Advertisement for Internal, Inter-Service, Open, and Inclusive Competitive Examinations for Assistant Level Fourth Class (Non-Technical/Technical) Posts in Karnali Province Civil and Local Services.

As per the Karnali Province Civil Service Act, 2080, and the Local Service (Formation and Operation) Act, 2081, applications are invited from eligible candidates to fill permanent peligible candidates are invited to apply forsive competitive examinations for the following non-technical/technical posts in the services, groups, and sub-groups under the Assistant Level Fourth Class of the Provincial Civil Service and Local Service.

Candidates who meet the prescribed minimum qualifications must apply online through the Commission’s online application system:  https://ppsconline.karnali.gov.np.

Type of Examination:

Written, competitive, and interview-based (the medium and language of the written examination will be as specified in the syllabus).

Examination Center:

As designated by the Commission.

Application Fee:

An application fee of NPR 400 (four hundred only) must be paid for each advertisement.

Candidates applying for additional inclusive group advertisements must pay an extra NPR 200 (two hundred only) for each additional group.

Method and Place of Fee Payment:

After submitting the application form through the Commission’s Online Application System, candidates must choose either the Online Payment or Offline Payment option to pay the application fee.

  • Candidates selecting the Online Payment option can immediately pay using the designated wallets.

  • Candidates selecting the Offline Payment option must print the voucher by selecting one of the designated banks and pay the fee at the respective bank within the specified time frame.

Fee Payment Deadline:

After submitting the online application, the candidate must complete the payment process by presenting the printed voucher with the Master ID and transaction reference number. The fee or double fee must be paid no later than the office hours of the next day after the final date for double-fee application submission (if that day falls on a public holiday, the payment must be completed on the first office day thereafter).

Documents to be Uploaded:

Candidates must upload scanned copies (PDF/JPG format) of all required documents as specified in the advertisement, including:

  • Academic certificates

  • Training certificates

  • Work experience documents

  • Proof of inclusive group eligibility (if applicable)
    All candidates must upload a scanned copy (front and back) of their Nepali Citizenship Certificate in JPG format.
    Candidates are fully responsible for the accuracy of the information provided in the application.

Application Deadline:

  • Regular deadline: Until 2082/01/15

  • With double fee: Until 2082/01/22

Age Limit of Candidates (as of 2082/01/15):

  • Must have completed 18 years and not exceeded 35 years of age.

  • For female candidates, the age limit is up to 40 years.

  • As per Sub-section (6) of Section 9 of the Karnali Province Civil Service Act, 2080 and Sub-section (7) of Section 10 of the Local Service (Formation and Operation) Act, 2081, the age limit shall not exceed 40 years for candidates mentioned under Sub-section (4) of Section 20.

  • The age restriction does not apply to permanent employees of the Federal Civil Service, any Provincial Civil Service, or Local Services.

  • Employees continuously working in an approved permanent position at the local level at the time the Local Service (Formation and Operation) Act, 2081, came into effect, and who meet the minimum academic qualifications, are not subject to age limits.

Date and Time of Examination:

The preliminary phase examination will be held on 2082/02/24 at 9:00 AM.

The dates and times for internal, inter-service, open, and inclusive competitive examinations (excluding those under the preliminary phase) for Provincial Civil and Local Services will be published later on the Commission’s official website.

Exam Schedule Before Interview, Date and Venue of Interview:

Will be announced at the time of publication of the written examination results.

Job Responsibilities:

As prescribed under the respective service, group, and sub-group.

Salary, Terms of Service, and Facilities:

As per prevailing laws.

Minimum Qualifications Required for Open and Internal Inter-Service Competitive Examinations

Candidates must meet the minimum qualifications and experience requirements as per Sub-section (3) of Section 8 of the Karnali Province Civil Service Act, 2080, and Sub-section (3) of Section 9 of the Local Service (Formation and Operation) Act, 2081 for open competitive examinations; and as per Sub-section (7) of Section 8 of the Karnali Province Civil Service Act, 2080, and Sub-section (7) of Section 9 of the Local Service (Formation and Operation) Act, 2081 for internal inter-service competitive examinations.
Applicants required to be registered with a professional council must be registered and have their registration valid as of the final date for application submission.

Minimum Required Qualifications by Post

(a) Administrative Assistant, Provincial/Local Administration, General Administration:
Passed SLC/SEE or equivalent from a recognized educational institution.

(b) Accounting Assistant, Provincial/Local Administration, Accounts:
Passed SLC/SEE or equivalent with Mathematics, Law, or Optional Accountancy from a recognized institution.

(c) Water Supply and Sanitation Technician, Local Engineering, Civil/Sanitary: Passed SLC/SEE or equivalent and completed water supply and sanitation training, or has two years of experience in the related field or equivalent qualification.

(d) Amin (Survey Assistant), Local Engineering, Survey: Passed SLC or equivalent with Mathematics and completed at least one year of training in Survey or Geomatics.

(e) Assistant Technical Officer, Provincial/Local Agriculture, Horticulture / Non-grouped: Passed JTA (Agriculture Science) training or passed SLC/TSLC with related subject from a recognized institution.

(f) Junior Animal Health Technician, Provincial/Local Agriculture, Veterinary / Animal Services: Passed SLC and completed JTA (Animal Science) training or passed TSLC in a related subject.

(g) Forester, Provincial Forest, General Forestry: Passed SLC or equivalent and passed Level 2 skill test in forestry from a recognized institution by the Government of Nepal or received at least 30 working days of training in forestry from the Forest Research and Training Centre.

(h) ANM, Provincial/Local Health, Community Nursing: Passed ANM course from a recognized institution.

(i) AHW, Provincial/Local Health, Health Inspection: Passed CMA course from a recognized institution.

(j) Baidhya (Ayurvedic Practitioner), Provincial Health, Ayurveda: Passed Baidhya course from a recognized institution.

(k) Lab Assistant, Provincial Health, Medical Laboratory: Passed TSLC or equivalent in Health Lab subject from a recognized institution.

Note: Candidates who passed SLC/SEE or equivalent under the grading system must have obtained a minimum GPA of 2 to be considered eligible.

Important Points for Applying to Internal Inter-Service, Open, and Inclusive Examinations

(a) Applicants must not be disqualified under Section 20 of the Karnali Province Civil Service Act, 2080 and the Local Service (Formation and Operation) Act, 2081.

(b) Candidates applying under internal inter-service must meet the qualifications mentioned in Sub-section (7) of Section 8 of the Karnali Province Civil Service Act, 2080 and Sub-section (7) of Section 9 of the Local Service (Formation and Operation) Act, 2081.

(c) Results of candidates selected through the written exam for internal inter-service, open, and inclusive competitions will be published in alphabetical order under a consolidated list by service and group.

(d) Recommendations for appointment will be based on the final merit order after all examination phases.

(e) Candidates selected through the written exam must compulsorily submit the office preference list before the computer skill test and interview. Those who fail to attend the computer skill test will not be included in the interview.

(f) Candidates selected for computer skill test and interview under both open and inclusive categories will attend both processes only once. Their obtained scores will be counted for all relevant groups.

(g) Final recommendations for appointment will be based on merit order after completion of all examination phases.

Special Instructions for Applicants to Inclusive Group Posts

Applicants applying under inclusive categories must submit the following documents during application and must present both original and self-attested copies during the computer skill test and interview if shortlisted. Failure to submit required documents at any stage may result in cancellation of the application.

(a) Khas Arya:

Document certifying surname is listed in the National Inclusive Commission’s Khas Arya list or verified by the Chief District Officer based on local government recommendation.

(b) Dalit:

Document certifying surname is listed in the National Dalit Commission’s list or verified by the Chief District Officer with local government’s recommendation.

(c) Indigenous (Adivasi Janajati):

Document certifying surname is listed in the Nepal Adivasi Janajati Upliftment National Foundation Act, 2058 or verified by the Chief District Officer based on recommendation from the local government.

(d) Backward Area:

Citizenship certificate showing permanent residence in designated local levels under Rule 11(1) of Karnali Province Civil Service Rules, 2080 and Rule 10(1) of Local Service Rules, 2081, and verification of current residency from the local government.

(e) Persons with Disabilities:

Disability identity card issued by the Social Welfare Council or by the local government as per Section 4(3) of the Rights of Persons with Disabilities Act, 2074.

(f) Madhesi:

Document certifying surname is listed by the Government of Nepal or the Madhesi Commission, or verified by the Chief District Officer based on local government recommendation.

(g) Muslim:

Document certifying surname is listed by the Muslim Commission or verified by the Chief District Officer with recommendation from the local government.

Additional Notes

(a) Candidates are not eligible to apply for the same level/grade if the Acts do not allow applications at an equal level. However, eligible employees in local health services may apply as specified.

(b) The deadline for double fee submission is not applicable for calculating age, qualifications, experience, or any eligibility criteria.

(c) Reservation benefits can be claimed only once in service lifetime for an authorized or assistant level post as per Sub-section (1) of Section 9 of the Karnali Province Civil Service Act, 2080 and Sub-section (1) of Section 10 of the Local Service Act, 2081.

(d) Applications without required qualifications, incomplete information, or unpaid fees will be rejected.

(e) Candidates requesting a scribe must submit a written request to the Commission at least five days before the written examination.

(f) Candidates who pass the written exam must present original copies and self-attested photocopies of all required documents including academic certificates and citizenship before the interview.

(g) Only black ink must be used in the written exam. Answer sheets with other colors will be invalidated.

(h) Matters not mentioned in this notice will be governed by the Province Public Service Commission Act, Rules, Directives, and prevailing laws.

(i) If eligible, a candidate may compete from more than one group but must choose only one group for final competition as per Section 9(5) of the Karnali Province Civil Service Act, 2080 and Section 10(6) of the Local Service Act, 2081.
