Government Withdraws Decision Not to Give NOC for Post-12th Diploma: What You Need to Know

The Nepalese government has recently withdrawn its decision not to provide NOC for post-12th diploma, advanced diploma, and bridge courses before graduation. This decision comes after all-round opposition and pressure from various stakeholders.

Foreign Study Approval Guidelines 2079: What You Need to Know

With the publication of the Foreign Study Approval Guidelines 2079, NOC has been withdrawn for students going for post-12th diploma, advanced diploma (before graduation, bridge course). The amendment of Nepal's Constitution and Education Act defined school education up to class 12 and prepared guidelines on the basis of which it stopped giving NOC for any program before graduation.

However, with the revision of the guidelines, students will be able to get a foreign study permit (NOC) for diploma level or similar studies and language studies.

List of Educational Institutes and Universities for Foreign Study Permits

According to the guidelines, foreign study permits can only be obtained for studying educational programs in universities and educational institutions listed by the government. The government will update the list as required.

This means that foreign students can only get NOC for universities, educational institutions and educational programs listed in the branch. This move aims to narrow down the role of consultancies and to make the service delivery of the branch dignified, orderly, efficient and technology-friendly.

Requirements for Foreign Exchange Facilities

The guidelines provide that foreign exchange facilities will be available on the basis of the details of the permit submitted by the concerned student. This means that the documents of the students will be double-checked, and the amount of the foreign currency exchange facility and the details of the same should be entered online.

This arrangement has been made to stop wrongful activities of compensating third parties, bargaining for refunds and getting refunds to their accounts by the consultancy.
