Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable candidates for the following positions in the proposed SFF module of GIZ-Nepal. The objective of this module is to enhance the revenue administration capacity of the local governments in Nepal. The SFF module will be implemented by the Revenue Administration Support project (RAS).

RAS is implemented by the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The overall objective of the project is to support the Nepali Tax administration to create conditions for increased voluntary tax compliance by taxpayers.

The project supports the Inland Revenue Department as well as implements pilot measures to strengthen revenue administration at the Provincial and Local levels. The Technical Advisor Fiscal Federalism will be responsible for the design and implementation of various technical assistance measures for strengthening revenue collection by concerned government departments at the provincial and local levels.

1. Position: Technical Advisor, Fiscal Federalism

Duty Stations: Dhangadhi with frequent travel to the project location

Responsibilities:

  • Support in the effective and efficient implementation of planned measures by developing necessary strategic documents
  • Monitor the implementation of the activities and achievement of the revenue pilots
  • Report the activities and achievements according to the reporting requirements of the project through the various reporting tools and templates
  • Organize meetings with counterparts and field visits for project management and visiting delegations
  • Provide comprehensive technical expertise and support in the area of fiscal federalism with a particular focus on Own Source Revenues (OSR) and green finance/ taxation
  • Provide expert technical advisory service to the relevant stakeholders in updating/drafting relevant Acts, rules, procedures, and by-laws relevant for Own Source Revenues (OSR)
  • Support in the improvement of OSR of pilot local and provincial governments aligning with the laws and bylaws with the establishment/up-gradation of infrastructures
  • Provide technical expertise for institutional and individual capacity enhancement in the area of OSR
  • Maintain active liaison with relevant government counterparts for effective implementation and coordination of project activities
  • Organize stakeholder dialogues in creating awareness related to various aspects of OSR and its significance in relation to service delivery by the government
  • Identify opportunities and organize activities for peer-to-peer learning for counterparts for enhanced knowledge sharing
  • Cooperation with governmental institutions, non-governmental organizations, and particular target groups as the expert of the module
  • Support short-term consultants and experts of the programs to fulfil their tasks during their assignment
  • Cooperate with other GIZ projects/modules to achieve the broader objective of GIZ Nepal with essential expertise and involvement
  • Cooperate with other Technical Advisors of RAS project to achieve the objective of RAS by supporting in implementation, monitoring, and reporting

Required qualifications and experience

  • Master's Degree from a recognized university in the field of Finance, Public Administration, Public Policy, Economics, Law or any other relevant degree or professional qualification
  • Minimum 10 years of working experience in the field of public financial management, taxation, fiscal federalism, own-source revenues, etc.
  • Previous experience of working with international development institutions in relevant fields will be an advantage
  • Report writing and presentation skills are essential
  • Should be able to work in a diverse team and independently
  • Proficient knowledge of English and Nepali languages (both written and verbal)
  • Good working knowledge of ICT including use of computers, printers as well as commonly used MS Office applications e.g. MS Word, Powerpoint, Outlook, etc.

Position: Administrative Assistant

Duty Station: Kathmandu

Responsibilities:

  • Ensure smooth, uninterrupted functioning of the office
  • Ensure the availability of necessary office supplies and execute small purchases per office requirement
  • Report damages to administration organises and follows-up the proper maintenance and repair of office equipment
  • Maintain stock fuel for generator and logbook for its operation and fuel consumption
  • Provide proper telephone services- Answers, screens, forwards, and/or returns phone calls and messages
  • Organize waiting area to show Courtesy and assistance to visitors
  • Maintenance of a good flow of incoming and outgoing communication
  • Daily execution of reception and secretarial services
  • Take note of calls that could not be immediately taken by staff
  • Manage incoming and outgoing correspondence, parcels, and hand-delivered messages on a routine basis
  • Maintain the petty cash book
  • Record daily disbursement and conducts a cash count at end of the day
  • Ensure that official receipts, sales invoices, etc. are properly completed
  • Verify correctness of vouchers, including supporting documents
  • Assist in and/or carries out other office activities and other tasks, as assigned

Required qualification and experience:

  • Undergraduate degree from a recognized university in management/ science subjects
  • Minimum one year of prior working experience in the area of office administration
  • Previous experience of working with international development institutions in relevant fields will be an advantage.
  • Should be able to work in a diverse team, independently and willing to travel
  • Proficient knowledge of English and Nepali languages (both written and verbal)
  • Good working knowledge of ICT including use of computers, printers as well as commonly used MS Office applications e.g. MS Word, Powerpoint, Outlook, etc.
