment based on the merit order and their preferred service/group/sub-group priority order.

Special Instructions for Inclusive Group Candidates:

Candidates applying for positions under the inclusive group must submit the required documents as per Sub-rule (9) of Rule 21 of the Provincial Civil Service Regulations, 2081, during the application submission. Upon selection for the interview after the written exam, candidates must bring both original and copies of the required documents. If the required documents are not submitted at the time of application, the application may be canceled at any stage.

Important Notes:

  1. For Health Services: All candidates must be registered with the relevant professional council and have a valid license.
  2. For Positions Requiring Experience: The required experience period must be completed by the last date for single-fee application submission.
  3. For Double Fee Applications: Age, educational qualifications, experience periods, and other qualifications will not be counted based on the double fee submission date.
  4. For Same-Level Positions: Candidates are not allowed to apply for the same-level positions; such applications will not be accepted.
  5. Rejected Applications: Applications that are incomplete, lack the minimum qualifications, or do not include the required documents and fees will be rejected.
  6. Candidates Requiring Scribe Assistance: Candidates needing a scribe must contact the Commission's office at least seven days before the exam. Otherwise, the Commission will not be obligated to provide a scribe.
  7. Educational Qualifications: Candidates must have obtained the required educational qualifications by the final date of application submission (2081/7/20). Candidates who have studied at foreign institutions must have their qualifications recognized by the relevant authority. However, candidates from Nepali universities who have met the qualifications but are unable to submit their certificates by the final application date may submit a letter from the university indicating that they have passed all required exams and completed all necessary requirements.
  8. Cluster Selection: Candidates must indicate the type of post and service group they are applying for in the online application form.
  9. Update Contact Information: Candidates must update their mobile numbers and email addresses in the online form. The Commission will communicate exam-related information via these contacts, and the candidate will be responsible for any missed information due to incorrect contact details.
  10. Selection of Advertisement and Exam Center: Once an advertisement number and exam center are selected, they cannot be changed. Candidates should carefully select the advertisement and exam center.
  11. Use of Black Ink Pen: Candidates must use only a black ink pen in the exam; otherwise, the answer sheet will be canceled.
  12. Exam Syllabus: The syllabus can be downloaded from the Commission's website, psc.koshi.gov.np.
