Candidates applying for positions such as Dean, Campus Chief, and other significant roles at Tribhuvan University must now declare that they are not affiliated with any political party. This requirement is part of the newly released 'Regulation on the Basis and Standards for Appointment to Term Positions at Tribhuvan University, 2081.'

Purpose of the Regulation

The absence of clear appointment criteria had previously allowed political influence to interfere with appointments. The new regulation aims to prevent this by requiring a declaration of non-affiliation from all candidates.

  • Past Issues: Under former Vice-Chancellor Dharmakanta Baskota, regulations were introduced for appointing heads of central departments in Kirtipur. These required selecting department heads from the most senior teachers. However, criteria for other positions were not established.
  • Current Changes: With Prof. Dr. Kesharjung Baral as Vice-Chancellor, new regulations were introduced for appointing Deans, Executive Directors, Exam Controllers, Principals, and Campus Chiefs.

Key Points of the New Regulation

  • Political Non-affiliation: All candidates must declare they are not members of any political party.
  • Selection Committee: A three-member committee will recommend the top three candidates for Deans of any faculty or institute. The council will then make the final appointment.
  • Term Limits: No individual can be appointed as Dean more than twice for the same term.
  • Educational and Experience Requirements:
    • Deans: A Ph.D. for faculties and an MD for the Institute of Medicine are mandatory. Candidates must have at least 10 years of permanent full-time professor or associate professor experience at Tribhuvan University.
    • Assistant Deans: Require a Ph.D. or MD and 8 years of teaching experience at Tribhuvan University.
    • Executive Directors, Exam Controllers, Principals: Require 10 years of teaching experience.
    • Campus Chiefs: Require at least 5 years of teaching experience.
  • Specialized Roles:
    • Executive Director of the Teaching Hospital: Must have postgraduate education in medicine, public health, medical education, or hospital management and at least 8 years of relevant experience at Tribhuvan University.
    • Executive Director of Manmohan Cardiothoracic Vascular and Transplant Center: Must have specialized postgraduate education in the relevant field and at least 8 years of relevant experience at Tribhuvan University.
    • Executive Director of BP Koirala Lions Center for Ophthalmic Studies: Must meet similar qualifications as above.
