Suspension of Registrar Madhav Adhikari by Vice-Chancellor of Nepal Sanskrit University

Nepal Sanskrit University's Vice-Chancellor, Prof. Dr. Yadav Prakash Lamichhane, suspended Registrar Prof. Madhav Adhikari on Thursday, citing the leakage of highly confidential and sensitive information from the university. The university reported that Registrar Adhikari did not provide a satisfactory explanation to the Vice-Chancellor's inquiry, prompting the suspension in accordance with the university's regulations.

Formation of Investigation Committee

An investigation committee was formed to probe the allegations against Registrar Adhikari regarding the leak of confidential records and decisions, including minutes of the Executive Council. The high-level committee concluded in its report, submitted on 24th Baisakh 2081, that Registrar and Secretary General Adhikari was responsible for the leak.

Vice-Chancellor's Inquiry

Vice-Chancellor Dr. Lamichhane had previously issued a four-page, five-point explanation letter to Registrar Adhikari regarding the matter. The suspension was based on the provisions of Nepal Sanskrit University Act, 2043 (including amendments made by the Education Act Amendment 2077), specifically sections 8, 10, and 12 of clause 16.

Committee Findings and Actions

The investigation committee's final report, presented on 24th Baisakh 2081, highlighted issues within the university arising from the leaked information. The committee conducted discussions, interactions, and statements from officials, teachers, and staff before concluding their findings.

Details from the Inquiry Letter

The explanation letter highlighted that, according to the report, Registrar Prof. Madhav Adhikari failed to fulfill his responsibility of safeguarding the records and decisions of the Executive Council, as specified in chapter 4, sub-rule 38 of the university's educational and organizational regulations 2067, amended in 2077. Consequently, disciplinary action was deemed necessary.

The suspension underscores the university's commitment to maintaining confidentiality and addressing breaches seriously to uphold the integrity of its operations and governance.
