Asian Development Bank (ADB) Vacancy for Associate Operations Coordinator:
The ADB-Nepal Resident Mission (NRM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB's activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, the private sector, and other members of the civil society.
Description of Responsibilities
The Associate Operations Coordinator will lead the overall management of the NRM Country Director's (CD) office with full responsibility to support and facilitate the CD's responsibilities and needs with respect to overall liaison with the government, development partners, and external clients of ADB. This includes liaising and facilitating NRM functions on a daily basis through necessary communication and coordination with various offices in HQ as well as NRM staff on behalf of the CD.

The staff will report to the Country Director.

- Bachelor's degree preferably majoring/specialized in economics, development studies, or business administration.
- At least 5 years of experience in general office management or development assistance.
- Proven coordination, interpersonal and diplomatic skills.
- Proficiency in using standard software
applications for performing word processing, spreadsheets, graphics, and database application. - Broad understanding and experience in management support, general office management, personnel, and budget-related matters. and networking with the government and other organizations, especially international development agencies.
- Excellent verbal and written communication skills in English as well as good verbal communication skills in the national language. Is familiar with institutions and practices, and the structure of legislative and administrative bodies.
- Ability to liaise and work effectively with staff
within own work location and throughout ADB. - Ability to work collaboratively with teams as a constructive team member.

The position is assigned in the Nepal Resident Mission (NRM) within the South Asia Department (SARD). SARD is responsible for providing leadership, innovation, lending, project implementation, and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. Job Purpose
To lead the overall management of the NRM Country Director’s (CD) office with full responsibility to support and facilitate the CD’s responsibilities and needs with respect to overall liaison with the government, development partners, and external clients of ADB. This includes liaising and facilitating NRM functions on a daily basis through necessary communication and coordination with various offices in HQ as well as NRM staff on behalf of the CD. The incumbent will report to the Country Director.
Responsibilities
• Provides support to overall office management including coordination and communication within NRM and with HQ, the government, development partners, and other external clients of ADB on administrative and operational matters.
• Supervises the process of fulfilling protocol requirements of NRM and its staff in accordance with the government requirements, updates CD and staff with respective changes and revisions in the protocol requirements.
• Helps coordinate and monitor NRM work plan; preparations, and necessary coordination and follow up for submission of work plans, learning development plans, and performance reviews of NRM staff.
• As a focal point person, provides support for major events and activities held at or involving NRM, ADB staff, including scheduling, logistic arrangements, preparation of reference materials, coordination with an organizer and participants. Leads the events as and when necessary, such as NRM Retreat, NRM Day, etc.
• Supports CD, NRM in conducting regular NRM staff meetings by preparing agendas in consultation with staff and following up on matters agreed during the meeting.
• Supports CD, NRM in coordinating the weekly NRM management team meetings.
• As a focal point of NRM and on behalf of CD, NRM, coordinates with different units of NRM (Programs, Portfolio, Finance, and Administration), and all relevant HQ offices.
• As a focal point at NRM, liaises with BPMSD on staff training, explores/liaises training and staff development opportunities with local training institutions, and monitors the overall training requirements and schedules for staff.
• Oversees within NRM compliances with ADB guidelines and procedures and coordinates with all units of NRM.
• Helps in the coordination/monitoring of staff movements, maintenance of NRM database, and assists the Senior Finance and Administration Officer in taking personnel actions.
• Provides support and guidance relating to security situations on behalf of CD, NRM and in coordination with NRM security officer.
• Acts as focal in liaison and relationship management with the government counterpart agencies and development partners, and other necessary external partners, such as media/information bureaus, INGOs, and NGOs in coordination with other relevant NRM staff.
• Supports and coordinates senior management missions from HQ, including organizing programs/schedules, preparation and/or consolidation of briefing materials, arranging field visits within the country, and manages all domestic travel arrangements with coordination within NRM as well as other parties concerned at HQ and in the government.
• Serves as a focal point and coordinator for various visiting missions to NRM. Processes all mission clearance requests in accordance with ADB procedures and required government protocol, and provides assistance in the necessary follow up with the government.
• Coordinates and processes requests from HQ or other agencies seeking nominations from the government for in-country and external conferences/meetings/seminars/workshops. Provides necessary support to high-level government officials for their travel arrangements to the various events.
• Provides guidance and monitors administrative staff support within NRM, especially during periods of heavy workloads.
• Performs other activities as may be assigned by the CD, NRM, and reflected in the incumbent’s work plan.
