Job Opportunities at Province Public Service Commission, Koshi Pradesh, Nepal (for 7th, 8th Level Technical and Non-Technical Positions)

Province Public Service Commission, Koshi Pradesh, Biratnagar, Nepal is inviting applications for various technical and non-technical officer-level roles in the Province civil service. The commission aims to fill these roles through an open and inclusive competitive written examination.

Examination Structure

The selection process includes Written Examination, Computer Skill Test, Group Test, and Interview. The schedule for the written examination will be announced later.

Application Fee

The application fee for each advertisement is NPR 1,200. An additional fee of NPR 400 will have to be submitted for candidates applying to more than one advertisement of the same service/group.

Last Date of Submission

The last date for submission of applications is 31/03/2080, with a grace period for double payment until 04/07/2080.

Method of Online Fee Submission

After submitting the application form online, click on the "ok" button, followed by the "Pay" link. Select your preferred bank and proceed with the "Online Payment" option. Log into the Connect IPS system using your bank account information to complete the transaction.

How to Submit a Fee Through Bank

After completing the application form via the commission's online system, click on the "Ok" button followed by the "Pay" link. Choose your preferred bank, select the "Offline Payment" option, and then click on "Next". On the next page, click on "Click here to generate voucher" to create your payment voucher.

Print this voucher and take it to the nearest branch of the selected bank to pay the fee in cash. Since banks will not accept cash without a voucher, ensure you have it with you. All branches of the mentioned banks across Nepal will accept your payment.

Submission of Application Receipt

Candidates must submit the voucher bearing the Master ID transaction code number received after online submission. The prescribed examination fee/double fee must be submitted within office hours on the day following the last date for double fee payment submission. If this day falls on a public holiday, submit it on the first day after the office reopens.

Mode of Application

Applications for all advertised posts must be submitted online only. Detailed information regarding the submission of applications online can be found at psconline.p1.gov.np.

Age Limit for Candidates

Candidates must be at least 21 years of age as of 31/03/2080 and not exceed 35 years. The maximum age is extended to 40 years for women and disabled candidates. There is no age limit for permanent employees of the civil service, Province civil service, and local government service.

Documents to be Submitted

Candidates must upload documents supporting their minimum educational qualification, training, experience, business permit certificate, and inclusive group opening documents, among others mentioned in the advertisement. All documents must be uploaded in PDF format.

Candidates should scan both sides of their Nepali citizenship certificate and upload it in JPEG format at the designated location. Candidates will be held responsible for the details mentioned in the application.

Notification regarding the pre-interview test program, as well as the date and place of the interview, will be published following the announcement of the written test results.

  2. Ayurveda Doctor, Level 8, Province Health Service, Ayurveda Group: Must be a graduate in Ayurveda Medicine from a recognized educational institution.

  3. Dental Surgeon, Level 8, Province Health Service, Dentistry Group: Must have obtained a BDSc or BDS degree from a recognized educational institution.

  4. Public Health Officer, Level 7, Province Health Service, Health Inspection Group: Must be a graduate in Public Health from a recognized educational institution.

  5. Nursing Officer, Level 7, Province Health Service, General Nursing Group: Must have received a graduate degree in Nursing from a recognized educational institution.

  6. Community Nursing Officer, Level 7, Province Health Service, Community Nursing Group: Must have received a graduate degree in Public Health (Community Health) Nursing from a recognized educational institution.

Notice for Inter-Local Competitions:

  1. For groups and sub-groups of posts employed and filled in the sixth level for competition in the seventh level inter-local level competition, qualified permanent employees working at the local level can become candidates.

Notice for Open and Inclusive Examination:

  1. As per section 16 of the Province Civil Service Act, 2079, no one should be disqualified.

  2. For the posts which will be conducted in two stages i.e. first stage and second stage, only the candidates who have passed the first stage will be allowed to participate in the second stage.

  3. To pass the first phase examination for the administration service, candidates must obtain at least 40 (forty) percent marks of the first phase examination. The results of the written examination will be published based on the percentage of marks obtained in the first phase examination and the total marks obtained in the second phase examination.

  4. The first stage open and inclusive written examination will be held on the same (sitting) date and time.

  5. The results of the candidates selected from the open and inclusive written examination will be published in alphabetical order.

  6. The inclusion group of the candidate will be established based on the inclusion groups mentioned by the candidate in the application form, as per the prevailing rules of the Commission.

  7. The program will be determined in such a way that the candidates who are selected in open and inclusive and more than one inclusive group for the computer skill test, group discussion, and interview from the written test towards the open and inclusive group will participate in the computer skill test and interview only once. The score of the skill test and interview will be calculated in all groups (open and inclusive) in which the candidate has passed.

  8. After all stages of examination, the merit order obtained and the priority order of the service/group/subgroup chosen by the candidate will be taken into account for appointment recommendations.

SPECIAL INSTRUCTIONS FOR CANDIDATES APPLYING IN THE INCLUSIVE GROUP:

Candidates applying for posts under the inclusive group should prepare the following documents and submit them with their application. Candidates selected for interviews based on the written test results should bring self-attested copies of these documents when attending the interview. If these documents are not provided during the application phase, the application may be cancelled at any time.

  1. Adibasi/Janjati candidates: A document based on the list of castes mentioned in the National Foundation for Upliftment of Aadibasi/Janjati Act. If a caste listed in the Act has multiple surnames, a document endorsed by the Chief District Officer on the recommendation of the local head, confirming the surname is within the listed caste.

  2. Madhesi candidates: A document certified by the Government of Nepal as a Madhesi from a specified organization, as notified in the Nepal Gazette. Until the institution is specified in the Gazette, a document certified as a Madhesi by the Chief District Officer on the recommendation of the local head.

  3. Dalit candidates: A document based on the list of castes mentioned by the National Dalit Commission. If a caste listed by the Commission has multiple surnames, a document endorsed by the Chief District Officer on the recommendation of the local head, confirming the surname is within the listed caste.

  4. Tharu candidates: A document based on the list of Tharu castes mentioned in the Nepal National Foundation for Upliftment of Aadibasi/Janjati Act. If the Tharu caste listed in the Act has multiple surnames, a document endorsed by the Chief District Officer on the recommendation of the local head, confirming the surname is within the listed Tharu caste.

  5. Muslim candidates: A document certified by the Nepal Government as a Muslim from an institution as prescribed by publishing a notice in the Nepal Gazette. Until the institution is specified in the Gazette, a document certified as a Muslim by the Chief District Officer on the recommendation of the local head.

These documents will serve as proof of the candidate's eligibility for the inclusive group they are applying under. Please remember to check all the document requirements before submitting your application to avoid any potential issues or delays in the application process.

NOTE:

  1. In cases where the advertisement requires a certain period of experience, candidates should have completed the minimum service period by the final date of application for the respective post.

  2. The period of double duty will not count towards age, educational qualifications, experience duration, or other qualifications.

  3. As there is no provision for applying for the same level post (according to Section 9 of the Province Civil Service Act, 2079), such applications will not be accepted.

  4. Applications that are not submitted within the specified period, fail to meet the minimum qualifications, do not disclose required details, or do not include the prescribed fee will not be accepted.

  5. Candidates requiring assistant writers should contact the commission's office at least 7 days before the written examination begins. The commission is not obligated to provide an assistant writer otherwise.

  6. Candidates who pass the written test must submit their educational qualification certificate, Nepali citizenship certificate, a certified copy from the relevant office head if needed, and the documents mentioned for inclusive and open category applicants before the computer skill test, group discussion, and interview. Both original and duplicate copies must be submitted.

  7. Candidates must have achieved the required educational qualification by the final application date. For those who studied in foreign institutes, the equivalence of the qualification must be determined by the relevant authorities. Candidates from universities in Nepal must submit the minimum educational qualification certificate or transcript with the application by the last single fee submission day.

  8. While submitting the online application, candidates must specify the type of candidate and the cluster of the service group.

  9. Candidates should update their mobile numbers and email addresses during online form filling. Information about the acceptance/rejection of a candidate's form will be directly sent to the mobile or email address provided. Candidates will be responsible for any issues that arise due to incorrect contact details.

  10. The advertisement number and examination center cannot be changed once selected. Candidates should be certain when making their selections.

  11. Candidates must use only black ink during the examination. Otherwise, their answer sheets will be cancelled.

  12. Information about the minimum educational qualification required for the post can be viewed while filling out the online form.
