Minimum requirement/Qualification needed:

  • Masters degree
  • 3-4 years of experience working on healthcare projects in Nepal
  • Excellent written and oral communication skills in English
  • Experience in project and financial management INGO experience preferred
  • Experience in development context preferred
  • Diplomatic and interpersonal skills a must, ability to build positive relationships
  • Strong administrative and management skills, including financial management
  • Excellent strategic and analytical skills, including the ability to synthesize and effectively communicate complex issues

TITLE: HCP Cure Blindness Regional Manager - Asia (Contractor)

POSITION TYPE:  Full-time

 REPORTS TO: HCP Cure Blindness Senior Director of Programs + Training

LOCATION: Kathmandu, Nepal

 ORGANIZATIONAL PROFILE:

HCP Cure Blindness has worked for over twenty-five years to strengthen eye care systems in several countries in Asia and Sub-Saharan Africa by providing access to critical eye care services, training for eye health professionals, and enhanced eye care infrastructure.  HCP Cure Blindness is a US NGO working closely with the Tilganga Institute of Ophthalmology in

Kathmandu, to implement its program activities outlined in its agreement with the Social Welfare Council in Nepal - to provide quality eye care services and training in Tilganga’s Service Area. HCP also supports similar work in Bhutan and other Asian countries.

SUMMARY: 

HCP Cure Blindness is looking to hire a contract Regional Manager to manage HCP’s Asia partnerships with a primary focus on our work in Nepal. The Manager will work closely with HCP Cure Blindness US staff on program administration, financial management, and planning. The ideal candidate will have a Master’s degree, at least 3-4 years of experience working on healthcare projects in Nepal, preferable with another INGO and good English language skills. This role requires interaction with a range of internal and external stakeholders in Nepal, the US and beyond.

DETAILED SCOPE OF WORK: 

HCP/Tilganga
  • Liaise between HCP US and Tilganga(TIO) staff by working closely with Tilganga’s finance, program, training and management teams to ensure timely and clear communications
  • Lead the Nepal biweekly zoom meeting with HCP US Staff, contributing to agenda and updates
  • Facilitate the drafting of the Annual Partnership Agreement (APA) between HCP and Tilganga.
  • Oversee successful implementation of program activities outlined in APA between HCP and Tilganga
  • Evaluate and analyze incoming requests from the Tilganga team; communicate these to the US office
  • Obtain reports (Monthly Expense Reports(MER)/ Pediatric Fund/Yearly Budget) from TIO, review and compare with the budget; and share with the HCP US office in a timely manner when approved
  • As directed by HCP, work on TIO Strategic Plan and inform HCP of relevant updates
  • Facilitate visits of HCP visitors, including staff members and other groups (such as TUCK business school students)
  • Support HCP in implementation of grant-funded project activities to ensure they are meeting objectives, budget, and deliverables (i.e. USAID/ASHA projects)
  • Handle banking transactions for reimbursement of MER approved after review by contractor and US office for Nepal
  • Visit district/outreach activities on a regular basis to observe activity and better understand localized needs

Social Welfare Council 

  • Provide necessary updates at district level with reference to SWC agreement; includes working with CPAC and keeping HCP apprised of all developments and overseeing and implementing any HCP activities with respect to CPAC/ DPAC
  • Work with the SWC on the negotiation, timing, and implementation of any amendments or renewals of agreements between the SWC and HCP
  • Ensure timely execution of formalities (pre-approvals of program/activities other than mentioned in agreement) as per SWC agreement
  • Manage project implementation and reporting for HCP
  • Initiate yearly audit, two times a year (Nepali fiscal year and English calendar year) and obtain tax clearance letter for each Nepali fiscal year
Bhutan
  • Serve as HCP representative to monitor and maintain HCP's standing with the Royal Government of Bhutan
  • Liaise between HCP Program team US and Bhutan team to clarify program expectations
  • Attend quarterly meetings between HCP program team US and Bhutan team 

QUALIFICATIONS
