Public Service Commission Bill, 2076 Passed:
The House of Representatives has unanimously passed the Public Service Commission Bill, 2076 BS. The bill presented by Law, Justice, and Parliamentary Affairs Minister Dr. Shivamaya Tumbahangphe on behalf of Prime Minister KP Sharma Oli was passed unanimously.
Replying to a question raised by the lawmaker regarding the bill, Minister Dr. Tumbahangphe expressed confidence that the bill would play a role in making the federal civil service efficient and transparent by making it clean and fair. He informed that the bill covers issues such as making the method and system of written examination for government service, Nepal Police, Armed Police Force, Nepal Army, and others fair and transparent and there should be no discrimination in the service.
Earlier, participating in the discussion on the theoretical side of the bill, MP Min Bahadur Bishwakarma said that the public service has been raising the issue for a long time that the law should be enacted to include people from all parts of the country and communities. MP Dilendra Prasad Badu said that the bill of the Public Service Commission was relevant in the three-tier state system and stressed on the need to emphasize on the credibility and impartiality of the Constitutional Commission.
Another MP, Sanjay Kumar Gautam, said that public service should be made fair and transparent. MP Prem Suwal stressed on the need to make the civil service inclusive and competitive and maintain the dignity of the commission.
Federal, Province, and Local Level (Coordination and Interrelation) Bill passed:
Similarly, a meeting of the House of Representatives has passed the Federal, Province, and Local Level Coordination and Interrelation Bill, 2077 BS by a majority. The bill presented by Law, Justice, and Parliamentary Affairs Minister Dr. Shivamaya Tumbahangphe on behalf of Prime Minister KP Sharma Oli was passed by a majority.
Replying to a question raised by the lawmakers regarding the bill, Minister Dr. Tumbahangphe said that the bill included provisions for the exercise and effectiveness of the federal, provincial, and local levels provided in the constitution and would play an important role for its implementation. He mentioned that the bill has paid special attention to manage the inter-relationship of the three levels of government.
Earlier, MPs Pushpa Bhusal and Sujata Pariyar, who participated in the discussion on the theoretical side of the bill, suggested that the bill should have a provision that would not cause political complexity and constitutional hassle. MP Mahesh Basnet expressed confidence that the bill would help in making the federal system of government, which has been in practice for three years, more effective.
MP Uma Adhikari demanded that the role of the District Coordination Committee be included in the bill. MP Prem Suwal said that the bill would help in making the three-tier government more effective. MP Ram Kumari Jhankri said the bill would be useful in making the federal system more effective and result-oriented.
