Employment Opportunity in Israel for Nepali Assistant Workers

The Government of Nepal, Ministry of Labor, Employment, and Social Security, Department of Foreign Employment, invites applications for the selection of Nepali assistant workers to be employed in long-term care centers in Israel. This opportunity is part of a labor agreement between the Government of Nepal and the Government of Israel.

Vacancy Details:

Position: Assistant Worker

This notice aims to inform and guide Nepali citizens interested in working as assistant workers in Israel. Please refer to the Department of Foreign Employment's website for comprehensive details and instructions on how to apply.

Required Minimum Qualifications:

  1. Nepali Citizen:

    • Must be a citizen of Nepal.
  2. Age Requirement:

    • Must be at least 25 years old and not over 45 years old.
  3. Physical Criteria:

    • Minimum height of 1.5 meters and minimum weight of 45 kilograms.
  4. Educational Qualifications:

    • Must have passed at least 10th grade and completed at least 15 months of study in ANM or CMA related subjects, or
    • Must have completed 10 + 2 or equivalent educational qualification and received at least three months of training related to caregiving from a training provider recognized by the Government of Nepal.
  5. Passport Validity:

    • At the time of initiating the visa process, the applicant's passport must have at least 3 years of validity remaining.
  6. Work History:

    • Must not have worked in Israel in the past.
  7. Family Residence and Employment:

    • Parents, spouse, and children of the applicant must not be residing or working in Israel.
  8. Health Criteria:

    • Must be physically and mentally healthy, free from any chronic diseases (such as tuberculosis, hepatitis, syphilis, gonorrhea, AIDS), capable of lifting heavy items, and able to work as an assistant worker in a care center, and must not be addicted to any substances.

Application Process:

  1. Form Submission:

    • Applicants must fill out the online form available on the department's web portal at ferms.dofe.gov.np. (The user manual for filling out the online form is available on the portal.)
  2. Application Approval/ Rejection:

    • Once the applications registered in the online system (FERMS) are approved/rejected, the applicant will be notified through the mobile number/email registered in the system. The system will inform the candidate to upload the missing documents. If the required documents are not uploaded as per the system's notification, the application will be automatically rejected.
  3. English Language Test Certificate:

    • Candidates must upload a certificate of at least A2 level from the Foundation English Test (FET) taken from British Council Nepal as proof of English language proficiency.   4. Required Documents:

    • Candidates must also upload scanned copies of the original passport and police clearance certificate when filling out the form. Any documents that are photocopied and scanned will not be recognized.
  5. Responsibility for Validity:

    • It is the responsibility of the candidate to verify the validity of the documents/certificates uploaded. If found incorrect, the respective candidate will be liable for action.
  6. Notification of Application Approval:

    • Candidates whose applications are approved will be notified via the email or mobile number provided during the application submission, and the information will also be published on the department's website https://dofe.gov.np.
  7. Waiver of Confidentiality:

    • Candidates must sign and upload the Waiver of Confidentiality of Information.
  8. Self-Declaration Form:

    • Candidates must fill and submit a self-declaration form stating their height and weight. If the declared height and weight are below the specified limits, the candidate will be automatically removed from the roster. The self-declaration form and the Waiver of Confidentiality of Information can be downloaded from the forms menu on the Foreign Employment Department's website https://dofe.gov.np.
  9. Application Rejection:

    • If the details/certificates submitted with the application are found to be otherwise, the department reserves the right to cancel the application at any time.

Application Approval and Selection Process:

  1. Initial Screening:

    • The list of candidates whose applications are approved in the first phase will be sent to PIBA for verification (Namecheck). The list of successful candidates will be published on the department's website after verification. All successful candidates in this list must undergo the prescribed medical check-up at health institutions listed by the Israeli government.
  2. Final Roster:

    • The selection committee will prepare a final roster of a maximum of 1500 eligible candidates and submit it to PIBA.
  3. Selection by Lottery:

    • PIBA will select approximately 75% of the workers from the final roster by lottery according to the Implementation Protocol.
  4. Employment Contract:

    • PIBA will provide the employment contract (Standard Employment Contract - SEC) of the selected workers to the department for signing.
  5. Labor Approval:

    • The department will grant labor approval to the workers who have signed the employment contract and received the visa.
  6. Visa Responsibility:

    • The department will not be responsible for whether the candidates recommended for the visa will receive it or not.

Preconditions:

  1. COVID-19 Testing:

    • Selected workers must undergo a COVID-19 test at their own expense within 72 hours before departing for Israel and submit a Negative Report (with QR code) along with other necessary details related to COVID-19.
  2. Vaccination:

    • After entering Israel, workers must agree to take the necessary vaccinations as prescribed by the Israeli Ministry of Health. Refusal to take vaccinations will not be accepted.
  3. Health Examination:

    • As per the bilateral labor agreement, candidates must undergo a health examination at health institutions listed for this purpose and submit the certificate within the stipulated time as prescribed by the department.
  4. Stay Restrictions:

    • Workers must not have an illegal stay in Israel and must leave Israel mandatorily after the contract period ends. They must not have any intention to reside in Israel.
  5. Job Restrictions:

    • Workers are not allowed to work in any area other than the one mentioned in the employment contract.
  6. Pre-Departure Orientation:

    • Workers who qualify for a visa must attend the pre-departure orientation training at the National Vocational Training Institute, Bhaisepati, before departing for Israel.

Additional Information:

  1. Initial and Additional Deployment:
    • Initially, 500 workers will be sent to Israel. Based on Israel's demand, an additional 300 workers may be sent.
  1. Application Period:

    • Online applications can be submitted within 21 days from the first publication date in the Gorkhapatra. Applications submitted after the deadline will not be processed.
  2. Job Description:

    • Workers will assist in health, hygiene, nutrition, mobility, and other support as per supervisory directions and employment contracts for children, youth, and individuals under 65 years of age with severe disabilities at Israeli care centers.
  3. Work Shifts:

    • The employer will determine the shift hours as per their requirements.
  4. Foreign Worker Fund Deposit:

    • The employer will deposit an amount equivalent to 12.5% of the monthly salary into a bank account opened in the worker's name. (Workers leaving at the end of the contract period will receive the deposited amount. If a worker stays illegally in Israel beyond the contract period, the specified percentage amount will be confiscated. If the illegal stay exceeds six months, the entire amount in the fund will be seized.)
  5. Deductions from Monthly Salary as per Israeli Labor Law:

    • Health Insurance Premium: Amount provided by the employer.
    • Accommodation and Food Expenses.
    • Property Tax, Water, and Electricity Charges.
    • Income Tax.

Expenses to be covered by the Assistant Workers themselves during selection:

  1. Airfare (One-way from Nepal to Israel): As per the prevailing market rate (minimum)

  2. Health Insurance (to be insured from the department's designated health insurance company): According to age, ranging from NPR 3,708 to NPR 4,931

  3. Pre-departure Orientation Training: NPR 5,000 to NPR 17,000 as per the court's order

  4. Passport: NPR 10,000 as per the prevailing rules, can be higher as per the requirements

  5. Health Examination: Approximately NPR 5,000

  6. English Language Test: As per the requirement

  7. COVID-19 PCR Test: According to Rules

  8. Deposit in the Foreign Employment Welfare Fund: NPR 1,500

  9. Deposit in the Social Security Fund: NPR 2,308 (as per the fund's rules)
