The government has started the process for the current fiscal year with modification of the Prime Minister's Employment Program. The Ministry of Labor, Employment and Social Security has started operating this year's program by revising the Prime Minister's Employment Program operating procedure for the current fiscal year.
Prakash Dahal, Coordinator and Joint Secretary of the Prime Minister's Employment Program said that the process has been started for the program through the employment coordinator appointed at the local level. He said that we have tried to make this year very systematic by revising the working procedure of the Prime Minister's Employment Program and we are convinced that this will not be the problem this time as last year.
The program was launched in a hurry last year, so some problems occurred. He also claimed that the targeted category will get the maximum benefit from the program this year as the problem of procedural issues has also been revised.
Coordinator Dahal said that last year, sending money to remote districts, poverty and unemployment was given priority in the revised program operation procedure.
He said that according to the new law, we have written to all the local levels in the last week to send the project within the next Tuesday, depending on how much unemployment there is at the local level, how many projects the unemployed need.
The government started the program last year to provide a minimum of 100 days of employment to the unemployed, but the program was very criticized for the first year saying that it was distributing money in the name of employment.
According to her, we provide the budget for the operation of the employment program within eight to ten days, depending on the projects sent by the local government from our local level. Based on this, the local level can run a 100-day employment program in the approved unemployed projects.
During the fiscal year 2075/076, through the Prime Minister's Employment Program, one lakh 75909 people got 2262269 days of employment. Six thousand 864 projects were completed during the period from those who were employed. Last year, the government provided a minimum of 30 days of employment, but around 599 locally, about one lakh 76 thousand unemployed people received 13 days of employment in medicine.
Loans from the World Bank:
The government is going to borrow 13 billion 62 million dollars ($ 120 million) for the Prime Minister's Employment Program, but the government has decided to avail the beneficiary foreign loan for the program.
About 13 billion 62 million concessionary loan assistance proposed by the World Bank has been accepted for the 'Conversion Initiative Project with the aim of promoting youth employment'.
The government is preparing to spend the money on the Prime Minister's Employment Program. Dahal said the program will be spent on distribution of wages, construction of information system and strengthening of employment service center within four to five years.
According to him, about 70 percent of the money - about nine and a half billion - is spent on information systems and wages. In addition, the money is spent on the strengthening of 753 local-level employment service centers. According to him, two billion 62 crores have been allocated for the program this year and it is planned to send the budget after the proposal is approved by the local level within Tuesday.
According to the implementation mechanism of the Prime Minister's Employment Program, the first priority should be given to those who are weak in the economic situation while selecting the persons who are listed on the unemployment list at the local level.
According to the Prime Minister's Employment Program, it was informed that agricultural production was given priority to family members and those who did not have their own homes for agriculture, who could not eat three months a year.
Among the unemployed list are single-family household members, members of Dalit minorities or endangered families, family members with lower cash income than annual minimum employment wages, none of the members have received minimum employment, martyrs' families and disappeared family members, women, and others Unemployed persons should also be considered in the working procedure.
According to the procedure, arrangements can be made for the remuneration program for the work, road construction and maintenance, agriculture and irrigation, rural drinking water, health and sanitation, education, forest and reservoir, tourism and other local needs. - from GorkhapatraDaily
