Online Printing of 'No Objection Certificate' (NOC) for Students Going Abroad

In a move towards enhancing convenience and efficiency, students planning to pursue higher education abroad can now print their 'No Objection Certificate' (NOC) online. The foreign study permit branch, operating under the Ministry of Education, Science and Technology, has introduced this new online facility. This initiative aims to simplify the NOC issuance process and streamline the recommendation for foreign exchange.

Starting from next week, applicants will have the option to print their NOC directly through the online platform. To ensure accuracy and authenticity, the concerned educational institutions will integrate an "API" system, allowing seamless verification of the submitted documents.

The online system will also automatically retrieve information regarding the student's utilization of foreign currency from banks and financial institutions. The NOC branch has collaborated with these entities and prepared a user manual to facilitate this process effectively.

To further support students in their financial preparations, Nepal Rastra Bank has issued a circular directing banks and financial institutions to provide foreign exchange facilities based on the NOC available on the online portal. This step aligns with the "Directory on Approval of Foreign Studies, 2079" approved by the Ministry of Education, Science, and Technology.

Efforts are underway to establish a connection between the online system and the software branch of relevant agencies involved in this process. However, some agencies currently face challenges in delivering services online, resulting in slight delays. Coordination with more than 25 concerned bodies, such as the passport department, universities, and immigration offices, is crucial to ensure the seamless provision of services by the NOC branch.

The government's recently issued "Guidelines for Approval of Foreign Studies, 2079" seek to streamline the entire process of foreign studies and NOC acquisition. These guidelines prioritize simplicity, factual accuracy, systematic procedures, technology-friendly approaches, and overall efficiency. As a result, the entire process of NOC issuance will be shifted to an online platform.

Previously, applicants could apply online but had to physically collect their NOCs from the designated office as per the message received on their mobile phones. However, with the new system, the entire NOC application process, including printing, will be conducted online. This digital transformation will enhance accessibility and convenience for students seeking to pursue higher education abroad.
