Rastriya Kitabkhana (Shikshak) Notice for Mandatory Retirement (2081 Shrawan to Poush)

Subject: Sending the List of Teachers for Mandatory Retirement (From 2081-04-01 to the end of 2081 Poush)
To: All 77 Education Development and Coordination Units
In accordance with Rule 126, Sub-rule (2), Clause (d) of the Education Regulations, 2059 (with amendments), a list of teachers working in community schools under your district, who are subject to mandatory retirement from 2081 Shrawan 1 to the end of 2081 Poush, has been prepared based on personal records available at this Record Office and attached documents. We request you to ensure mandatory retirement of the teachers as per the decision of this Record Office dated 2081/03/09, keeping in mind the following points in line with Rule 131, Sub-rule (1) of the Education Regulations, 2059 (with amendments):

As there might be discrepancies in the birth dates mentioned in the citizenship certificates, educational qualification certificates, and personal/job details (Sittrol) of some teachers, please verify these records with the documents available in your office. If there are any discrepancies, ensure that the concerned teacher submits the necessary evidence and notify them of the mandatory retirement accordingly. Additionally, for teachers whose Sittrol or other documents indicating birth dates are not available in this Record Office, and who have not submitted Form Schedule-18 as per Rule 117 of the Education Regulations, 2059 through their school and the Education Development and Coordination Unit at least nine months before mandatory retirement, please arrange for their regular mandatory retirement after obtaining complete details from your unit. Details of such teachers are also included.

Ensure that all permanent teachers submit their details as per Rule 117, Schedule-18 of the Education Regulations, 2059, through their respective schools and the Education Development and Coordination Unit, at least nine months before retirement.

Provide retirement based on the earlier birth date if there are discrepancies between the birth date mentioned in the citizenship certificate, educational qualification certificate, and personal/job details (Sittrol). Ensure that certified copies of the original or provisional certificates of passing the SLC exam are submitted along with the educational qualification certificates.

For citizenship certificates, use the earliest birth date if there are discrepancies or if the birth date in the initially issued citizenship certificate was later corrected. Verify the birth date based on the issuance date if the complete birth date is not mentioned but the age is provided. Use the birth date of Baisakh 1 of the mentioned year if only the birth year is provided.

In cases where the age or birth year is mentioned in one certificate and a complete birth date is provided in another, and if the difference between the two dates is up to one year, use the complete birth date for retirement. If the difference is more than one year, use the earlier date for age calculation and retirement. If both the age and birth year are mentioned, use the date that results in earlier retirement.

Regularly inform and collect details to control situations where teachers have remained in service beyond the age of 60 by correcting the birth date in their initial citizenship certificate.

Use the birth date mentioned in the educational qualification certificate that results in earlier retirement if there are discrepancies. For those who passed the SLC exam over two or more years, use the earlier birth date certified by the Examination Control Office for retirement. When issuing retirement or resignation approval letters, always include the teacher's identification number.

Send certified Sittrol forms with the identification number maintained for teachers, and if not found, fill and certify three Sittrol forms and send them along with the recommendation file.

As many teachers have not submitted Form Schedule-18 as per Rule 117 of the Education Regulations, 2059, through their schools and the Education Development and Coordination Unit at least nine months before mandatory retirement, the retirement date has been determined based on the available documents. Verify and arrange for regular mandatory retirement of teachers whose details do not match those published by the Record Office.

Verify the name, surname, birth date, school, level, grade, and retirement date of teachers with discrepancies based on the teacher's application, school letter, and records available in your office, and provide retirement accordingly.

Verify and provide information based on the identification number for teachers whose details have not been updated in the Record Office, and if there are discrepancies, send the retirement information to the respective location if there has been a district or internal transfer.

Retire teachers from school education service upon reaching the age of 60 as per Rule 131 of the Education Regulations, 2059 (with amendments).

Based on the certified details of accumulated sick leave from your unit, arrange for payment of sick leave amounts. Verify the attendance registers and leave records from the service entry to retirement period to ensure there are no discrepancies. Fill Forms No. 4, No. 5, and No. 6 and certify them. The forms are attached again.

For teachers given permanent appointments by the school, send certified copies of the recommendation letter for permanent appointment by the then District Education Office and the decision made by the District Education Committee. Ensure all photocopied documents are certified by the Unit Chief with "Verified" written on them.

Adhere to the remaining matters as per the letters received from this Record Office on 2081/01/21 and 2081/01/23. The letters are attached again.
