Daayitwa Nepal Public Administration Fellowship 2021 as part of USAID’s Civil Society: Mutual Accountability Project with FHI360. The program will engage talented youth in evidence-based policymaking and inclusive municipal governance through a 3-month placement in 11 municipalities.

The Public Administration Fellowship will select 15 highly qualified Fellows from these 11 municipalities: Isma, Ghorahi, Gorkha, Tamakoshi, Amargadhi, Changunarayan, Budhanilkantha, Panauti, Neelakantha, Gauriganga, Bheriganga. Daayitwa will also work closely with FHI360’s partners IRDS, RWDC, SOCH Nepal, HURADEC, IHRICON, Samudayik Sarathi, DEC Nepal, FMDC, Sanjeevani Nepal, and Sundar Nepal Sanstha. The Fellowship will start on August 1 and end on October 31, 2021

WHAT IS THE DNPAF PROGRAM?

As part of the Civil Society: Mutual Accountability Project (supported by the United States Agency for International Development and implemented by FHI 360), the Daayitwa Nepal Public Administration Fellowship (DNPAF) will competitively select and place 15 Fellows in 11 selected municipalities across five Provinces to support public officials and elected representatives of local municipal governments in researching, formulating, and implementing local policies and programs. The Fellows are placed for a full-time engagement within local municipal governments for 3 months.

WHO IS THE DNPAF TARGETED TO?

Young professionals with a special focus on youth, women, and marginalized communities in 11 municipalities in Bagmati Province (5 municipalities), Lumbini Province (2 municipalities), Sudurpashchim Province (2 municipalities), Gandaki Province (1 municipality), and Karnali Province (1 municipality).

REQUIREMENTS

  • At least a Bachelor’s degree in Political Science, Public Policy, or other relevant fields.
  • 1-year experience working with local government and CSOs preferred. Interest in working with local governments and engaging with local advocacy groups.
  • Time management and ability to meet quick deadlines.
  • Good written and verbal skills in Nepali and English.
  • Research and project management experience are preferred.
  • Fellows should have a growth mindset and be able to fulfill multiple stakeholder needs.

TIMELINE

WHAT ARE THE QUALIFICATIONS TO APPLY TO THE FELLOWSHIP?

Fellows are expected to have completed at least a Bachelor’s degree (preferably in a related field like political science, public policy, administration, development studies, or sociology) and have good competence in written and verbal Nepali and English. Experience or interest in public policy, public administration, municipal governance, and/or working with the government is desired. Candidates with a clear growth mindset and the ability to work in a fast-paced and results-driven environment are preferred.

WHERE WILL THE FELLOWSHIP BE BASED ON?

The Fellowship will be based in 11 local municipalities (listed below) and Fellows will be stationed in the municipality office or  Civil Society: Mutual Accountability Project’s partner office and will jointly coordinate for activities in the selected local governments.

WHAT ARE THE BENEFITS OF THE FELLOWSHIP PROGRAM?

On top of extensive training, mentorship, networking, and courses on public administration, leadership, and social research, Fellows will receive a monthly stipend of Rs 25,000 upon completion of deliverables to the satisfaction of Daayitwa (taxes will be deducted as per prevailing laws).

WHAT IS THE DURATION OF THE FELLOWSHIP?

The Fellowship is a full-time commitment from August 1, 2021, to October 31, 2021. Fellows are expected to be available Monday through Friday, 9 am to 5 pm during this period.  

HOW MANY FELLOWS WILL BE SELECTED?

15 Fellows (total) will be placed in 11 municipalities.

ABOUT DAAYITWA

Daayitwa is a non-governmental organization committed to bolstering Nepal’s economic development by creating an ecosystem that accelerates inclusive enterprise-led economic growth and research-driven policymaking through collaborations with private and government sectors. Towards these goals, Daayitwa executes programs in three clusters: Entrepreneurship, Governance, and Civic Engagement.

In the last 8 years, Daayitwa has accelerated 65 rural youth entrepreneurs (30 women) in 3 provinces (Bagmati, Gandaki, and Lumbini Provinces) to embrace innovation, access investment, grow income, and create employment through the REAP project (under the Entrepreneurship cluster).

Leveraging this grassroots learning, through our Public Policy Fellowship and Public Administration Fellowship programs, Daayitwa has supported 120 youth trained in 30 countries around the world to support 40 government organizations and 24 parliamentarians with entrepreneurship and employment policy research at the federal, provincial, and municipal levels.

In linking the grassroots and government, Daayitwa has also supported 50 civic entrepreneurs to organize 6 policy advocacy campaigns at federal, provincial, and local levels on promoting domestic youth employment.
