In this regard, as per the decision of the Council of Ministers of the Government of Nepal dated 2077-02-26, it has been decided to operate all government offices in two shifts from 8:00 am to 6:00 pm from 2077-03-01. The Ministry of Federal Affairs and General Administration 076/077 Challan No. 1555 dated 2077-02-32 is written from the letter. Also attached is a copy of the decision received from the Ministry of Federal Affairs and General Administration regarding the operation of government offices in 2 (two) shifts.

As per the decision of the Council of Ministers of the Government of Nepal dated 2077-2-28, the government offices will be operated in two shifts from 1st Ashad, 2077:

  1. Operating all government offices in two shifts from 8 am to 6 pm from 2077-3-1; Arrangements will be made by the concerned officials to make and implement necessary protocols on the basis of public health and safety standards.
  2. Arrangements will be made for the head of the office to operate the service flowing from the office in two shifts by analyzing the availability and use of the vehicle and the distance to the office.
  3. The head of the office will make the staff follow the physical and social distance to be followed while in the office as well as the standards and protocols related to public health and safety.
  4. Arrangements will be made by the head of the office to keep the health-related protocol to be followed by the service recipients coming to the office in a clear and visible language at the entry point of the office.
  5. The office will arrange for the minimum health supplies (masks, sanitizers, thermal guns, etc.) required for the employees while staying in the office.
  6. To make arrangements for the regular cleaning of the office and complete cleaning of the toilet by making arrangements for handwashing inside the office premises.
  7. To make maximum use of information technology in the services provided by the office, to update the web site of the office, and to communicate the information of the services provided by the office through SMS, email, etc.
  1. To make arrangements for the inquiry room of the office and to make it available by phone, email and SMS, to make arrangements to reduce the obligation of the service recipient to come to the office for inquiries or services.
  2. To make arrangements for the flow of services from the office in a way that maintains social distance, and to use token system as per the need.
  3. Arrangements will be made to conduct cash transactions through revenue banks.
  4. To operate the office by managing the crowd of service recipients in the office which is under more pressure. The head of the office can determine the quota of service recipients as per the need while providing services.
  5. Necessary coordination, facilitation, assistance, and monitoring for the implementation of the said arrangement will be given by the Chief District Officer at the local level and at the central level by the Office of the Prime Minister and Council of Ministers and Ministry of Federal Affairs and General Administration.
  6. Regarding the implementation of the above-mentioned arrangement, the head of the office may make necessary arrangements in coordination with his taluk body on the basis of local needs as well.
