Karnali Pradesh Lok Sewa Aayog Vacancy for 4th Level Assistant (Technical and Health)
The Province Public Service Commission of Karnali Pradesh (Karnali Pradesh Lok Sewa Aayog) in Birendranagar, Surkhet, is inviting applications for various technical positions at the local government's 4th level. These positions span multiple services, groups, and sub-groups, all of which require staffing through a rigorous selection process.
Type of Examination:- Written, Practical, Computer Skill Test and Interview (as mentioned in the relevant syllabus).

Application Fee:- Application fee for each advertisement is Rs. 400 will have to be paid. In case of candidates applying in additional advertisement towards the inclusive group, an additional fee for each additional group will be Rs. 200 will have to be paid.
Method and place of submitting the application fee:- After submitting the form through the Commission's online application system, choose an option from Online Payment or Offline Payment and pay the application fee. Candidates who make online payment can make payment immediately using the specified wallets. Candidates who make offline payment should choose one of the designated banks, print the voucher and submit the application within the period of payment.
Period for submission of application fee:- After submitting the application through online mode, the candidate should pay the double fee along with the Master ID and transaction code number voucher received by the candidate within the office hours on the next day after the last date for submitting the application (if the said day falls on a public holiday, then the first day of office opening). Examination fee / double fee must be submitted compulsorily.

Documents to be uploaded:- Candidates have to upload the documents specified in the relevant advertisement including educational qualification, training, experience, inclusive group opening documents in pdf/jpg file at the designated place of the online application system. All candidates have to scan the front and back of their citizenship certificate and upload it in jpg file. The candidate should be fully responsible for the details mentioned in the application.

Candidate Age Limit:- Completed 18 years of age till 2081/01/17 and not exceeding 35 years. Not exceeding 40 years in case of women and disabled candidates. Not exceeding 45 years in case of health services.

Minimum Qualification Required:
- Assistant Sub-Engineer, Engineering, Civil: Passed SLC/SEE or equivalent from a recognized educational institution and trained in the relevant subject or passed TSLC/SEE course in the relevant subject from a technical institute or passed SLC/SEE or equivalent in technical and professional subject towards civil engineering at the secondary level. Passed as well.
- Water and Sanitation Technician, Engineering, Civil, Sanitary: Passed SLC/SEE or equivalent from a recognized educational institution and trained in Water and Sanitation or two years experience in related field or SLC/SEE in technical and professional subject towards Civil Engineering at secondary level Or pass the same.
- Amin, Engineering, Survey: Passed SLC/SEE or equivalent from a recognized educational institution and completed at least one year training in Survey or Geomatics.
- Junior Technical Assistant (JTA), Agriculture, Soil Science, Horticulture, Crop Protection, Agricultural Extension: Passed SLC/SEE from a recognized educational institution with minimum one-year JTA (Agriculture) training or passed TSLC/SEE in Agriculture subject.
- Junior Animal Health Technician, Agriculture, Veterinary: Passed SLC/SEE from a recognized educational institution with minimum one year JTA (Animal Husbandry/Animal Health) training or passed TSLC/SEE in Agriculture (Animal Husbandry/Animal Health).
- Junior Animal Service Technician, Agriculture, Lapodade: Passed SLC/SEE from a recognized educational institution with minimum one year JTA (Animal Science / Animal Husbandry / Animal Health) training or Agriculture (Animal Husbandry / Animal Health / Animal Science) subject. Passed SLC/SEE.
- Assistant Women Development Inspector, Miscellaneous: Passed SLC/SEE or equivalent from a recognized educational institution.
- Assistant Computer Operator, Miscellaneous: Passed SLC/SEE or equivalent in computer subject from a recognized educational institution or passed SLC/SEE or equivalent from a recognized educational institution and received at least three months computer training from a registered institution or SLC/SEE from a recognized educational institution Or equivalent and received three months computer training conducted by Ministry of Science and Technology (currently Ministry of Education, Science and Technology) for Semi-skilled Man power.
- Medicine, Health, Ayurveda: Passed SLC/SEE or equivalent from a recognized educational institution and passed one year Assistant Ayurveda Worker Course.
- AHW, Health Inspection: Passed AHW or CMA course or equivalent from a recognized educational institution.
- ANM, Health, Junior Nursing: Passed ANM course or equivalent from a recognized educational institution.
- Lab Assistant, Health, MLT, JMLT: Passed SLC/SEE or equivalent from a recognized educational institute and passed one year course of Lab Assistant.
Note:- After the implementation of the grading system, in the case of candidates who have passed SLC/SEE or similar, those who have obtained a grade point of GPA 2 or above will be considered to have fulfilled the minimum qualification.
Selection Process:
The selection will be based on performance in the competitive examination, followed by a priority-based appointment system at various local levels within Karnali Province.

Notice for Open and Inclusive Examinations
- Must not be disqualified according to the prevailing Civil Service Act (Section 10 of the Civil Service Act, 2049) and Section 12 of the Health Service Act, 2053.
- For the posts which will be conducted in two stages i.e. first stage and second stage, only the candidates who have qualified in the first stage will be allowed to participate in the second stage. In order to pass the first phase examination, 40 (forty) percent marks of the first phase must be obtained. Fifty percent of the marks obtained in the first phase examination will be published based on the total marks obtained in the second phase examination.
- Only women are eligible to apply for the post of Assistant Women Development Inspector of Miscellaneous Services.
- The written examination for open and inclusive will be held at one sitting, on the same date and time. (Separate examination need not be conducted for each service/group and open and inclusive group)
- While publishing the results of the selected candidates from the open and inclusive written test, all services and groups will be published in alphabetical order.
- Candidates selected in the written test must fill the priority order of the local levels before attending the computer skill test and interview. Candidates who are absent in the skill test/practical test will not be included in the interview.
- Candidates who are selected through the written test towards the inclusive group will not be allowed to choose the priority order of the inclusive group. Based on the inclusion groups mentioned by the candidate in the application form, the inclusion group of the candidate will be established according to the prevailing rules of the Commission.
- The program will be determined in such a way that the candidates who are selected in open and inclusive and more than one inclusive group for computer practical or skill test and interview from the written test towards the open and inclusive group will participate in the computer skill test and interview only once. The score of computer practical or skill test and interview will be calculated in all groups (open and inclusive) in which the candidate has passed.
- After the examination of all stages, the merit order obtained and the priority order of the local level chosen by the candidate will be recommended for appointment.
SPECIAL INSTRUCTIONS FOR CANDIDATES APPLYING IN INCLUSIVE GROUP ADVERTISEMENT
Candidates who want to apply for the posts of the inclusive group should prepare the following documents and submit the application at the time of application. After being selected for the interview based on the results of the written test, when coming for the interview, you will have to bring the copies of such documents along with self-attested copies. If the mentioned documents are not submitted in the application, the application can be canceled at any time.
(a) In the case of tribals/tribes: Listed in the National Foundation for Development of Indigenous Nationalities (NFDIN) Act, based on the same list and in case of more than one surname within the tribe listed in the Nepal Tribal/Tribal Upliftment National Foundation Act, listed by the chief district officer on the recommendation of the head of the local level concerned. A document certifying that it is a surname within the caste.
(b) In the case of Madhesi: a document certified by the Government of Nepal as a Madhesi from an institution as prescribed by publishing a notice in the Nepal Gazette; But a document certified as a Madhesi by the chief district officer on the recommendation of the head of the local level concerned, until the institution is designated after publishing a notice in the Nepal Gazette. (c) In case of Dalits: Based on the same list as in the case of castes listed by the National Dalit Commission, however, if there is more than one surname within the caste listed by the National Dalit Commission, a document certified by the chief district officer as a surname within the listed caste on the recommendation of the head of the local level concerned.
Note:
(a) Completion of the minimum period of service by the last date for receipt of applications prescribed for the respective posts in case of advertisements requiring period of experience.

(d) Candidates requesting an assistant writer should contact the concerned office of the Commission at least 5 (five) days before the commencement of the written examination. Otherwise, the commission will not be obliged to provide a co-author.
(e) Candidates who pass the written test must submit the complete certificate of educational qualification, citizenship, service experience, certified by the head of the relevant office and copy of the documents mentioned to be submitted for inclusive and open application candidates, before the interview. .
(f) Should have attained the prescribed educational qualification within the last date of submission of application. Candidates who have studied in foreign educational institutes must have their qualifications evaluated by the relevant authorities. Only the certificate of minimum educational qualification issued by the concerned educational institution/board up to 2081/01/17 will be recognized.
(g) Candidates must compulsorily reveal the details of the types/groups for which they are candidates in the prescribed format in the admit card, otherwise they will not be included in the examination.
(h) Candidates have to update their mobile number and email while filling the form through online. As the candidate's form acceptance/rejection and result related details will be informed directly through mobile phone and email, if the concerned candidate is unable to participate in the examination due to wrong mobile number and email, the concerned candidate will be responsible for it.
(i) After choosing the advertisement number for the open and inclusive side for which you want to be a candidate, you have to choose the advertisement number with confidence as there will be no revisions.
(j) Candidates must use only black ink in the examination, otherwise the answer sheet will be cancelled.
