To all Local Authorities,

The Integrated Educational Management Information System (IEMIS) includes an Education in Emergency (EiE) module for entering and updating data on the impact of various disasters in schools. Schools have been affected by the disasters caused by continuous rainfall on Ashoj 10 and 11, 2081. In this regard, to account for the financial damages in schools, all affected schools are requested to update the Basic EiE Information and Infrastructure Loss sections in the IEMIS's EiE module by Sunday, 2081/07/04.
Additionally, if there is a need for a Temporary Learning Centre (TLC), please inform the respective local authority and notify the Education Development and Coordination Unit.

Regarding Teachers’ Monthly Salary and Allowances

To all 753 Local Authorities,

Section 5 of the Conditional Grant Implementation Procedure under the Sub-Budget Headings of the approved program implementation process for Fiscal Year 2081/082 states that “the school must arrange the payment of teachers’ and staff’s salaries through a bank." Schools must request the required salaries and allowances for three months in the first month of each trimester, following the rules, to the local authority. The local authority will then provide the funds to the school, enabling the school to pay the teachers monthly, per the rules.

This is to notify all local authorities to ensure the effective implementation of the aforementioned provision following the center's decision on 2081/06/16.

Furthermore, some local authorities did not pay teachers' salaries before the Dashain holidays, which has been reported as an issue. Therefore, all Education Development and Coordination Units are requested to submit the details of any local authorities that still need to pay, fully or partially, including the reasons for the delay.

Regarding Updating Teacher Information

Regarding the 2081 academic year, many schools have entered and updated only student-related data in the IEMIS and still need to fully update information related to teachers, physical, and managerial aspects. This has caused teacher management difficulties in reallocating and matching positions. Therefore, all schools are requested to immediately enter and update all information fields, including teacher and management details in IEMIS, for teacher position matching.

Local authorities are instructed not to disburse teachers’ salaries and allowances until it is confirmed that the necessary details have been entered or updated in IEMIS. In case of any issues with teacher position matching or salary disbursement due to the delay in updating information, the head teacher of the concerned school will be held responsible.

Regarding the Printing and Distribution of Additional Learning Materials for Grades 1–3 and Mathematics

To all relevant local authorities,

Under Activity No. 2.7.13.13 of the 2081/2082 fiscal year, an annual budget of Rs. 9,000/- per school has been allocated for printing and distributing additional learning materials for Grades 1–3 and Mathematics. The local authorities in selected districts must print and distribute the materials within the available resources as per the provisions of Schedule 11 of the 2081/082 program implementation procedure, and submit the report via EMIS.

Additionally, local authorities that received funds in Fiscal Year 2080/081 must update the details of the materials printed and distributed, which has not yet been done. Please update these details via EMIS immediately.

For authorities with less than 80% progress, the remaining materials for Fiscal Year 2081/082 should be covered using the allocated budget from Activity No. 2.7.13.13, and the updated progress report must be submitted via EMIS by the end of Kartik.
