Retirement Age Limit Increase from 58 to 60 for Government Employees in Nepal: Minister for Federal Affairs and General Administration Rajendra Prasad Shrestha has said that the retirement age of civil servants will be fixed at 60 years in the Federal Civil Service Act.
Minister Shrestha said that discussions are underway to bring the age limit of the employees up to 60 years in the act being brought from the ordinance. At present, the retirement age of civil servants is 58 years. For a long time, the State Management and Good Governance Committee of the Parliament has been discussing the issue of retirement age of 60 years.
Minister Shrestha clarified that the Federal Civil Service Bill has been withdrawn from the Parliament to issue the Act even though it was through an ordinance.
He said that the Chief Administrative Officer at the local level would be under the province after the Act is issued and the Provincial Public Service Commission is fully implemented. He is of the opinion that the Chief Administrative Officer at the local level has been sent from the Federal only as the staff administration is in a transitional state.
Talking about the need to end the trend of the country moving towards federalism but the behavior being unitary, Minister Shrestha said, "In order to maintain the linkage between the states and the local level, the chief administrative officer at the local level should be under the province."
Minister Shrestha said that the issues raised earlier by the State Management Committee of the Parliament through discussion are being brought through the ordinance. Minister Shrestha clarified that he was not in favor of keeping the rights in a bag as federalism would be strengthened only when the three-tier government is strong.
He said that there is a three-level federalism in India, Brazil, Switzerland and other countries where federalism has been implemented and in all the countries where federalism has been implemented.
Minister Shrestha said that since all the three levels have acquired constitutional rights, it is not possible to minimize the state while implementing those rights. He said that the law on increasing the rank of former local body employees was being discussed at the Ministry of Finance and that it would be taken forward.
