Clarified Notice on Teacher Transfers
In response to frequent inquiries at the Education and Human Resource Development Center, further clarifications regarding the Teacher Transfer Guidelines, 2081, based on the decision dated 2081/02/24, are as follows:
Key Points:
Teacher Transfer Procedure

As per Section 7(1) of the guidelines, schools must enter vacant positions in the designated portal, and local governments must verify the vacancies in line with Section 8.

After updating the details in the IEMIS, schools can fill these vacancies either through transfer or under Section 97 of the Education Regulation, 2059, to appoint contract teachers.
Vacancy Notification

Before announcing a vacancy, ensure compliance with Section 21 of the guidelines, including verifying:

Actual staffing positions,
-
Details of vacancies submitted to the Teacher Service Commission, and
-
Subject-specific provisions for lower secondary and secondary levels.

Coordinate with principals, local education officers, and Education Development and Coordination Unit (EDCU) heads to address any uncertainties.
Data Submission for Transfers

Submit transfer details via email to [email protected], adhering to Section 10(3) and Section 11(2) of the guidelines.
Pending Applications Before Issuance of Guidelines

Applications in process before the release of the guidelines should be submitted to the respective EDCU within 15 days of this notice. Ensure compliance with the restrictions under Section 21 and existing laws and regulations.
Reciprocal Transfers

Reciprocal transfers are not covered under the existing laws and guidelines; hence, such actions are prohibited.
Consent-Based Applications

Consent from the current school is required for transfers within the same local unit.

Approvals from the current school and local government are mandatory for transfers across local units within the same district.

Consent from the current school, local government, and EDCU is essential for inter-district transfers. Applications should follow the format outlined in Schedule 1 of the guidelines.

In collaboration with Nepal Television, the Education and Human Resource Development Center continues its weekly educational TV program, Shikshako Chautari, broadcasting every Tuesday at 7:00 PM.

Notice on Informal and Alternative Education
Compulsory Data Entry for NFE-EMIS:

Local governments must ensure accurate data entry for informal and lifelong learning statistics.

Community learning centers that fail to update data will not receive grants.
Detailed Status Submission:

Local units must provide comprehensive details about traditional schools (Gurukul, Gumba/Vihar, Madarsa), informal schools, and open educational programs, including class levels and student numbers.
