The Practical Examination of Technical Education only for Formality:

Experimental examinations at various levels conducted by the Council for Technical Education and Vocational Training have been found to be limited to formalities.

The task force drafted the academic calendar citing public grievances such as non-disclosure of the annual academic calendar, untimely conduct of examinations and publication of results, and delay in the enrollment process. It has been suggested that the entrance examination should be conducted before the results of the SEE are published and competition should be held at the state level according to the program and not according to the educational institution. The task force has suggested that the current quota system of classified scholarships should be modified, all the work related to the entrance examination including the question paper of technical SLC level entrance examination should be done by the state office and this provision should be implemented at diploma and certificate level respectively.

Minister Pokharel told the task force officials that it was necessary to gradually introduce good practices in the field of technical education and that there was a need for qualitative change in this field and expressed confidence that the report would help in moving in that direction. The task force consisted of representatives from the fields of examination, engineering, and education administration.

According to Dr. Pushparaman Wagle, member secretary of the council, a total of 1,042 technical schools have been expanded at 345 local levels in the last fiscal year. The number of technical schools was 877 in the previous fiscal year. It is estimated that 12 thousand 848 additional students will be in those schools during the expansion.

When Prime Minister KP Sharma Oli took office, he announced the expansion of technical education at all 753 local levels within two years. The government's National Education Policy, 2076, states that technical and vocational education will be given priority up to higher education. At present, there are 429 affiliated educational institutions under the council, 10 of the 59 affiliated educational institutions, 534 in the technical enhancement and service recipient TECA system, and 10 in collaboration with the local level.
