Third National Conference of Public Service Commissions of Nepal Concludes with Key Decisions

The Third National Conference of Public Service Commissions of Nepal was recently held on 3-4 March 2023 in Dhangadhi, where officials and employees of Province Public Service Commissions from different regions of Nepal participated. The conference ended with the formulation of the Dhangadhi Manifesto, which contains key decisions and recommendations for the government and public service commissions of Nepal.

The participants of the Third National Conference of Public Service Commissions of Nepal were officials and employees of Province Public Service Commissions from different PPSCs of Nepal, including Bagmati, Gandaki, Koshi, Madhesh, Lumbini, Karnali, and Sudurpashchim. The conference was organized by the Public Service Commission Central Office.

Push for Civil Service Act and Organizational Structure Review

One of the most significant decisions made during the conference was to urge the Government of Nepal to issue the Civil Service Act as soon as possible. This step is aimed at resolving the confusion in the process of filling posts at the federal, Province, and local levels. Additionally, the conference called for a review of existing legal provisions regarding the order of dignity of the Public Service Commission and Province Public Service Commission chairmen and members, the process of appointment and dismissal, and the responsibilities to be borne.

Committee Formation and Coordination

To ensure consistency in the organizational structure and branch work details of the Province Public Service Commission, a committee will be formed with secretaries of the Province Public Service Commission as members, under the coordination of the head of the Administration and Inspection Division of the Province Public Service Commission. This committee will aim to maintain confidentiality and reliability in accordance with the core principles of competence, fairness, and cleanliness.

The Public Service Commission also plans to coordinate with Province Public Service Commissions to bring uniformity in the basic aspects of the service, conditions, and facilities of the employees of the federal civil service, Province civil service, and local government service, including service entry and career development.

Exchange of Good Practices and Support for Provincial Public Service Commissions

The conference has decided to exchange good practices between Public Service Commission and Province Public Service Commission. It has also been decided to take necessary initiatives to maintain uniformity in the annual work schedule of the Province Public Service Commission. The Public Service Commission also decided to provide necessary support and facilitation to the Provincial Public Service Commissions for the development and use of the latest test methods that can be used for selecting suitable candidates.

Future Plans and Next Conference Date

The conference has issued the Dhangadhi Manifesto, which outlines the decisions and recommendations made during the two-day event. The Public Service Commission has announced that the next National Conference will be held on March 6-7, 2024.

Overall, the Third National Conference of Public Service Commissions of Nepal has made key decisions and recommendations aimed at improving the public service system in the country.
