High-level Salary and Facilities Commission Recommends Increasing Salaries Based on Merit Order
A High-level Salary and Facilities Commission submitted a report to Prime Minister Pushpa Kamal Dahal 'Prachanda', suggesting that salaries of employees should only be increased by matching the salary in posts that do not match the order of merit. The commission recommends increasing the salary of the lowest level of civil service to reach 34,000 rupees per month by increasing the capacity of the salary paying body.
Matching salaries of non-civil service posts recommended
The report recommends that the government should increase the salary by matching the salaries of 19 non-civil service posts. The commission suggests that the government increase the capacity to pay salaries, increase revenue, cut unnecessary expenses and give a minimum salary of 34,000 rupees per month to lower level civil servants.
Proper study required before increasing employees
Prime Minister Prachanda accepted the report and said that a high-level administrative reform commission would be formed to make decisions after proper study. The report includes a brief analysis of the economy, the condition of service facilities for employees in South Asian countries, medical expenses of employees, arrangements related to staff housing, arrangements related to transportation facilities, the mobilization of foreign subsidies and the distortions seen in the bureaucracy.
Reconsidering salary scale and service facilities recommended
The report recommends that the government reconsider the salary scale and service facilities of the employees according to the need. Suggestions have also been submitted regarding employee treatment expenses, leave arrangements, accommodation arrangements, transportation facilities, and arrangements related to the regulation of the situation in the administration, reduction in staff positions, and more.
Implementation of practical suggestions immediately
The Prime Minister said that he will do his homework on the policy issues mentioned in the Commission's report, arrange the legal issues in the Federal Civil Code and implement the practical suggestions immediately. The report also recommends a one post one pension policy, regulation of double salary and pension, an option to reduce the burden on the state from pension, and a minimum wage of workers.
