FEB Call Application for Foreign Employment Offspring Scholarship (For 2080, Unpaid, and 2081)

This notice is hereby published to inform all concerned parties that the children of workers who obtained labor approval, went abroad for employment, and received 100% financial assistance through the Welfare Fund via this Secretariat due to death, disability, or illness within the specified period are eligible to apply for the Foreign Employment Offspring Scholarship. Applications should be submitted by the end of Ashoj 2081 in the prescribed format according to Schedule (1) of the Foreign Employment Offspring Scholarship Operation Procedure, 2080, at the educational institutions where they are currently studying.
1. Body for Submitting Application by Students:
Students should submit their application in the format prescribed by Schedule-1 of the procedure at their respective schools by the end of Ashoj 2081. Even if the student's permanent address is elsewhere, documents such as relationship verification must be prepared from their local ward office and submitted along with the scholarship application at the school where they are currently studying.
2. Targeted Group Eligible for the Scholarship:
Children of workers who obtained labor approval, went abroad for employment, and received 100% financial assistance from the Foreign Employment Board due to death, disability, or illness within the specified period.
(100% financial assistance means receiving NPR 1 lakh from 2065/7/18 to 2068/2/19, NPR 1.5 lakh from 2068/2/20 to 2071.6.30, NPR 3 lakh from 2071/6/31 to 2074/4/15, and NPR 7 lakh from 2074/4/16 until the final date of application submission.
Beneficiaries who have not received the full amount of financial assistance/compensation due to death or disability are not eligible for this scholarship.)
Children under the age of 18 studying in any community or institutional school in Nepal (from pre-primary classes or nursery or equivalent up to class 12) can apply.
Only the children of workers who received the above-mentioned financial assistance by the end of Ashoj 2081 will be provided with the scholarship for the academic session 2081.
Students who applied properly in the academic session 2080 but did not receive the amount in the fiscal year 2080/81 will also receive the unpaid scholarship this fiscal year.
3. Documents to be Submitted with the Application:
Documents as specified by the procedure must be submitted as follows:
- Copy of the guardian's citizenship certificate.
- Copy of the death registration certificate of the worker who died abroad.
- Copy of the worker's passport or document revealing the passport number.
- Copy of the student's birth registration certificate.
- Copy of the relationship certificate between the student, guardian, and worker.
- Copy of the bank account details of the student or guardian (checkbook).
- Recommendation from the current school.
- Decision of the Education Committee and recommendation from the concerned local body.
4. For Students Who Properly Applied in the Academic Session 2080 but Did Not Receive the Amount in 2080/81:
a) For the 334 students, as per the notice issued by this Secretariat on Shrawan 25, 2081, whose complete documents were submitted but bank account details were mismatched and the amount was not disbursed: A new application must be submitted at the local level (Education Branch or Employment Service Center) with updated bank account details and clear supporting evidence.
b) For the 728 students, as per the notice issued on Shrawan 25, 2081, who submitted applications within the specified period but whose complete documents were not received at the Board Secretariat and thus did not receive the amount: A new application must be submitted at the local level (Education Branch) with copies of all documents prepared last year and registered at the school and concerned local level, including the application submitted last year.
After verification, the Education Branch will provide the applications to the focal person operating the FEWIMS system at the Employment Service Center or Board, which will then be entered into the software this fiscal year.
c) For students who submitted applications through the concerned school and received recommendations from the local level within the specified period but whose applications were not received at the Board Secretariat: Such students must personally submit a new application at the Foreign Employment Board Secretariat (Administration, Planning and Monitoring Branch - Room No. 16) or through a representative, or via post or courier, with all required documents including the Education Committee's decision by Poush end of the previous year, 2080, to receive the unpaid scholarship amount. The Scholarship Directorate Committee will make a decision regarding the disbursement.
d) For students under Serial No. (a) and (b) of this section, upon receiving the application at the concerned local level and confirming their decision by Poush end of the previous year, 2080, the Employment Service Center will arrange to scan the documents during the entry process into the FEWIMS system and provide the scholarship for the fiscal year 2080/81.
e) For students who were studying up to class 12 or who were under 18 years old in the previous academic session and had applied for the scholarship but have now exceeded the age limit, an application for the unpaid scholarship can still be submitted under this procedure.
5. Scholarship Amount:
Annually, NPR 12,000 (twelve thousand) will be provided to students studying at the basic level, and NPR 16,000 (sixteen thousand) will be provided to students studying at the secondary level. A single lump sum scholarship amount will be provided annually to each student directly through their bank account. The number of eligible children from one worker's family does not limit the assistance provided.
6. Responsibilities of Students and Guardians:
After receiving the notice, the students and guardians should study the procedure, prepare all the required documents accordingly, and submit the application to the concerned school.
7. Responsibilities of Schools:
The school must disseminate information regarding the Foreign Employment Offspring Scholarship to all concerned students and guardians.
