The government has brought the policy and program for the coming fiscal year on Friday. In the joint sitting of both the Houses of the Federal Parliament, President Vidyadevi Bhandari presented the policy and program.

The government has said it will focus on health, education, employment, and economic recovery next year through policies and programs.

Honorable Speaker of the House of Representatives,

Honorable Speaker of the National Assembly,

Honorable Members of the Federal Parliament,

I am addressing a joint sitting of both the Houses of this Federal Parliament today in the challenging and uncomfortable situation of the whole world being affected by the Covid-19 (Corona Virus) epidemic.

I pay a heartfelt tribute to all the known and unknown martyrs who sacrificed their precious lives in various movements for Nepal's sovereignty, independence, geographical integrity, national interest, self-respect, democracy, and livelihood. I pay my respects to the leaders who led these movements, and I would like to recall their great contribution to the transformation of Nepali society.

 The Kovid-19 epidemic has caused the greatest crisis of the century for mankind. Globally, existing health care and facilities are inadequate to combat the epidemic. The epidemic has claimed millions of lives and infected millions more. I express my deepest condolences to the bereaved families of the Nepalese and other friendly citizens who lost their lives outside Nepal due to this epidemic. I wish a speedy recovery to all the sisters and brothers who are undergoing treatment.

COVID-19 has dealt a severe blow to the economies of all countries. World tourism and traffic is blocked. Enterprises are almost closed. The production and distribution system has been severely affected. Millions have lost their jobs. There is a big obstacle to achieving the goal of sustainable development.

Today the whole world is fighting a fierce battle against this common, but invisible enemy. There is widespread fear, anxiety, and confusion as to when and how this war must end. At this time, there is a great need for solidarity, cooperation, confidence, and optimism in the world community.

The economic damage caused by this epidemic can be compensated in the coming days, technology can be explored, society can become prosperous again. But the lost precious human life cannot be recovered and compensated. At the same time, the loss of human capital, efficiency, expertise, and ideas is also irreparable. Therefore, at this time, the protection of human life and the protection of mankind has become the highest duty of governments.

With the clear strategy, the coordinated working style adopted by the Government of Nepal, and the unity, patience, and support of all Nepalis, we have so far been able to save the lives of all in Nepal from the spread of the disease. I urge everyone to work together with determination as more vigilance, coordination and unity are needed in the coming days to prevent further spread of the infection and to overcome this epidemic.
