Appointment of New Officers: The Personnel Administration Division of the Ministry has confirmed the appointment of these officers. These Section Officers, having completed a rigorous 6-month training, are now set to lead as the Chief Administrative Officers in Rural Municipalities.

Legal Provisions Followed: Deputy Secretary Khilraj Rai, representing the local level personnel administration branch, stated that the placement of the new officers abides by legal mandates. This ensures that the chief administrative officer of a rural municipality holds the right to oversee the branch.

Decision Delegation: Traditionally, a secretary-level decision is imperative for the appointment of the chief administrative officer. However, in a novel move, Krishna Hari Pushkar, the secretary of the ministry, has entrusted the duty of transfers up to the Section Officer level to Joint Secretary Hemraj Tamang.

Criteria for Transfers: The selection and transfer of new section Officers followed a two-fold criterion. The Public Service Commission's qualification order was given a 60% weightage. Meanwhile, the 6-month training completion carried a 40% weightage. Post evaluation on these metrics, officers were chosen based on merit and then dispatched to the respective vacant rural municipalities.
Current Scenario:
The ministry's recent actions have dramatically decreased vacancies for the role of chief administrative officer at the local level. As per the latest data, less than 40 such vacancies remain.
